Dear Commissioner McCray:
I'm writing to ask for your support of the CDC's Peacemakers Youth Program which works in
partnership with Galaxy and Poinciana Elementary Schools. The Program serves 3rd to 5th
graders referred to us by their schools because of behavior and academic problems. The
program offers mentoring before school (2 days per week in each school) and after school
recreation and tutoring (2 days per week in each school and jointly on Fridays). The
Peacemakers Program requires about $30,000 for the academic year. Thus far we have
about $8,000 for it. Could you please grant us $1,500 - $2,000 for the Program from your
discretionary 2005/06 allocation?

Proposed Use of Discretionary Funds
I have reviewed the letter from the Heart of Boynton Clergy Association, which describes their mission. Vice Mayor
McCray has requested use of $1,000 of discretionary funds for this organization. The letter has a contact for the
organization - Pastor Robert Smith @561-737-8695. We need to contact Pastor Smith to obtain a more definitive program
or activity for possible financial support.
Here are some guidelines:
· Eligible projects may consist of assistance to local community organizations for physical
improvements to public property or public rights of way such as parks, medians or other
City-owned property. The assistance may be in outright grants to support improvements to
public property or on a cost-sharing basis with local organizations. Before funding, the
proposed improvements must receive necessary permits, staff review for compatibility with
design plans or capital construction plans and must be approved by the City Commission by
motion on the Consent Agenda. Eligible projects shall also include contributions to
scholarship programs which are City administered and operated, and open only to students
who reside within the City limits of the City of Boynton Beach.
· Ineligible projects include direct financial support or gifts to individuals, businesses, or
associations including funding of any operational activities, with the exception of
contributions to scholarship programs as outlined above. Funds may not be used to support
or otherwise subsidize the operational expenses of City Departments.
These are the four criteria that I must certify:
o The proposed expenditure of funds will not result in improvement to private property;
o The recipient/payee is a resident of the City of Boynton Beach or is a legal entity with offices in
the City of Boynton Beach;
o The project, program or activity which is being funded will occur in the City of Boynton Beach
and participation is open to all residents of the City; and

Until I receive more definitive information on a project from this group, I cannot proceed with this item.
