Call to Order Chairman Nugent called the meeting to order at 10:09 a.m. II. Roll Call The Recording Secretary called the roll. A quorum was present. III. Acceptance of Minutes of 02-13-06 regular meeting The following change was noted on the minutes: Gwen Johnson representing Communications was absent, however Brenda LaVant was present. Page three, Safe Worker Award name was Charlie Turco, not Turko. Motion A motion was made by Ms. Regenia Scott to approve the minutes as amended. Mr. Magazine seconded the motion that unanimously passed. Meeting Minutes Safety Committee Boynton Beach, Florida March 13, 2006 Chairman Nugent announced he has submitted his resignation and this is his last Safety Meeting. He was offered a position as Director of Emergency Medical Education and Training at Nova Southeastern University College of Medicine, and accepted the position. Chairman Nugent indicated he has enjoyed serving on this board and expressed his belief the committee will go far. The Committee wished Chairman Nugent well in his new position and thanked him for his service. IV. Safety Committee Education and Training Program A. Daytona Beach Incident There were no comments on this item. V. Unfinished Business A. Fire Drills Chairman Nugent explained fire drills would be live drills, as far as a response is concerned. Staff will need to reset the alarms and check the times. At the moment, Fire/Life Safety is short staffed and noted there are VHS tapes available on how to conduct fire drills. A schedule will be drawn up and when the drills are conducted, department heads will not be notified. B. Proud to be a Safe Worker Awards There were no comments received on this item. C. Departmental Insoections & Safety Meetings Mr. Bebensee reported his department used the new inspection form and indicated they didn't see it as a great improvement. Facilities and Utilities -liked the form. Mr. Magazine requested receiving feedback and indicated they would like to use one form Citywide. D. Defensive Driver Course Mr. Magazine reported the Defensive Driver Courses are still being set up. Any employee who needs to take the course should contact him and he will schedule them for the class. The forms are not on the S-Drive, rather they were sent to the department heads. Mr. Magazine will see if they can put the registration forms under Safety Committee on the shared drive. E. Incident Review Board Referrals Chairman Nugent and Mr. Magazine were not aware of any incidents. 2 Meeting Minutes Safety Committee Boynton Beach, Florida March 13, 2006 F. Lightning Protection Mr. Bebensee announced they are using SkyScan, which is a desk mounted or handheld lightning detection system. Previously there was radio frequency interference from a nearby tower in Ocean Ridge, but the tower has changed operations and interference no longer occurs. They might be able to use the $200 unit as opposed to an $8,000 unit. Mr. Bebensee reported the range is 40 miles and the unit, at present, is not false triggering. Many beach patrols use them and report good results. Mr. Magazine suggested notifying the golf course and noted this would be a good time to obtain the equipment because it is budget time. It was suggested any department interested in obtaining this equipment notify Mr. Bebensee. VI. New Business 8. Departmental Safety Issues Mr. Magazine requested feedback on the Safety Newsletter. Several years ago, the newsletter was published but stopped. He noted the contents could appear comical, but the intent is to raise awareness of incidents that occur. The Risk Management Department will be awarding prizes for the crossword puzzle, (no cruises). Chairman Nugent reported there is no stoplight at Fire Station Four on Federal Highway. A temporary light is being installed. Originally, the light was supposed to be installed on the median, but due to issues with cable wires, they could not install the light. The City is purchasing land to install the arm. Chairman Nugent explained the issue involved the State and County, and there were issues with the road alignment and planning. Going forward, planning will be more aware of these types of issues. Chairman Nugent explained Florida Public Utilities now has a Safety Officer on staff with a background in gas. The new officer feels it is important to educate fire/rescue personnel in gas safety issues. Additionally, Chairman Nugent is arranging for FPL to speak about problems with downed wires. He explained there was an incident with a downed wire from a streetlight where a child was killed. He explained the wire was tested earlier in the day and was not active. There was, however, a photosensitive activator on it. When the sun went down, the wire reactivated. Mr. Nugent will supply the name of the Florida Public Utilities Safety Officer to Mr. Bobich. The Fire Departments will also be receiving training on the new hybrid cars having electric motors. There will be some articles and materials coming out regarding the hybrids and a company in Boynton Beach will provide the training. To date, there are about 15 different hybrids. B. Other Mr. Magazine spoke about training for Safety Coordinators. A list of classes initiated for Safety Coordinators will be sent out with the minutes. Ms. Regenia Scott announced some of the 3 Meeting Minutes Safety Committee Boynton Beach, Florida March 13, 2006 courses are videos and online courses, with a few being instructor led. Videos can be watched at the meetings, others can be viewed later. Mr. Magazine reported at the Safety Luncheon last week, a number of people who indicated they would attend did not, and some individuals ate and left before the City received their awards. He reminded the members the luncheon was paid for by the Risk Management Department, and going forward if individuals RSVP, they should attend. He announced The City of Boynton Beach is one of the few Cities that receive awards every year. Mr. Magazine indicated at the last meeting there was discussion about the Fire Department and the CPR calendar. Ms. Regenia Scott announced there are some courses being offered through the City of Delray Beach. There was discussion about making the courses convenient for the instructors. Most health care professionals only accept the American Heart Association Certification. Anyone interested in taking the course should contact Mr. Landress for scheduling. VII. Announcements Mr. Magazine explained with Mr. Nugent resigning, Mr. Bobich will move-up as Chairman and a new Vice-Chair will be appointed by the City Manager. If anyone is interested in filling the position, they should submit their name to Mr. Magazine. VIII. Next Meeting Date The next meeting is on Monday, April 10, 2006 at 10:00 a.m. IX. Adjournment Motion A motion was made by Ms. Regenia Scott to adjourn. Mr. Magazine seconded the motion that unanimously passed. Meeting adjourned at 10:51.
