MINUTES OF THE CITY COMMISSION AGENDA PREVIEW MEETING
HELD ON FRIDAY, MARCH 31, 2006, AT 10:00 A.M.

!. Call to Order
Mayor Taylor called the meeting to order at 10:00 A.M.

Mayor Taylor noted there was an addition, which would be to appoint the Chair and Vice-Chair
of the CRA. There was also a correction on Item XII AA.
II. OTHER:
A. Informational Items by Members of the City Commission
Commissioner McCray asked how long it will be before the Wilson Center will be completed.
Mr. Bressner will report back with the answer.
V. ADMINISTRATIVE:
Commissioner McCray requested when the appointments are made, the appointments be divided
into groups for regulars and then alternates per board. There were no objections to handling the
appointments in that manner.
VI. CONSENT AGENDA:
E. Approve the "Surplus Vehicle List" for one (1) item as submitted by the Public
Works/Fleet Maintenance and allow for the sale of same.
Commissioner McCray asked if the vehicle was going to be switched out.

Mr. Jeff Livergood, Utilities Director responded about once per quarter surplus vehicles, vehicles
not being used very much or vehicles or that were due to be replaced are submitted and listed
as surplus.

Proposed Use: 22 townhouse-style condominium units on 1.407 acres.
1. Tuscan Villas (aka The Villas at Boynton Beach)
(NWSP 06-002) Request new site plan approval to
construct 22 townhouse style condominium units and
related site improvements on 1.407 acres in the Infill
Planned Unit Development (IPUD) zoning district.
Commissioner Ensler wanted to know what the CRA Plan showed for density for that part of
Federal Highway.
Mike Rumpf, Planning and Zoning Director explained Commissioner Ensler was actually referring
to the Federal Highway Corridor Redevelopment Plan, which is planning area number 1. Mr.
Rumpf thought it might be 20 units per acre but would investigate further and report back to
him. He reported areas number 1 and S were the most northern and southern areas and the

plan is very specific about the mixed-use high and mixed-use low. The consultant drafted an
ordinance for those two mixed-use districts. Commissioner Ensler expressed concern that to
the east of the corridor, the community is five units per acre and single story, single-family
dwellings. Now there would be the two story, high-density community backing up to the lower
density community. He thought there were compatibility issues.
Mr. Rumpf responded staff has implemented that plan and continues to review applications with
compatibility in mind, but also has to take into consideration the urban context. He announced
this is the redevelopment area, on the eastern fringe, and densities tend to be greatest. He
explained there are some residential pockets which are trying to be preserved, but the densities
are higher to begin with.
Commissioner Ensler reiterated looking to the area east of Federal Highway, the entire stretch
of land has S units per acre as noted in the county plan. He was not objecting to higher
density, rather he thought putting two story homes next to single-story homes might be
inappropriate and needed to be addressed.
Mr. Rumpf explained he notice requirements were not subject to jurisdictional boundaries, just
distance. Mr. Rumpf clarified when the Ordinance was created, it was specifically sensitive to
the adjacent residential uses and that was why the setback comments were included.
Commissioner Ensler announced he would be asking the following questions for all new
development. The questions were:
· Where will the water for irrigation be obtained and will it be potable water or well water
· Is the project required to participate in the "Art in Public Places Program".
Mr. Rumpf responded the applicant is aware of the art impact. That will be coordinated, in
accordance with the Arts Commission at a later time.
Commissioner Ensler asked when the one percent art impact fee would be determined. Mr.
Rumpf responded preliminarily at the time of site plan submittal based on a form at the
application submittal stage, estimating the total construction value. The form was finalized a
month or two ago, and concerns have been worked out and coordination increased. The
applicant for the project had also been given the form, but it has not yet been returned Mr.
Rumpf will report back to Commissioner Ensler with the square footage of the units for the
project.

public necessity of acquiring the commercial condominium units
designated as suites 101, 102, 104 and 209 within the First Financial
Plaza for the purpose of acquiring fee simple, required for the elimination

of blight and slum and future construction of improvements to the City's
original Redevelopment area and for vehicular and pedestrian access and
public parking within the City of Boynton Beach, F'L. (Tabled on
3/21/06)
Mr. Bressner indicated the consultant was present to answer any questions the Commission
may have. Commissioner McCray will ask a question on the item on Tuesday for the public's
benefit. Commissioner Ensler would like a presentation on the project so he will know what
properties are impacted. Mayor Taylor answered it is four units of a 36 unit proejct.
Commissioner McCray also elaborated he would like backup material. Mr. Bressner received a
letter yesterday, which he will provide for additional backup.
XIII. UNFINISHED BUSINESS:
A. Continued Discussion of Adaptive Re-use of Golf Course and Landfill Parcels
Mayor Taylor indicated he had suggested putting out an RFP for the adaptive re-use. Mr.
Bressner indicated an application for funding was submitted to Treasure Coast for funding and
is still being processed. There would be no cost if Treasure Coast accepted the project.
Commissioner Ensler requested a time period and financial estimate for the issue.
Commissioner McCray also indicated he was not in favor of anything residential being placed at
the location. He would need a carcinogenic study.
