Minutes 05-25-06 MINUTES OF THE REGULAR MEETING OF THE ADVISORY BOARD ON CHILDREN AND YOUTH HELD IN COMMISSION CHAMBERS, CITY HALL, BOYNTON BEACH, FLORIDA, ON THURSDAY, MAY 25,2006 AT 7:00 P.M. Present: Stephen Waldman, Chair Mary Morera, Vice Chair Hattie Miller Robert Chiste, Student Voting Member Christine Hogenkamp, Student Voting Member Sherri Claude, City Employee Representative Absent: Alyssa Ewing, Regular Non-Voting Member 1. Call to Order Chair Waldman called the meeting to order at 7:07 p.m. II. Pledge of Allegiance/Moment of Silent Reflection Ms. Hogenkamp led the Pledge to the Flag, followed by a moment of silent reflection. III. Approval of Minutes of April 27, 2006 There were no changes to the minutes. Motion A motion was made by Ms. Morera, and seconded by Ms. Hogenkamp to approve the minutes as presented. A vote was taken and the motion unanimously carried. IV. Approval of Agenda There were no changes to the agenda. Motion A motion was made by Mr. Chiste, seconded by Ms. Morera to approve the agenda as presented. A vote was taken and the motion unanimously carried. V. Announcements/Presentations/Correspondence Ms. Morera gave a report about the Youth Banquet held May 20, 2006 at the Senior Center. Ms. Morera explained 21 children turned in volunteer hours and many of those children attended the banquet with their families. Each child was individually recognized and the type of service they provided was announced. A certificate and award was presented to each child. Ms. Morera thanked Ms. Claude and the Recreation and Parks team for supporting the board. She announced it was a very nice function. Chair Waldman also acknowledged Ms. Claude and the Recreation and Parks staff and thanked them as well for their support. VI. Public Audience None. VII. Old Business A. Combining Education and Children & Youth Advisory Boards Chair Waldman explained the Education Advisory Board had three remaining members and the two boards would be combined. Ms. Claude reported the first reading of the ordinance is on the June 6, 2006 City Commission Agenda. She explained all advisory boards are regulated by ordinances, and any change requires the ordinance to be amended. She further explained ordinance changes require two readings. At the moment, the Children and Youth Advisory Board has three vacancies and assuming the Education Advisory Board members continue to serve, there would be a full board. There was a brief discussion about requesting the Children and Youth Advisory Board membership be increased by about two members. Ms. Claude recommended taking action right away if the board was interested in pursuing that. There was consensus to defer the determination until after the two boards were combined. Ms. Claude indicated if the board wanted to increase its membership, her sense was the City Commission would support the request. B. Teen Center This item was tabled. C. Youth Volunteer Bank/Bob Borovy Award Ms. Claude indicated in addition to Ms. Morera's report about the banquet, she sent thank you letters to all of the sponsors. She explained the representative from American Legion Post 164, who attended the function was sent a thank you letter. Another letter to Ms. Kim Joyce, PTA President at Poinciana Elementary School was sent which enclosed the Box Tops for Education the youth volunteers collected. The Box Tops for Education could assist the school obtain extra funding. Chair Waldman read the letters into the record, A copy of said letters are available for public inspection at the Office of the City Clerk, Boynton Beach, Florida. Chair Waldman explained there were two applicants for the Bob Borovy award, which is a scholarship. Meeting Minutes Advisory Board on Children and Youth Boynton Beach, Florida May 25, 2006 D. Fundraising Ideas Chair Waldman reported at the last meeting, he had obtained some grant forms from establishments such as Target, WalMart, etc. He expressed the board could put together a subcommittee to obtain additional funding from these sources. On another matter, Chair Waldman indicated the U.S. Congress issues Congressional Public Service Awards for youth public service. He suggested the members view the information via the internet. E. Youth Expo Ms. Morera reported she attended a very short meeting for the Youth Expo at City Hall in the Mall. At the meeting, assignments for various tasks and contacting various schools for Youth Expo were given. She explained the meeting appeared to be more of a kick-off meeting and she did not believe there were minutes available. The Youth Expo is an activity held every two years, around the month of October. It is a showcase of talent from children and youth around the area in various categories, such as martial arts, singing, dancing, artwork, essay contests, gymnastics, etc. Awards and ribbons are given to the winners. Entries are judged and the winners are posted in the mall. The event used to be a two-day event but is now a one-day event. It is a good way to provide information to parents and children about programs that are available in the County and the State. Non-profit groups from within the City and County put up booths and there are give-a-ways. The board would like to get more youth involved. F. Sister Cities No formal report was given. Chair Waldman explained, for the benefit of new members, the City of Boynton Beach is Sister City to a City in China. A representative from the Sister City Committee will be invited to the next meeting. VIII. New Business A. Elections Chair Waldman explained elections were put off in anticipation of the new members being appointed from the Education Advisory Committee Ms. Claude explained, generally, elections are held in May, and all the members were reappointed. Election of a new Chair and Vice Chair is not crucial. Chair Waldman polled the members and there was consensus to defer the elections. Chair Waldman requested the members try to recruit individuals to fill vacancies on the board. Chair Waldman announced he had an individual in mind and requested an application for appointment. The board also discussed the Bowling Tournament, usually held at the AMF Bowling Lanes in Boynton Beach. This is a Youth/Adult Bowling Tournament. The fee is $20 for a team of four individuals and the event has traditionally been held on a Sunday. The money raised goes toward the Bob Borovy Fund. In the past, the financial split for the event between AMF and the Meeting Minutes Advisory Board on Children and Youth Boynton Beach, Florida May 25, 2006 board has been the scholarship receives $11 and the AMF received $9. The bowling shoes were free. Tentative dates for the event this year are July 22, July 29 or August 5. Chair Waldman will check with AMF to see what is available on those dates. It was noted the later in the summer the activity is held, the more advertising can be done. IX. Future Meeting Dates: June 22, 2006 July 27, 2006 X. Adjournment Motion A motion was made by Ms. Morera, and seconded by Mr. Chiste to adjourn. A vote was taken and the motion unanimously carried.
