Call to Order Chair Bobich called the meeting to order at 10:16 a.m. II. Roll Call The Recording Secretary called the roll with the above members noted as present. Mr. Jim Macintyre, Assistant Fire Marshall was also present. III. Acceptance of Minutes of 04-10-06 regular meeting There was a change to the meeting minutes which was the City is stockpiling Personal Protective Equipment (PPE's) in anticipation of the Bird Flu and not the vaccine. Motion A motion was made by Vice Chair Magazine and seconded by Mr. Clark to approve the minutes as amended. Motion unanimously passed. IV. Safety Committee Education and Training Program _ Video Mr. Macintyre distributed a handout pertaining to Fire and Medical Emergency Procedures. He reported there is no one video that can cover all the scenarios in the event of fire emergencies. The handout could be adapted to any type of businesses. He recommended distributing the Meeting Minutes Safety Committee Boynton Beach, Florida May 8, 2006 handout within the individual departments and he meet with them to explain, as it pertains to their facility, the training. Mr. Magazine explained that documentation the training has taken place within the departments needs to be submitted to the Safety Committee. V. Unfinished Business A. Fire Drills Mr. Macintyre and the board discussed the recent fire drill at City Hall. The public was trying to enter the building as the employees were trying to evacuate. In other facilities, the public went into the bathroom instead of vacating the premises, and in other private companies, employees are evacuated within three minutes. Fire extinguisher training was discussed and is still occurring. Departments can receive training on how to use the extinguishers. Departments interested in receiving the fire drill training should contact his office and schedule a time. Also discussed were the air packs that are used by the fire department. Facilities also has the air packs on site for the emergency responders. Chair Bobich explained this is a DEP requirement. B. Proud to be a Safe Worker Awards Chair Bobich announced Andrae Robinson, Utilities employee, and employees Paul Latone and Chris Olsen, equipment operators with the Utilities Department should receive the Safe Worker Award. Messrs. Latone and Olsen were traveling on Federal Highway and assisted an elderly woman who hit the curb with her car and damaged her tire. She stopped in the roadway by the median with fast moving traffic passing by. They were able to put on the directional arrow board from their truck, and used flashers and cones to divert traffic. Andrae Robinson assisted a woman who was involved in a two car accident across the street from their office. The woman was distressed and he calmed her down as well as the other driver involved in the accident. The recommendations will be forwarded to Cathy McDeavitt to appear in the Almost Famous Employee Newsletter. C. Departmental Inspections & Safety Meetings Vice Chair Magazine requested the departments continue to send in their departmental inspection forms. D. Defensive Driver Course Vice Chair Magazine advised there are being four or five classes scheduled for next month and the notices will go out next week. It was noted the course is good for three years. He also announced he has the original and updated Signal 30 films as well as additional videos regarding vehicular issues available. Vice Chair Magazine thought viewing the videos in Chambers might be helpful. Meeting Minutes Safety Committee Boynton Beach, Florida May 8, 2006 E. Incident Review Board Referrals There were no issues reported. F. Lightning Detection Policy Vice Chair Magazine received some information through the golf course, where some golf courses have lightning detection equipment, signage and policies in place, but some do not. Some Risk Managers in charge of golf courses also have equipment and policies, but not all. He reported there was no consistency and the issue appears to be a local matter. The beach and the golf course were the main concerns. Vice Chair. Magazine recommended tabling the matter to the next meeting and he will meet with Dan Hagar from the golf course. It was acknowledged there is technology available, and liability is still an issue, with legal claims that could go either way. Vice Chair Magazine will bring back more information. G. Departmental Safety Footwear Approvals This item was tabled until the next meeting. Vice Chair Magazine will get with Human Resources who will notify payroll of the employees approved for the footwear so that checks can be issued to them. VI. New Business A. Departmental Safety Issues The corridor painting at City Hall was brought up. Vice Chair Magazine noted his was a lengthy process because the walls had to be stripped, primed and painted with time given to completely dry. It is unknown when the task will be completed. VII. Announcements Chair Bobich announced Vice Chair Magazine is the new Vice Chairman of the Safety Committee. VIII. Next Meeting Date: Monday June 12, 2006 10:00 a.m. IX. Adjournment Motion There being no further business, a motion was made by Mr. Clark and seconded by Ms. Rogers to adjourn. A vote was taken and unanimously carried.
