I. CALL TO ORDER
Mayor Broening called the meeting to order at 6:20 p.m. and announced that the
purpose of this special meeting was to consider the franchise renewal with
Adelphia Cable Communications Cabletelevision.
Attorney Cherof announced that tonight's meeting was the first of two Special
Commission Meetings and Public Hearings associated with the renewal request
for the franchise agreement that the City issued to Adelphia Cable
Communications Cabletelevision. Further, as part of this process, the
Commission is required to do the following:

Determine whether Adelphia has substantially complied with
material terms of the existing Franchise and with applicable law.
Determine whether the quality of services has been reasonable in
light of the community's needs.
Determine whether Adelphia has the financial, technical and
capabilities to fulfill its obligations.
Determine whether Adelphia's proposal will meet the future cable
related community needs and interest taking cost into account.
This hearing gives the public some insight into these issues. The Commission
will take no action tonight except to consider any information garnered from the
public. This would allow staff time to address any issues that the public might
bring up before the second and final public hearing.
Attorney Cherof asked that anyone in the public that wished to speak please
come forward and provide their name and address, as well any comments on
Adelphia services. There was no one that wished to speak. Therefore, Mayor
Broening closed the public hearing.

Mayor Broening asked if any of the Commissioners had any questions that they
would like to ask staff or Adelphia and there were no questions.
Attorney Cherof announced that the second public hearing is scheduled for
Tuesday, November 21,2000 at 6:15 p.m. in Commission Chambers.

Motion
Commissioner Black moved to adjourn, which was seconded by Vice Mayor
Weiland and unanimously carried. The meeting properly adjourned at 6:25 p.m.
