Minutes 11-13-06 MINUTES OF THE SAFETY COMMITTEE REGULAR MEETING HELD ON NOVEMBER 13, 2006 AT 10:00 A.M., IN THE FIRE/POLICE TRAINING ROOM, BOYNTON BEACH CITY HALL, BOYNTON BEACH, FLORIDA PRESENT: Mark Bobich, Chair Chuck Magazine, Vice Chair Catherine Cherry-Guberman Michael Rumpf Rodney Vicki Michael Landress Eric F alstad Craig Clark Timothy Calhoun John Bebensee ABSENT: Carisse Lejeune/Pam Welsh Gwen Johnson/Leslie Rogers Dorothy MacklMaibet Rosado Glendon Morgan/Cathy McDeavitt Barbara Scott/Lt. Jeffrey Katz J. Call to Order Chair Bobich called the meeting to order at 10:10 a.m. II. Roll Call The recording secretary called the roll and determined who was present. III. Acceptance of Minutes of October 9, 2006 regular meeting. Mr. Calhoun wanted to clarify his statements had nothing to do with HIPPA. Motion A motion was made by Mr. Falstad to approve the minutes with the clarification. Motion was seconded by Vice Chair Magazine and unanimously passed. IV. Unfinished Business A. Fire Drills Jim Macintyre spoke about Emergency Evacuation Procedures, known as RAC.E. and wanted to clarify what each issue meant. There are no bosses when it comes to fire drills and fires. It is the person who identifies the fire or hazard. Timing is sensitive and the issue needs to be moved on quickly. When fire drill training is held, or in the event of an actual fire, everyone needs to understand they may be the one initially in charge. 1 Meeting Minutes Safety Committee Boynton Beach, FL November 13, 2006 Ms. Cherry-Guberman thought there was a discrepancy or in the policy as it pertained to hazardous fumes, and the Safety Manual Policy. More specifically, the handout directs the employee to call 911 and the Safety Manual directs the employee to contact Risk Management. Mr. Ness explained any odor would qualify. Vice Chair Magazine indicated the issue was being addressed and fire/emergency procedures were being changed. He emphasized any emergency requires 911 to be called, as well as anyone else required to be contacted. Mr. Vicki announced he tried to dial 911 and could not get through. There was discussion of having to dial 9 for an outside line first and then 911. Mr. Falstad noted he could call 911 and be connected to dispatch; however, the call is routed to the county as opposed to the City. Vice Chair Magazine indicated the Safety Coordinators need to discuss and practice fire drills with their departments. When the drills are held, the departments would be timed. Mr. Clark advised when a fire alarm sounded at the library, it was very difficult to get patrons off the computer. Vice Chair advised contacting facilities for a master switch to close down the equipment. Additionally Mr. Clark reported the alarms were difficult for the children because they were so loud. There also needs to be system of accounting for individuals and office personnel at any given time. Vice Chair Magazine had to leave the meeting at 10:45 a.m. He requested any changes made to the Safety Manual be forwarded to him. B. Proud to be a Safe Worker Awards None. C. Departmental Inspections & Safety Meetings Chair Bobich invited the members to check the shared drive for a listing of inspections and meetings. D. Defensive Drive Course Chair Bobich invited the members to check the shared drive for a listing of driving course schedules and commented an updated listing would be sent. E. Incident Review Board Referrals None. F. Lighting Detection Policy Chair Bobich indicated this item should be removed. G. Safety Manual Review 2 Meeting Minutes Safety Committee Boynton Beach, FL November 13, 2006 The committee members discussed the safety manual and noted the following revisions: Page 4 - remove, "while performing other all daily tasks." from the first paragraph. Page 6 - add "digital media playersllPODS" to the first line of the page. Page 10 - Item 4E, remove the number symbol 6. - add the first parenthesis on the second line before EXCEPTION. Page 11- Item 13, add "digital media players" and change last sentence to read "GPS systems, also require the operator to stop the vehicle while using these options." There was some discussion on item 13 because it may involve cell phones. Adding notepads, blackberries or personnel data systems was discussed. Chair Bobich would bring it to Vice Chair Magazine's attention for possible inclusion. Page 12 - Chair Bobich thought the second line should read, " . . . . appropriate law enforcement .. .", as opposed to applicable, as long as it was clear the local law enforcement agency should be called. Adding the 24-hour communication number into the text was suggested. Mr. Clark and Mr. Vicki had to leave and the meeting ended because the quorum was lost.
