Minutes 12-11-06 MINUTES OF THE SAFETY COMMITTEE REGULAR MEETING HELD ON DECEMBER 11,2006 AT 10:00 A.M., IN THE FIRE/POLICE TRAINING ROOM, BOYNTON BEACH CITY HALL, BOYNTON BEACH, FLORIDA PRESENT: Mark Bobich, Chair Chuck Magazine, Vice Chair Catherine Cherry-Guberman, Secretary Karen Abramson Ray Altman John Bebensee Tim Calhoun Eric Falstad Leslie Rogers Michael Rumpf Barbara Scott Rodney Vicki Utilities Risk Management City Clerk Library Fire Rescue Recreation & Parks Public Works Golf Course Communications Development Police/Code Compliance Finance/Warehouse ABSENT: Carisse Lejeune/Pam Welsh Dorothy Mack/Maibet Rosado Glendon Morgan/Cathy McDeavitt City Manager Human Resources ITS/GIS I. Call to Order Chair Bobich called the meeting to order at 10:06 a.m. II. Roll Call The Recording Secretary called the roll and determined who was present. III. Acceptance of Minutes of November 13, 2006 regular meeting. Motion Mr. Bebensee moved to approve the minutes. Mr. Falstad seconded the motion that unanimously passed. IV. Safety Committee Education and Training Program Vice Chair Magazine announced there were new safety cones installed by Facilities in City buildings. Anyone having a need for the cones should contact Facilities. There was no report given on the Safety Committee Education and Training Program. V. Unfinished Business A. Fire Drills 1 Meeting Minutes Safety Committee Boynton Beach, FL December 11,2006 Vice Chair Magazine announced it was up to each department to provide fire drill training for their coworkers. He advised after the first of the year, there would be unannounced fire drills. B. Proud to be a Safe Worker Awards None. C. Departmental Inspections & Safety Meetinas Vice Chair Magazine announced he would be attending departmental safety meetings. D. Defensive Driver Course Defensive Driving Courses were being scheduled in January. There were none scheduled in December. E. Incident Review Board Referrals None. F. Safety Manual Review The Safety Committee reviewed the Safety Manual and made the following changes and comments: Page 13, second paragraph, third line, which pertained to moving a vehicle, and if the vehicle was in an accident. This could be contradictory to any investigations that might be needed by police or fire. The board discussed if the vehicle is operable, it should be moved from the roadway. Ms. Scott would check with Lt. Katz about this. When the information is received, the topic will be revisited. Page 16, third paragraph, for consistency purposes it was noted 911 was written as 9-1-1 elsewhere in the document. Page 18, #9, Operations in the Public Way shall read, " Any material used to cover holes on a temporary basis must be securely fastened in place." Page 22, #20, should read, "keep personal items secured" Page 26, Ladders and Scaffolding, #1, scaffolding should not be capitalized, nor should planking or platforms. There was a short discussion about determining the proper angles of ladders. The optimum angle is 75.5 degrees. A rule of thumb is to place your feet against the bottom of the ladder and extend arms forward. When your fingertips touch the ladder that is the proper angle to use. Language to the effect the optimum angle shall be 75 degrees will be used. 2 Meeting Minutes Safety Committee Boynton Beach, FL December 11,2006 The changes would be made to the manual and a new copy sent to the Safety Coordinators to copy and distribute. Vice Chair Magazine would be creating an employee distribution list for each department. Employees would be required to sign for their copy. He would also insert the notation the document was approved by the Safety Committee on December 11, 2006. G. Personal Protection Equipment - Animal Control Chair Bobich reported this issue was discussed at a previous meeting and was resolved through the Police Department budget process. It was noted there were only two Animal Control Officers impacted. VI. New Business A. Departmental Safety Issues Ms. Abramson commented in reference to the Safety Manual acknowledgement, the acknowledgement should indicate the employee would READ the manual. Additionally, since the document would be distributed digitally or electronically, documenting receipt of them could be an issue. Vice Chair Magazine would be speaking with the City Attorney about the acknowledgement. There was a question about the Supervisor's Report of Incident form. There was an incident and the affected employee conducted his own investigation. Vice Chair Magazine advised the supervisor of the affected individual needed to conduct the investigation and fill out the report. VII. Announcements Chair Bobich wished the committee a happy holiday. VIII. Next Meeting Date: January 8,2007 IX.
