MINUTES OF THE SAFETY COMMITTEE REGULAR MEETING HELD ON
JANUARY 8,2007 AT 10:00 A.M., IN THE FIRE/POLICE TRAINING ROOM,

I. Call to Order
Chair Bobich called the meeting to order at 10:10 a.m.
II. Roll Call
The Recording Secretary called the roll and determined a quorum was present.
III. Acceptance of Minutes of 12-11-06 Regular Meeting
Motion
Vice Chair Magazine moved to approve the minutes as presented. Mr. Bebensee
seconded the motion that unanimously passed.
IV. Safety Committee Education and Training Program
Patricia Spoerri, Organizational Development Director, announced a Safety Training
Program was being rolled out. The web-based training site was located at
http://www.ess-home.com. and was anticipated to be available, City-wide, in late
January or early February. Ms. Spoerri advised the courses were not password
protected. The employee would need to enter specific information, including a
department number, in order to take the course. When completed, the employee would
be tested, a certificate of completion printed and forwarded to Human Resources.

The program would track employee training and was ESS (Essential Systems and
Services), EEOC (Equal Employment Opportunity Commission) and OSHA
(Occupational Safety and Health Administration) compliant. Additionally, the courses
were approved as CEU (Continuing Education Unit) classes and were approved with the
State of Florida for traffic infractions. Employees needing to attend traffic school could
take the traffic class on-line instead of physically attending a traffic school.
Vice Chair Magazine announced the Safety Committee would determine which courses
were mandatory for all City employees and how frequently they would need to be taken.
Additionally it would be up to the department directors and supervisors to determine
which courses would be appropriate for employees to take, over and above the City
mandated courses. He suggested the coordinators and department directors review the
course selection and content.
A discussion ensued about employees taking the course from home. There was general
agreement employees should take the course at work. Vice Chair Magazine noted
departments did not include overtime in the budget for taking classes at home and there
was a cost attached to each employee and each course. The committee also noted if an
employee took the class from an off-site location, there was no guarantee it was the
employee who was taking it. There would need to be supervision to ensure departmental
employees were only taking authorized classes. Vice Chair Magazine would check with
Human Resource to see if there was any recourse that could be taken if an employee
took an unauthorized class.

Chair Bobich had two recommendations for the next meeting.
C. Deoartmentallnsoections & Safety MeetinQs
Vice Chair Magazine reported he would have the 2006 Departmental Report review
available at the next meeting. He asked the members to forward him their reports.
D. Defensive Driver Course
Vice Chair Magazine reported a class schedule for January and February would be
available by the end of this week or early next week.

F. Safety Manual Review
Vice Chair Magazine reported he spoke with the Police Department about moving
disabled vehicles from traffic flows, possibly hindering any Police investigations that may
need to take place. They advised, when possible, to move the vehicles off the road.
This issue was discussed at the last meeting and their directive would be incorporated
into the Safety Manual.
Vice Chair Magazine indicated each employee needed to sign an acknowledgement
confirming receipt of the Safety Manual, which would then be forwarded to Human
Resources. The Safety Manual was presently being converted into pdf. format for
electronic distribution to each department coordinator. It would be up to the coordinator
whether they wanted to distribute the document electronically or in hard copy. It was
also suggested each department keep one labeled hardcopy available in each office for
easy access when needed.
VI. New Business
A. Departmental Safety Issues
Mr. Bebensee announced some of the Automatic Electronic Defibrillators, (AED's),
needed to be upgraded. He requested departments with the equipment contact the Fire
Department. He explained some of the older models might need to be completely
replaced. The replacement fee was about $3,000.
VII. Announcements
Vice Chair Magazine announced there was mandatory training for all supervisors and
managers on "Avoiding Violence in the Workplace". The training would take place on
January 29, 2007 in City Commission Chambers from 9:00 a.m. to 12:00 p.m. He
reported this had been a problem in the past. The training would be conducted by Paul
Viollis, Sr., Ph.D., a national speaker on the topic. A sign-in sheet would be provided.
Vice Chair Magazine announced the passing of Vice Mayor Robert Ensler and gave
details about the service. There was a short discussion on how the vacancy would be
handled.
