Ms. Coles-Dobay called the meeting to order at 6:33 p.m.

A quorum was present.

Motion
Ms. Brooks moved to approve the agenda. The motion passed unanimously.
IV. APPROVAL OF MINUTES
The members advised that they did not receive the minutes from the March 27, 2007 meeting
and requested that they be resubmitted. This item will be addressed at the next meeting.
V. BUSINESS ITEMS
A. Announcements - Seminar Opportunity &. ARTavox
Ms. Coles-Dobay advised that she e-mailed a press release entitled "The Business of Arts and
Culture," to the members pertaining to seminars to be presented by the National Arts Strategies

Ms. Brooks nominated Ms. Ready as temporary Chair for the month of April 2007, which
seconded by Ms. Budano and passed unanimously. Ms. Coles-Dobay declared that it
appropriate for Ms. Ready to take charge of the meeting at this point.

The members introduced themselves. Ms. Coles-Dobay announced that it would be necessary
to elect a temporary Chair for this month's meeting and then to officially elect the Chair at the
May 2007 meeting. She also advised that Ms. Brooks would be able to cast her vote tonight, as
a full complement of the board was not present.

Ms. Coles-Dobay addressed "ARTavox," a celebration of artists, to be hosted by the Palm Beach
County Cultural Council, with sponsorship from "The Related Group," and in partnership with
Artists of Palm Beach County and Palm Beach County Art in Public Places. The Committee
members for this event include Lucy M.F. Keshavarz, Tracy Rosof-Petersen, Elayna Toby Singer
and Kara Walker Tome, all of whom are very involved in the Public Art community. The event
is scheduled for May 22, 2007 at the Pavilion at CityPlace in West Palm Beach. The members
indicated their interest in attending this event and believed it would serve as an excellent
networking tool. The celebration, however, falls on the same date as the next Arts Commission
meeting and City Commission meeting. Therefore, it was the general consensus of the board to
attend the celebration, as a field trip, in lieu of meeting on May 22, 2007 and, if necessary, to
reschedule the Arts Commission meeting for another date in May. Travel and meeting
arrangements were discussed for the eight members attending, and Ms. Coles-Dobay advised
that she would formalize the arrangements in an e-mail to the members.
(NAS). The NAS and South Florida Cultural Consortium have extended an invitation to the
South Florida region's executive directors, trustees and board chairs to take part in these
seminars for the benefit of arts and cultural organizations. The seminars are similar to
graduate-level courses. The NAS tuition fees for two and three-day seminars are $225 to $350
per person, depending upon the team size. The Broward County Cultural Division would
provide grants to teams of one to three or more, which would cover the cost of the tuition. For
teams of three or more, the NAS would cover travel assistance up to $600 per person. Out-of-
pocket expenses are estimated at $500 per person. Seminars offered include "Strategy" and
"Building Evaluation Capacity," in Chicago, "Creative Alliances" in Atlanta, "Strategy" in Seattle,
"Managing People" in New York City and "Leading Innovation" in Phoenix. Ms. Coles-Dobay
selected the "Strategy" leadership seminar in Seattle, as she believed this to be the most
beneficial to the members, and the October 25-27, 2007 date allowed for sufficient time to
make arrangements. Ms. Coles-Dobay suggested that the members log onto the NAS website,
www.artstrateqies.orq, for further details and advise her as to their interest in attending.

Discussion ensued at the last meeting with regard to having the architects attend an Arts
Commission meeting in order to discuss the project. The architects are still pulling together
information focusing on the lobby as a museum-type concept. Ms. Coles-Dobay shared the
board's ideas with the architects, and the architects agreed with the board's suggestions. The
architects would be providing a list of items and their values, as well as considerations for the
lobby, including a mosaic or other art feature, along with the items they consider to be museum
pieces. They would be focusing on several areas. One of the other areas suggested by the
members pertains to signage in the front vicinity. The architects may request the board's
assistance in creating a Public Art element with flag and plaque components; however this
would be for future consideration.

The members requested that the recording secretary obtain an updated board sheet, as some
of the contact numbers and e-mail addresses were not set forth on the 2007 Arts Commission
list.

Ms. Coles-Dobay advised that, with regard to the issue of alternate and regular members, Ms.
Brooks and Ms. Moeller had originally applied to serve as alternates, while Mr. Burgess and Ms.
Wolf had applied to serve as regular members. At the time the City Commission appointed
members to the Arts Commission, the City Commission was appointing members to several
other boards as well, and in some manner, appointed Ms. Wolf and Ms. Moeller as regular
members and Ms. Brooks and Mr. Burgess as alternates. Ms. Moeller, Ms. Wolf and Ms. Brooks
advised that they received letters from the City Clerk's office notifying them of their
appointment. Discussion ensued as to whether Ms. Lentz would want to serve as an alternate
as she had missed several meetings. Ms. Coles-Dobay noted that only the City Commission
could appoint members as regulars or alternates. To date, Ms. Lentz had missed three regular
meetings, and regulations require that members who had missed three regular meetings were
automatically removed from the board and were notified of such removal by letter from the City
Clerk's office. Thereafter, Ms. Lentz could reapply as an alternate or regular member if she
chose to do so. Ms. Coles-Dobay advised that at meetings where all members are present,
alternates do not have a voting right, even though they are required to attend. The members
agreed to retain their present positions for the next few meetings and determine at a later date
whether they wanted to continue in their present positions. Ms. Coles-Dobay announced she
would contact Mr. Burgess to determine his thoughts on the matter.

Ms. Coles-Dobay commented that it was necessary for the board members to determine
whether: (1) they believed Mr. Fuller to be a qualified Public Artist and that he was compliant
with established guidelines and recommendations; and (2) whether, conceptually, they believed
the project was Public Art. The board responded affirmatively to both issues. Ms. Coles-Dobay
informed the members that consideration should also be given to utilization of project materials,
placement of the project, public visibility and accessibility, and how the wall should be treated.
Further conversation pertained to consideration of sculpted trees in lieu of horses, mermaids,
sea-shell mosaics and other ocean-related themes, use of prisms and sconces, a Bas-relief on
the wall depicting the history of Boynton Beach, representation of the City's rich jazz history for
the roundabouts, and for the Arts Commission to adopt an overall theme for Public Art in
Boynton Beach.
A concept for the building wall treatment was oversized picture frames containing the original
artworks of Mr. Fuller, which would be placed on the wall. Board comments included the use of
horses in the theme and its historical significance to the City of Boynton Beach Since the area
was once a "cow pasture," the board questioned the significance of the horses.
Ms. Coles-Dobay passed around Mr. Fuller's resume, which would assist the members in
qualifying Mr. Fuller as a Public Artist. Mr. Fuller was the recipient of the "Welcome Walls"
project for the South County Civic Center on Jog Road, and Ms. Coles-Dobay passed around a
summary of the project. She advised that Mr. Fuller was the artist who wrote a letter to the
City Commission emphasizing the importance of Public Art. She also noted that Mr. Fuller was
cognizant of the need for collaborative efforts among the participating entities. Ms. Budano
spoke of Mr. Fuller's talent, perception and insight. Ms. Coles-Dobay advised that Mr. Fuller's
collaborated concept with the developer would be to bring back the theme for the former site
and it was proposed to place statues of horses, to be sculpted out of 1/4'" thick fiberglass, in
the rotary roundabouts. One rotary roundabout would be integrated into a water feature with
the Public Art concept.
The architects were attempting to determine what to do with the wall receiving public exposure
but could not come up with anything that was satisfactory to Planning and Zoning. As such,
they enlisted Ms. Coles-Dobay's assistance and suggested that the wall and roadways be
treated artistically to coordinate with the required Public Art component. To that end, Ms Coles-
Dobay has been in contact with Mark Fuller, the Public Artist for the project, in order to
determine how best to utilize the large blank wal
Ms. Coles-Dobay discussed the location of Boynton Town Center, which is at the corner of Old
Boynton Road and Congress Avenue. Board members identified the site as the "old cow
pasture." Ms. Coles-Dobay circulated a map identifying the main artery and rotary roundabout
locations for placement of Public Art. Certain retail tenants are subject to a Public Art fee, and
would contribute to the total cost of the Public Art in the roundabouts.

Ms. Coles-Dobay announced that the grant application was completed, and she passed around
the application to the members. The grant was prepared by Ms. Coles-Dobay, reviewed by
Debbie Majors, and approved by Resolution of the City Commission. Ms. Coles-Dobay advised
that she would mail a cover letter and packet to the attention of the art teachers at the high
schools in the City.

Ms. Coles-Dobay referred to the Public Art Information form contained in the backup packet.
The proposed artwork for this project would include a wall-mounted water feature element,
which would be located on the front facade of the structure in a location centrally located
between the main entrance towers. It is proposed that this feature would be illuminated by
lighting beneath the canopy. Dr. David Moat is the owner of this project. The backup packet
also included the proposed elevation. In addition to the water feature, Dr. Moat is considering
some type of metal sculptural element. The project has not yet commenced and is currently
going through the site plan review process. Ms. Coles-Dobay informed the board that she
wanted to provide the board with a "heads up" on the process involved in this project, adding
that a Call to Artists criteria would be utilized, a selection panel established and a proposal
sought.

Ms. Coles-Dobay pointed out that she would be meeting with Mr. Fuller, the developer and
Planning and Zoning at the end of the week and would advise everyone of the members'
comments.

Discussion ensued as to the board's review of projects, authority of the board, established
guidelines and recommendations, and criteria provided in the City's Ordinances, including
Ordinance No. 07-002 which was contained in the backup packet. Ms. Coles-Dobay suggested,
and the board agreed, that it would be helpful to create a form that included a checklist, which
would facilitate the board's understanding of the criteria to be followed when reviewing
projects. Ms. Coles-Dobay advised that she would prepare a rough draft of the form and
distribute it to the members at the next meeting. Ms. Coles-Dobay advised that the guidelines
and recommendations were posted on the City's website and that she would provide printed
copies for the members who did not have a set.
The board responded that they would like to see something more artistic done with the wall. If
possible, they would like to see the Public art concept reflect the historical significance of
Boynton Beach and did not feel that the horses alone did this. They did understand that this is
a collaborative effort and would work with the developer and artist on the project.

Ms. Coles-Dobay announced that the Community Redevelopment Agency (CRA) was very
interested in endorsing this project. As there are no funds in the budget at the present time,
the CRA agreed to enter into an Interlocal Agreement in order to provide funding for the
purchase of the pads on which the sculptures would be installed. This would require approval
of the City Commission and Ms. Coles-Dobay is attempting to have this item placed on the
agenda for the May 15, 2007 City Commission meeting.

With regard to the topic of City Hall artwork, a discussion was opened as to whether the board
should open negotiations to purchase the Turtle, which has been on loan for many years
Ms. Coles-Dobay advised that the City Hall project was completed today, with the installation of
the last piece of artwork, "Square, Circle, Triangle Relations," the kinetic piece on the second
floor, above Customer Service. Ms. Coles-Dobay encouraged the members to view the artwork
and suggested that biographical information on the artists be made available to the public. An
artwork by Harry Kline was also installed in the City Hall lobby and is located on the right side of
the wall going towards the City Commission Chambers. Name plaques would be added to the
new pieces of artwork.

Update on project

Ms. Coles-Dobay advised that the project was directed to the Arts Commission with regard to
the location. Thereafter, it was presented to Recreation and Parks and then to the Veterans
Advisory Commission. The Eternal Flame and other memorials currently located at the
Intracoastal Park would all go to one location. The two locations under consideration were
Veterans Park and Bicentennial Park; however, City funds were designated only to the Veterans
Park location. Bicentennial Park was selected as the location, and it is anticipated that the
resolution approving the contract for the Eternal Flame would be brought before the City
Commission for approval at its May 15, 2007 meeting. Ms. Coles-Dobay has been working with
the Recreation and Parks Board, Veterans Advisory Commission and the City with respect to the
various elements of this project.

Suggestions for improving the quality of the event included increasing awareness by
broadcasting, advertising and manner of distribution; requiring certain criteria or qualifications
for artists wishing to participate; use of theme-oriented art; greater concentration on arts rather
Board members stated that participants should be informed as to the size, layout and exact
location of the space to be provided; whether tables and chairs would be supplied; location of
parking lots in the area; and whether bus or trolley service would be available. Additionally,
language could be added to the form requesting that the artist set forth his or her
qualifications.
Ms. Coles-Dobay referred to the Vendor Registration form put together by Kathy Biscuiti, which
was included in the backup packet. Ms. Biscuiti requested input with regard to information to
be provided to participants, as well as suggestions for improving the quality of the event
The CRA is planning a kick-off event on August 4, 2007 near the Two Georges Marina. Events
would include a fishing tournament, barbecue and pig roast and would feature musical
entertainment. The parking lot would be utilized to valet park the cars. The CRA would like for
the board to contribute ideas and concepts for an artists' exhibit along the parking area. Events
for other areas are also anticipated and would include another celebration component at the
Schoolhouse Children's Museum, walking activities, a steel band performing at the Ocean Plaza,
and for artists to be present at each of the stations.

Ms. Coles-Dobay advised that she would e-mail to the members a draft copy of the Interloca
Agreement with the CRA. She also advised that the City's Legal Department was in the process
of preparing contracts in order to establish working relationships with the artists participating in
the events.
CRA projects
The CRA is on board with the project and wanted to assist the board with the location map and
related advertising. Ms. Coles-Dobay advised that has been keeping participating artists up to
date with regard to the events and suggested that at the next meeting, the board members
may wish to determine whether any other artists should be included in the project. Ms. Coles-
Dobay noted the importance of prioritizing the locations in the event the pads, which are an
integral part of the sculptures, are not all poured at the same time
Avenue of the Arts is a year-long artwork loan program that the Art in Public Places is
presenting. Sites along Ocean Avenue from the Marina to Sea crest will have artwork installed
for a year-long time period. The City anticipates that the project would be launched on August
4, 2007 to coordinate with the August 4, 2007 Marina Fest celebration.
Ms. Coles-Dobay advised that she toured the site today with the structural engineer for the
project, who is affiliated with S & F Construction. S & F Construction is also currently working
on other roadway and sidewalk projects for the City

Ms. Coles-Dobay announced that she has had further communications with the representatives
of Artspace. Vivian Brooks is going to put forth a proposal to the CRA Board in May 2007 to
determine if they want to bring in the people from Artspace to do due diligence. Leaders and
stakeholders of the community would be consulted in order to determine whether the project
would be a valid project for them to take on, or how they could assist the City in moving
forward with the project. Ms. Coles-Dobay commented that Artspace's buildings are all for
profit. They would assist in setting up; however, would assume management if they were to
take on the project. Two components of this project would ensure that the buildings are always
portable for the artists' live/work space, and that there are enough artists in the market to
warrant going forward with the project. The website for Artspace is www.artsoaceusa.org.Ms.
Coles-Dobay advised that she is maintaining an open dialogue with the representatives and that
the project is moving forward.
PUBLIC ART ORDINANCE ITEMS

These items were discussed together. Ms. Coles-Dobay advised that she has had discussions
with Henderson Tillman, Board Chair of the Community Redevelopment Agency (CRA)
pertaining to the CRA and Public Art Projects. Ms. Coles-Dobay included a memo in the backup
packet with respect thereto. Mr. Tillmann indicated his support for Public Art in the City and
identified areas targeted for placement of Public Art. Phase One pertained to Boynton Beach
Boulevard from 1-95 east to Ocean Avenue. Some type of banner would be put up immediately
in order to begin the identification process. Phase Two would pertain to the ensuing summer
and would incorporate an art program consisting of banners, sail cloths, kinetic art or other
element that would be attached to the light poles along Boynton Beach Boulevard. Thereafter,
in the winter of 2008, two key areas to be targeted for Public Art would be the Promenade
Extension Circle and the Marina Entrance. The board would be engaged to assist in doing a Call
to Artists and budget preparation for those locations. Discussion ensued with regard to the
Compass Rose banner and GPS locations, and engaging the schools to assist with the banners
in keeping with the "Gateway to the Gulfstream" theme. Ms. Coles-Dobay urged the board to
consider all of the possibilities in order to facilitate the implementation of a plan.

Ms. Cole-Dobay announced that the final draft of the Administrative Policy Manual was
contained in the backup packet. The policy sets forth the manner in which Public Art fees are
collected through the City's system. A new key coordinator has been hired in the Building
Department to assist in the facilitation of this process. The board questioned whether language
was clear pertaining to the Public Art fee equaling 1% of the construction value. Ms. Coles-
Dobay advised that to date, no problems with the form had been encountered. Ms. Coles-
Dobay requested that the board provide feedback as to the content of the Administrative Policy
Manual, as she anticipated officially releasing it to the City next week.
