Minutes 05-01-00SPECIAL MINUTES OF THE COMMUNITY REDEVELOPMENT AGENCY MEETING HELD IN COMMISSION CHAMBERS, CITY HALL BOYNTON BEACH, FLORIDA, MONDAY, MAY 1, 2000 AT 6:30 P.M. PRESENT Gerald Broening, Mayor P, on Weiland, Vice Mayor William Sherman, Mayor Pre Tem Charlie Fisher, Commissioner Bruce Black, Commissioner ALSO PRESENT Kurt Bressner, City Manager James Cherof, City Attorney Quintus Greene, Director of Development Mike Rumpf, Director of Planning Hannah Matras, Economic Research Analyst John Wildner, Director of Parks I. CALL TO ORDER Mayor Broening called the meeting to order at 6:37 p.m. and noted there was only one item on the Agenda tonight, which was discussion and presentation on the 10-Acre Intracoastal Park site and associated properties. Mayor Broening turned the meeting over to Mr. Greene, the Director of Development/CRA. I1. Presentation A. Discussion of Intracoastal Site Options (Quintus Greene) At the last CRA meeting staff presented several options for development .of the 10-acre Intracoastal Park Site Park. At that meeting, the Board asked staff to come back with additional options for the 10-acre site in conjunction with the 3 1/2 acre adjacent property to the north, currently occupied by the Paradise Bay Restaurant. Today staff will be presenting its vision of what that could look like. Expanded Proposed Expanded Site Features Mr. Greene reported on the following, while a PowerPoint presentation was being made simultaneously. Staff has proposed a "multi-use pavilion" and this is subject to change. The pavilions could be either open or closed and could have some commercial use. Phase II would be the 3 ¼ acre site to the north and a 4-story, 60 unit luxury apartment building could be accommodated on this site, with underneath parking. The Board was referred to the slide on the screen, which showed how the Proposed Expanded Site Design would look. ProJect Comparison A slide comparing various use alternatives was presented showing mixed use, mixed use combined with recreation, park only and the expanded site. The slide also compared the residential/commercial units, square footage, public open space and cost of each use. Mr. Greene reviewed these figures. With regard to Option 1, Parks (and Greenways) offer many advantages to the community as follows: Ranks high as a quality-of-life amenity that is attractive to employers. Acts as a tourist attraction. Possible increases in real estate values. An amenity for surrounding neighborhoods Revival of waterfronts generally draws business development. Mayor Broening felt what was presented tonight was what the Board was looking for in theory and there was a lot of room for clarification of the various amenities. Mayor Broening liked the concept and mentioned the Comprehensive Plan for the 10-acre site suggested a public/private activity and if the City purchases the 3 ¼ acre site, this would provide a compatible use for the park. Commissioner Fisher inquired about the parking of the boat trailers and Mr. Greene stated that there would be no trailer parking on this site. Staff feels that a more intensive development of Boat Club Park could handle the parking of additional trailers. Mayor Broening concurred with this concept. Commissioner Fisher asked for an update on the talks with the County. Commissioner Black thanked staff for a fine job and said the plans presented tonight mirrored his vision for the park site. With the 3 ¼ acre property, there could be additional dock space that could offer a wide variety of uses. Update on County Funds City Manager Kurt Bressner addressed the Board on the status of the County grants. Over a week ago a meeting took place with County Commissioner Mary McCarty in West Palm Beach, at which meeting Commissioner McCarty gave an update of where the County stood with respect to funding for the Intracoastal Park site and Boat Club Park. It was garnered from that meeting that the City had to move quickly if it still wanted to be in the running for the $1.7 million and the City had to come up with a definitive plan to present to the County. The MEETING MINUTES '--~ COMMUNITY REDEVELOPMENT AGENCY BOYNTON BEACH, FLORIDA May 1, 2000 County appeared amenable to moving the parking of the boat trailers to Boat Club Park. City Manager Bressner was of the opinion that the additional cost of moving the parking to Boat Club Park may enhance the City's funding capability in competing for the funds. Mayor Broening felt that the Board needed to approve the concept of Phase I and Phase II tonight, and assuming the City Commission at its meeting tomorrow night also approves the concept, the CRA needs to continue its efforts to acquire the property to the north~ Mayor Broening would like the Board to approve the plan and the Commission could do the same thing, but wants it tied in to the 3 ~ acre site to the north. This is very important to preserve public access to the water. Mr. Greene requested when the Board makes its motion not to refer to any specific land uses on the 3 ¼ acre parcel, but merely indicate that the CRA desires to secure that parcel in conjunction with development of the Intracoastal Park Site. Commissioner Black inquired if staff had to present to Commissioner McCarty the Phase 1 and II Plans that were presented tonight and does the City have to compete for the $1.7 million? Mayor Broening indicated it was implicit that this be done. Commissioner Fisher inquired how much the City had to bring to the County and Mr. Greene answered that the County would like to see 75 boat trailer parking spaces somewhere and Commissioner McCarty liked the idea of the park being predominately open space. All this can be shown to Commissioner McCarty. Commissioner Black felt that the City needs to come forth with a timeframe for the County, because the City had presented plans in the past. City Manager Bressner said if the Board were comfortable with the proposed plan and the relocation of the additional parking spaces presented tonight that the Board should instruct staff to go to the County with the drawings. This would be a means to determine what other proof would be necessary to confirm that the City is moving forward. Also, City Manager Bressner felt if there was a resolution adopted by the CRA and the City Commission indicating their approval of the plans presented that should show a binding commitment on the part of the City to move forward. This should enhance the City's position to gain the funding. Chairman Fisher asked how soon the City could start moving if the funding were approved? City Manager Bressner felt things could begin sometime in late summer of 2000. 4 MEETING MINUTES ~ - COMMUNITY REDEVELOPMENT AGENCY BOYNTON BEACH, FLORIDA May 1, 2000 Commissioner Weiland inquired what would happen if the City received the $1.7 million from the County, but was unable to acquire the 3 ¼ acres of land? City Manager Bressner felt the two parcels could stand on their own and the only negative that could occur would be that access to the marina property might be delayed. Vice Mayor Weiland asked how much access would the public have to the dock if it were in fact acquired? City Manager Bressner said that a restrictive covenant could be applied to the property to lock in a designated area for public use. III. Public Audience Mr. Edward Tedtmann, 869 NW 8th Avenue, Boynton Beach said that he would like to see ocean view overlay zoning for 16 to 20 story high-rise condominiums to be built on the site, the location of which he pointed out on the plan. Mr. Tedtmann also pointed out locations on the plan that he would like to see used for other commercial use. He would like to see an RFP utilized for the project. No one else wished to speak. Mayor Broening closed the public audience. Motion Commissioner Black moved that this Board approve the concept of relocating the parking of any boat trailers to E~oat Club Park and approve the concept that the CRA would move forward to acquire the adjacent 3 ~ acre property to the north at an appropriate time and that staff be directed to contact Commissioner McCarty to present the proposed plans for the Intracoastal Park Site in order to get back into the process for the $1.7 million funding. Commissioner Fisher seconded the motion. Motion carried 5-0. IV. Other None V.
