APPROVAL OF MINUTES - January 12, 2000
Motion
Vice Mayor Tillman moved to approve the minutes of the January 12, 2000
meeting. Motion seconded by Commissioner Denahan, which carried
unanimously.

Mayor Broening announced the public audience. No one in the audience wished
to speak and Mayor Broening closed the public audience.

Mr: Quintus Greene stated that representatives from McMahon and Associates
who performed the City's shared parking analysis were present tonight to' make
a presentation. Mr. Greene requested they take the podium.
Mr. Joe McMahon, President of McMahon and Associates, with offices at
2240 Woolbright Road, Boynton Beach, Florida said he would be making a
power point presentation on the shared parking analysis tonight.
Mr. McMahon presented a map of the City that identified the areas that were
included in the shared parking study. The focus of the analysis was to examine
different alternatives, Also, existing parking requirements were assessed, which
included the marina project area, and how that project might affect future
demands for parking. The requirements for parking ih accordance with code
were compared against supply.
The study looked to the future in terms of assumed development and.
redevelopment of certain areas of the City. Finally, a number of
recommendations for consideration will be made to the City Commission. The
purpose of tonight's presentation is to obtain feedback on the report and also to
consider accepting the report.
What is Shared Parkinq?
Shared parking is a utilization of parking spaces where two or more land uses
might be complimentary. Usually, residential parking uses have demand for
night parking and in the daytime there is demand for retail and office uses. The
parking study also took into consideration the variable land uses by hour, day
and/o r season.
Mr. McMahon reviewed the map of the Study area, which was divided into ten
sub-areas and each area was looked at individually and as a whole. The
number of existing parking'spaces were looked at and then a number of
required parking Spaces was established, per City Code requirements and the
requirements for shared parking analysis. This includes the Madna
development with 50% approved reduction in parking spaces.
The study assumes that all the parking spaces would be available for shared
parking and this may understate the need for additional parking spaces.
Comparing the existing and Code required parking, without the Marina prOject,
the number of parking spaces required is 3,799 spaces, 3,078 of which are
existing spaces, or a deficit of 721. Mr. McMahon pOinted out that the 390
parking spaces for marina uses should really be 490. Therefore, the 49 spaces
shown as a surplus becomes a deficit of 51. An additional 100 spaces will be
required to accommodate the existing marina dive boats. In this study area

there is a need for 821 spaces and with the Marina Project, this increases to
973.
The results of the shared parking area encompassing all ten study areas shows
a deficit of 315 parking spaces between 2:00 p.m. and 3:00 p.m. However, the
number in reality is 355 spaces, of which 320 are concentrated in the Marina
Project.
Future Developments
Future conditions analysis included a number of expected projects:
· Eckerds,
· The Civic/Municipal Campus Plan,
· Dolphin Restaurant Expansion, and
· . The Ocean Avenue Promenade.
Future developments assumed that all parking spaces would be available for
Shared parking: When the analysis was done according to Code, it was
determined that the deficit would increase to 1,081 spaces theoretically speaking.
However,-1,000 existing spaces were found, so therefore the situation in the
future would remain status quo.
Around the intersection of Federal Highway and Ocean Avenue four zones were
included in this area and there is a deficit of approximately 1,000 spaces.
Levels of Solution
· All parking must be available for shared parking.
· Shared parking agreements must be reached with vadous suppliers of
parking space, for examplethe Ocean Plaza businesses, the Financial Plaza,
NationsBank, etc. This has been successful in the City of Boca Raton in
solving some of their parking problems.
· If demand exceeds supply, the Objective is to avoid spending a great deal of
money for parking spaces and parking garages. Therefore, shared parking
agreements should be made some distance from the Marina area and
shuttles would be needed to transport patrons downtown.
The levels of solution require monitoring to determine if the theoretical problems
become a reality.
If a significant demand arises in a concentrated area, parking structure options
need to be considered. Design issues would have to be examined. When it
comes to structured parking, the costs are $10,000 to $15,000 per space and
considering there may be a deficit of approximately 280 to 300 spaces, the cost

could be $3 million to $4 million. There is always the possibly that the 1,000
space deficit could occur in the future.
Mr. McMahon suggested that a Parking Advisory Board be established, which
would consist of local stakeholders that would report directly to the City
Commission and would review projects and provide recommendations.
Existing Conditions, Recommendations
There is a 280 to 300 space deficit where the Marina Project is being built and
the parking situation should be monitored. Shared parking agreements would be
mandatory with the adjoining properties. Again, the need for parking structures
might surface or the need for a one to two story parking lot. This has the
potential of generating additional development and could create a problem;
however, it is not necessarily bad news if the City had to deal with these types of
problems.
Staff asked what the next steps should be and was advised to:
Review the City parking code, particularly the 50% reduction requirement.
Initiate a monitoring program.
Establish a Parking Advisory Board.
Pursue the key shared parking agreements in areas with a most likely deficit.
Implement the recommendations for the existing and future conditions that
were presented.
Mr. McMahon concluded his presentation.
Mayor Broening noted that currently the 280-space deficit in the Madna project
area needs to be addressed. Mayor Broening asked if a parking structure were
built, what would be the best area? Mr. McMahon responded that the four zones
around the intersection of Federal Highway and Ocean Avenue are the focal
points, but the one-quarter mile radius walk to the destinations is an important
consideration.
Mayor Pro Tem Sherman asked if the proposed parking garages are roofiess?
Mr. McMahon said the $15,000 includes enclosed parking, and it must be kept in
mind that significant ventilation would be required. MayOr Pro Tem Sherman
also asked' if the cost included one or more elevators? Mr. McMahon stated that
a 1,000 space garage would contain multiple elevator shaft locations and this is
where monitoring the demand would come in to determine this need.
Vice Mayor Tillman inquired if the City is ~trying to build character in a particular
area, how would you go about this while at the same time adding a large garage?

This would detract from the character of the area; or should consideration be
given to placing a lot outside the area and utilizing a shuttle service?
Mayor Broening requested that Mr. Greene respond to this question.
Mr. Greene said this would depend upon specific conditions on site and noted
that a parking garage could be multi-functional and could be used for different
uses, such as retail, on the ground level. Sometimes, you cannot tell when a
parking structure is a parking structure and this would depend upon the specific
conditions of an area.
Vice Mayor Tillman asked if the board would be in control of the design, or would
it be done in bits and pieces? Vice Mayor Tillman also has a concern about the
timing of the parking structures versus utilizing shuttles.
Mr. Greene responded that the City would want to have a considerable degree of
control over the location of the parking structures. Mr. Greene stated that a ·
parking structure would be in response to a need and not in anticipation of a
need.
Dale Sugerman, Assistant City Manager approached the podium and stated he
read the reports and felt they were slightly different from the presentation and
would like some clarification. Mr. Sugerman said that the report stated that
current conditions included the Marina Project, the Dolphin Plaza Project, and the
Ocean Avenue Project. Mr. McMahon said this was not the case and the existing
spaces only included the Marina Project.
Mr. Sugerman questioned the figure of 355 at peak with a deficiency and Mr.
McMahon stated that was correct for all 10 zones. Mr. Sugerman asked' how the
report could assume complete shared parking when in reality there is no
complete shared parking. Mr. Sugerman said the report stated that at peak there
is a deficit of around ~600+ spaces without shared parking.
Mr. McMahon responded that for shared-parking analysis, all spaces were
considered available. This was the second analysis thatthey performed and [hat
encompassing the 10 zones the City has a 355-space deficit at peak and in the
Madna Project zone the deficit was 320. Mr. McMahon pointed out that the other
analysis they perfo~ed was using the City code. If the deficit approaches what
the City parking code says should be supplied, it could be as many as 600
spaces.
Mayor Broening asked if anyone in the audience wished to speak.
Mr. Bill Skaggs, owner of the Two Georges Restaurant, said they have been
monitoring the situation over the past six'to eight months and his attorney has
pictures of Casa Loma Boulevard where every week-end over 250 parked care

have been counted. People are parking on the south side of Ocean Boulevard
on other people's property when visiting his restaurant. Mr. Skaggs stated they
have purchased the Sea Mist Marina that has approximately 40 boat slips and
people are concerned about the parking situation at this location.
Mayor Broening asked what the consequences would be if the Madna met 100%
of its parking requirements? Mr. McMahon responded that it would add 50%
more spaces to that particular project and, according to code, the entire project
would require 719 spaces.
Mr. Charlie Fisher asked if the 719 spaces needed for the Marina Project were
included in the previous figureS? Mr. McMahon said that 719 spaces were not
included, but a 50% reduction was included. The parking spaces are based on
the 360 required spaces according to code.
There being no one else who wished to speak, Mayor Broening closed the public
audience.
B. Ocean Avenue Promenade Project Update
Mr. Greene reported that a public meeting is scheduled for Monday, February
28th at 6:00 p.m. in the Library Program Room. Mr. Greene further reported that
the plans for this project are potentially 100% complete and as promised, the
plans are being brought back to the community for final review.
Mr. Greene pointed out that in the City Hall lobby there are samples of some of
the street furniture being proposed for use. Also, a sample light fixture is in front
of the Children's Museum for viewing.
Mr. Kevin Scully of $cully's Market requested to address the Board and said
that Commissioner Weiland, Attorney Cherof, Mr. Sugerman, Mr. Greene,
together with himself and his attorney had a meeting on January 13th. Mr. $cully
stated that at that meeting he was assured that he would have full access to the
front of his store for all the delivery trucks.
Mr. Scully stated that he spoke with Mr. Barber of Gee & Jensen and Mr. Barber
informed him that nothing had changed and that the trucks would not have
access to the store. Mr. Greene stated he has plans to discuss this with Gee &
Jensen and he had not' heard this before,
.Mr, Scully stated that no one has come to his store to show him where the urban
walls would be placed, Mr. Greene said that he has made arrangements to have
the location of the urban wall clearly identified on Mr, Scully's sidewalk and this
should be completed shortly, Mr. Scully did not feel that the sidewalks down by

the madna and coming down the bridge were pedestrian friendly and he would
hope that the sidewalks in front of his establishment would be pedestrian friendly.
Mr. Greene replied that it is the intent to have all the sidewalks pedestrian
friendly. Mayor Broening felt the sidewalks were pedestrian friendly and looked
very good.
C. Marina Project Update
Mr. Greene reported that staff has received revised drawings from Mr. Garcia,
which increases the onsite parking to meet the code requirements, and staff is
currently reviewing the plans with a view to approving the_plans administratively.

There being no further business, Commission Weiland moved to adjourn. Motion
seconded by Vice Mayor Tillman. The meeting properly adjourned at 7:30 p.m.
