I. Call to Order
In the absence of the Chair and Vice Chair, Ray Altman acted as Chair and called the
meeting to order at 11 :13 a.m.
II. Roll Call
The Recording Secretary called the role and announced a quorum was present.
III. Acceptance of Minutes of 07/09/2007 regular meeting (attached)
Motion
Ms. Mack moved to approve the minutes as presented. Ms. Scott seconded the motion
that unanimously passed.
Acting Chair Altman requested hearing the Proud to be a Safe Worker Awards Item
first. There were time constraints associated with this item.

There were no objections to the request. Chair Altman explained he had nominated Joe
Senseman for the award and explained he was instrumental for instituting a Near Miss
Accident Reporting System for firefighters. This system was to alert coworkers to
situations that were potentially life threatening and to provide guidance on what steps
or training could be taken to avoid them. The Near Miss System provided a
methodology to help identify potential accidents on an anonymous basis. Due to Mr.
Senseman's efforts, a second report was received. Mr. Senseman agreed to step
forward as the initiator. Chair Altman thanked Mr. Senseman and announced he would
provide him with the certificate.
IV. Safety Committee Education and Training Program - "Heat Safety"
Acting Chair Altman reviewed the "Heat Safety" Card distributed by Risk Management,
which covered Heat Stress, Heat Exhaustion and Heat Stroke and the prevention of
those conditions and associated conditions.
Acting Chair Altman indicated heat cramps can be helped with fluids such as electrolyte
restoring sports drinks. He emphasized someone working outdoors can lose between
one and two liters of fluids per hour. He explained it was necessary to sweat in order
to keep cool, and if the employee stops sweating there would be organ shut down. He
explained the seriousness of the topic could not be underscored enough. He recalled a
firefighter student died from this and as a supervisor, there was liability to ensure
employees were monitored. If an employee crossed from Heat Exhaustion to Heat
Stroke, and the employee was hot and dry and started acting confused, 911 should be
called. He drew attention to the possibility that employees already may have
compromised health from fever or health conditions which could exacerbate the matter,
and that those conditions should be kept in mind.
V. Old Business
A. Fire Drills
Acting Chair Altman announced fire drills were conducted in the City and he would
provide further information on them at the next meeting.
B. Proud to be a Safe Worker Awards
This item was addressed earlier in the meeting.
C. Departmental Inspections & Safety Meetings
None.

D. Defensive Driver Course
Chair Altman announced the last scheduled Defensive Drivers Classes took place in July.
1. Solid Waste drivers, special class (not yet requested)
A special class for the Solid Waste Drivers was needed and would be scheduled;
this would enable the employees to take the course while not interfering with their
route schedules.
E. Incident Review Board Referrals
None.
F. Designated Smoking Area, City Hall (no actions by City Manager)
Mr. Magazine had indicated there was no change in the status quo. The area was
being kept clean and no decision had been made on the matter.
G. Broken curb and wheel stops - Development
Mr. Rumpf explained he had relayed information on the above to Mr. Magazine who
referred him to Jeff Livergood, Public Works. It did not appear they were aware of the
needed repairs.
H. Smoking Cessation Classes - Human Resources
Dorothy Mack reported they had a great turnout. Acting Chair Altman asked if they had
any fOllow-up on the seminar, but it was unknown if anyone had actually quit smoking
due to it.
I. Near Miss Accident Reporting System - Fire (Altman)
Acting Chair Altman suggested this item was discussed along with the Safe Worker
Award. As to instituting this system City-wide, he recommended deferring the item
until Mr. Magazine returned. There were no objections to the recommendation.

VI. New Business
A. Departmental Safety Issues
There was discussion on whether fire inspections were occurring at City hall. Acting
Chair Altman explained the inspections occur on a routine basis.

VII. Announcements
There was a brief discussion that Mr. Magazine was undergoing tests and it was
unknown when he would return.
VIII. Next Meeting Date: Monday, August 13, 2007 10:00 a.m.
It was noted the next meeting date was actually September 10, 2007 at 11:00 a.m.
IX. Adjournment
Motion
Mr. Rumpf moved to adjourn. Ms. Rogers seconded the motion that unanimously
passed. Meeting adjourned at 11:34 a.m.
