Call to Order Chair Bobich called the meeting to order at 11 :07 a.m. II. Roll Call The Recording Secretary called the roll and declared a quorum was present. III. Acceptance of Minutes of 08/13/2007 regular meeting Motion Ms. Scott moved to approve the minutes as presented. Ms. Welsh moved to approve the minutes. Chair Bobich and Vice Chair Magazine extended thanks to Ray Altman for sitting as Chair at the last meeting, while they were away at conferences. 1 Meeting Minutes Safety Meeting Boynton Beach, Florida September 10, 2007 IV. Safety Committee Education and Training Program Vice Chair Magazine explained two inspectors from one of the City's insurance carriers conducted inspections of City facilities last week, specifically inspecting the Facilities and Utilities buildings. Chair Bobich gave a brief overview of the inspections and reported one inspector reviewed electrical infrastructure and the mechanical aspects for the department and the other inspected the site, reviewing height, the grounds, elevations, the securing of buildings, and announced a report would be issued. The inspection appeared to go well. At least one inspector would be returning to inspect other facilities and he gave a heads up that other departments may be inspected. No date was given for the second inspection. Vice Chair Magazine advised the City undergoes these inspections from its insurance carrier. They thought they were useful and it provided the City with ideas for maintenance, ensuring the City kept pace with what was currently expected in terms of equipment and facilities. Vice Chair Magazine explained the first time they had the inspections, there initially was negative feed back. Since then it has become a positive effort. Issues are documented in detail and the City has realized a reduction in rates as a result of the inspections. Chair Bobich had attended a Safety Conference which had several courses and presentations. He encouraged other departments to attend. There was a presentation measuring safe behaviors and it may be a more proactive, positive approach to achieve safety results and behaviors. Chair Bobich would try to obtain this PowerPoint presentation and pointed out there were many online presentations that were free of charge that departments could utilize. Vice Chair Magazine reported videos were available on the shared drive that employees could view. If something is needed and not available, employees were asked to contact Risk Management and they would obtain it. Chair Bobich reiterated the need to stay hydrated. This topic was discussed indepth at the last meeting. V. Old Business A. Fire Drills Mr. Landress referred the members to James Macintyre if a department was looking to conduct a fire drill or inspection. She advised City personnel reacted properly. B. Proud to be a Safe Worker Awards None. C. Departmental Inspections & Safety Meetings Vice Chair Magazine would report on this at the next meeting. D. Defensive Driver Course 1. Solid Waste drivers, special class (not yet requested) Vice Chair Magazine sent out the schedule for the Defensive Driving courses for the year. Solid Waste Department employees would attend classes at a different time in order not to interfere with their driving routes. Vice Chair Magazine advised special hours or days can be accommodated in order to obtain compliance. E. Incident Review Board Referrals None. F. Designated Smoking Area, City Hall (no actions by City Manager) No report given. Vice Chair Magazine will delete this item from future agendas and notify the committee if a change is made. G. Broken curb and wheel stops - Development Mr. Rumpf explained the photos he needed to forward were on a family camera. The members had questions about which parking lot was being referenced to. Ms. Quinn advised Ms. Hall of Mr. Rumpf's comments, and the broken wheel stops were replaced. Members were asked to make staff aware of City facilities that needed repair. The Committee noted the parking area next to the Madsen Center needed repair, and the facilities at the Tennis Center would be checked and forwarded to the Streets Division. H. Smoking cessation classes - Human Resources Chair Bobich explained there was a lot of good information distributed at the seminars about different ways to stop smoking. The purpose was to educate individuals about the sources available to help stop smoking. There was a brief discussion about fees. 3 Meeting Minutes Safety Meeting Boynton Beach, Florida September 10, 2007 Another program that was discussed was the wellness aspects of the walking program during lunch hours. That program was discontinued because it was too hot in the summer afternoons. I. Near Miss Accident Reporting System (Glendon Morgan left the meeting at 11 :21 a.m.) Ray Altman, Fire Rescue, had advised at the last meeting, this was a system used by Fire Departments on an anonymous basis to report possibly unsafe situations. There was a discussion about instituting the Near Miss Reporting System for the City that any employee could use. Vice Chair Magazine announced the program was established and was set up through MSN. To access the program, use the MSN.lcon and select hotmail. Sign in as safe.worker@hotmail.com and the password is "Boynton". Employees could reply and respond but were requested not to delete anything. This site would be incorporated into the Safety Newsletter. (Glendon Morgan returned at 11 :25 a.m.) J. Other None. VI. New Business A. Departmental Safety Issues Vice Chair Magazine advised the Safety Committee needed to review the Safety Manual annually. They will assign sections, the same way it was revised last year. The City's safety manual has been a resource used by other municipalities. The committee members were advised another Safety Letter contest was forthcoming. A fast food calorie reference handout was reviewed. B. Other VII. Announcements None. VIII.
