1. Pledge of Allegiance
Chairman Wische called the meeting to order at 7:00 p.m. and led the Board and
audience in the Pledge of Allegiance to the Flag. A quorum was present.
2. Introduction of the Board Members
Chairman Wische introduced the Board Members; Assistant City Attorney Mike
Cirullo; Lusia Galav, Principal Planner; and Erick Johnson, Planner
3. Agenda Approval
Motion
Mr. Rosenstock moved to approve the agenda, which was seconded by Mr. Hay
and unanimously carried.
Chairman Wische instructed the Assistant City Attomey to administer the oath to
all persons who would be testifying.

4. Communications and Announcements
Ms. Galav stated there was one item on the agenda for tonight's special meeting,
which is a conditional use approval for a daycare center. The Quantum list of
approved uses requires daycare centers to a have a conditional use approval in
the DRI Land Use Category. Ms. Galav stated the building is an existing
building and a portion would be used as a daycare during the daytime hOurs.

Chairman Wische noted there were four staff comments and requested that the
applican{ assume the podium.
Mr. Jim Frazier, 2711 Cranbrook Drive, Boynton Beach stated he was
representing the Masonic Lodge. Chairman Wische asked the applicant only to
address the comments that he did not agree with or needed clarification on. The
agent stated he agreed with all staff comments.
Mr. Hay asked if the electrical wiring in the play area would be enclosed or turned
off?. Also, he inquired how they intended to address the air conditioning unit that
only had a hedge around it? Mr. Frazier stated this area would be fenced as soon
as a permit is issued. Mr. Frazier said that a separate fenced in area would also
be installed for a play area and they are merely waiting for approval of the
conditional use permit.

Mr. Hay also raised :concerns about the canal on the west side of the property
because the plan indicates that there are several doors that lead to the outside
and the fence does not appear that it would hold the children back. Mr. Frazier
stated that the kitchen, which is one of the entrances, would be locked. The
other entrence would also be locked. The Health Department will address this
with the Fire Department and it would be worked out. Mr. Hay requested that
staff comment.
Ms. Galav reported that the Fire Department reviewed the plan and this has to be
worked out between the Health Department, which is the permit issuing authority,
and the Fire Department. Ms. Galav said that this is an issue that would not be
handled by the Planning and Zoning Department.
Mr. Ensler noted that there would be a maximum of 55 children, plus adults and
questioned if the toilet facilities would be adequate for this number? Mr. Frazier
responded that according to the County Health Department the toilet facilities are
adequate. He stated that there would be three toilet facilities and there are
additional toilet facilities on the other side of the building for the adults.
Mr. Ensler inquired if this was part of the City's approval process and Ms. Galav
stated that the County Health Department licenses the daycare center. The
Building Department would review it and it was reviewed by the TRC and they
had no comments regarding toilet facilities.
Mr. Ensler asked about the ages of the children and was informed they would be
between three and five years old.
Mr.' Rosenstock inquired if there is any difference in the Code between the
number of facilities for restrooms that are required for male and female children
in school buildings? The applicant responded that the County Health
Department requires one toilet for 30 children, plus an additional toilet for each
additional 30 children.
Chairman Wische announced the public hearing. Since no one wished to speak,
the public hearing was closed.
Motion
Mr. Rosenstock moved to approve the request for Conditional Use Approval'for
the Boynton Beach Masonic Lodge and The Little Blue Academy for Lots 22 and
22-A Plat of Quantum Park, at Boynton Beach, P.I.D., Plat No. 3 for use as a
Daycare/Preschool, subject to all staff comments. Motion seconded by Mr. Hay.
Mr. Hay asked if a sign would be added to the project. Ms. Galav responded that
Quantum Park has a special' program for free standing signs, which means the

site can only have one free standing sign and this will. have to be discussed with
Quantum.
Motion carried 7-0.
