MINUTES OF THE CITY OF BOYNTON BEACH AGENDA PREVIEW MEETING
HELD IN BOYNTON BEACH CITY COMMISSION CHAMBERS
ON FRIDAY NOVEMBER 16, 2007 AT 9:00 A.M.

CALL TO ORDER:
Mayor Taylor called the meeting to order at 9:04 a.m.
I.D.l. Additions, Deletions, Corrections
Mayor Taylor suggested Item VI.C.l should be removed from the agenda until the item
had been reviewed by the CRA board. There was consensus to pull the item from the
meeting agenda pending CRA review.
Commissioner Weiland remarked he had asked for review of the Arts ordinance to be
added to the agenda. Mayor Taylor noted the discussion was listed under XIII.
Unfinished Business.
Commissioner Ross requested discussion on the board recognition dinner be added.
Mayor Taylor noted it was listed under X. Future Agenda Items for review in December,
2007.
Motion
Vice Mayor Rodriguez moved to accept the agenda as amended. Commissioner Hay
seconded the motion. The motion passed unanimously.
III.A.l.Upcoming "Holiday Extravaganza" Parade, Tree Lighting and Concert
on December 1, 2007. The parade runs from 5 p.m. to 6:30 p.m. with
the tree lighting at 6:45 p.m. and a free concert with Three Dog Night
commencing at 7 p.m.
Mayor Taylor advised it was the last day to submit applications to be in the parade. Vice
Mayor Rodriguez suggested prizes may be appropriate in the future for parade
participants. Kathy Biscuiti, Special Events Coordinator, gave an overview of the various
applications they had received. She reminded the Commissioners they were to meet at
City Hall at 4:30 and Mayor Taylor reviewed the parameters for riding in the parade.

V.A. Appointments
For the benefit of the two new Commissioners, Mayor Taylor explained the procedure for
the rotation of board appointments.
VI.C.l.Proposed Resolution No. R07- RE: Approving and
authorizing execution of an Agreement for Provision of Supplemental
Police Services between the CRA and the City of Boynton Beach. All costs
associated with this effort would be paid by the CRA.
Vice Mayor Rodriguez noted the Commission could approve the agreement and then send
it back to the CRA for approval. Lisa Bright, Executive Director of the CRA, advised the
item had been pulled from the CRA agenda because the policing plan that was required
had not been completed. Mayor Taylor felt the item could go forward on the December
18' 2007 City Commission agenda.
VI.C.3.Proposed Resolution No. R07 - RE: Approving and
authorizing execution of Amendment to April 5, 2005 Construction
Contract between the City of Boynton Beach, a municipal corporation
of Florida and South East Drilling Services, Inc., called "SED", for the
East Plant Expansion Test Wells and Aquifer Storage and Recovery Well
Two.
Mr. Bressner explained the purpose of the amendment was to notify the contractor that
the scope of the project was changing.
VI.C.5.Proposed Resolution No. R07- RE: Approving and
authorizing execution of an Agreement for Water Service Outside the
City Limits with Dennis and Christina Hessing for the property at 1107
Peak Rd. Lantana, FL (Ridge Grove Add No.1 Lot 2650).
VI.C.6.Proposed Resolution No. R07- RE: Approving and
authorizing execution of an Agreement for Water Service Outside the
City Limits with Steve &. Laura Gallagher for the property at 816
Bamboo Lane, Delray Beach.
Mr. Bressner indicated the City was required to provide water service outside the City
limits. Those users are charged a 25% surcharge. Attorney Cherof added an annexation
agreement is required to be signed.
VI.E. Approve the utilization of $35,000 from the General Fund contingency
monies for the purpose of "Cultural Competency Training" for the
employees of the City. The training will be provided by Toward a More
Perfect Union, Boynton Beach, FL.

Vice Mayor Rodriguez questioned if the training was only available for City staff. Mr.
Bressner advised the training could be made available to other agencies including the
Commission and CRA staff. There would be a tuition charge. It was an excellent
program and the City of Boynton Beach was on of a few communities that had provided
this type of training to all its employees.
VIII.A.Project: Makrista Baby (ADAP 07-002)
Agent: Michael S. Weiner, Weiner &. Aronson, P.A.
Description: Request for appeal of the administrative determination
that the subject use, Makrista Baby, is not similar to a
tailor and dressmaker, and therefore not an allowed use
within the C-l Office and Professional Commercial Zoning
District. (Tabled to November 20, 2007)
Mayor Taylor noted staff was recommending denial because the area was not zoned for
retail.
IX.A. Staff review and recommendations of barrier median placed on
Boynton Beach Boulevard at intersections of Railroad Avenue and at NE
4th Street.
Mr. Bressner pointed out it was staff's recommendation the barriers not be removed due
to vehicular safety and the proximity to the railroad tracks. Other alternatives would be
much more costly and done at an expense to the City. Jeff Livergood, Director of Public
Works and Engineering, added vehicular safety and establishing a quiet zone through
the City were the primary concerns. It would require approval from the State to remove
the medians at this time. Various other options or alternatives were discussed. Mr.
Livergood advised two businesses had filed complaints regarding the median and
additional signage had been installed to assist the business customers.
Mr. Bressner surmised there were three options available to the Commission. One was
to maintain the status quo; second, remove the median; and third, request the State
confirm the necessity for the improvement.
XI.A. Discuss request by developer for annexation of balance of Gulfstream
Gardens parcel into the CRA. (Request postponement to December 18,
2007)
Mr. Bressner indicated the property is within the City limits adjacent to the CRA limits.
The developer felt there would be a problem if the entire project was not annexed into
the CRA. It would also result in significant revenue loss to the City.
XIII.A.Discussion regarding the Public Art Fee Ordinance No. 07-002 and the
Administrative Policy for the collection of Public Art Fees.

Vice Mayor Rodriguez inquired into the intent of reviewing the Ordinance. Commissioner
Weiland responded he wanted to review the policy and understand how the monies
collected were being used, projects allocated for this year and the budget.
Mayor Taylor brought forth the idea of discontinuing the Agenda Preview meetings.
After a review of the purpose for the meetings, it was decided to discontinue agenda
preview meetings prior to the December meetings. The concept would again be
reviewed and a final determination made in January, 2008.
XIV. ADJOURNMENT
There being no further business to come before the Commission, Mayor Taylor properly
adjourned the meeting at 9:43 a.m.
