Minutes 01-14-08 MINUTES OF THE SAFETY COMMITTEE REGULAR MEETING HELD ON JANUARY 14, 2008, AT 10:00 A.M. Call to Order Chair Bobich called the meeting to order at 10:09 a.m. II. Roll Call The secretary called the roll and determined a quorum was present. III. Acceptance of Minutes of 12/10/2007 regular Motion Vice Chair Magazine moved to approve the minutes as presented. Ms. Rivers seconded the motion that unanimously passed. IV. Safety Committee Education and Training Program - TBD This item was tabled to the next meeting. Any updates to the Safety Manual need to be submitted. Mr. Magazine explained anything that can be submitted that would be of use 1 Meeting Minutes Safety Committee Boynton Beach FL January 14, 2008 to the staff, even if a condition was created by personnel, should be submitted. v. Old Business A. Fire Drills There was no information given on this item. Ms. Rivers would be forwarding last month's fire drills to Mr. Altman to review. B. Proud to be a Safe Worker Awards Mr. Magazine explained they made a presentation at the last City Commission meeting to two employees who demonstrated good citizenship. Damian Miller and Barry Taylor, two sanitation workers, were on their route in the Meadows and saw the children, who were between the ages of two and five walking on Congress Avenue unaccompanied. The employees stopped the children, who did not speak English, and contacted the Police Department. He reported the City Commission was impressed by their concern and action and he requested committee members be on the lookout for employees who go above and beyond the call of duty. C. Departmental Inspections & Safety Meetings Mr. Magazine reported Mr. Bobich, the new Safety Administrator, would be attending departmental inspections and meetings. Members were reminded to make sure all documentation goes to Mr. Magazine. Mr. Bobich was the resource for all departments to use for safety issues. There are resources available that should be shared. He noted the City has come a long way, but there is still more they can do. D. Defensive Driver Course Notices were sent out for the Defensive Driver Course. 1. Solid Waste Drivers, special class (not yet requested) Ms. Quinn indicated she did not receive the information and they were in the process of trying to set this up for drivers in their department. Mr. Magazine noted the Police Department was required to take the classes as well. E. Incident Review Board Referrals None. F. Smoking Cessation Classes - Human Resources 2 Meeting Minutes Safety Committee Boynton Beach FL January 14, 2008 Mr. Bobich advised a survey was sent out about the class. He anticipated having more information about the class at the next meeting. G. Near Miss Accident Reporting System - Fire This item would be addressed at the next meeting. H. Other VI. New Business 1. Departmental Safety Issues a. AED Inspection Forms The Fire Department sent out inspection forms about this equipment. For those needing batteries, the department is responsible for updating them. All parks facilities had Automatic Electronic Defibrillators (AED's) and patrol cars should also have them. Mr. Magazine reported there were some proposals in the legislature regarding this equipment. One of the proposals was to expand the Good Samaritan Law, which covered individuals if they used the equipment improperly. Users were supposed to be trained in the use of an AED. This law would protect the users if the recipient died. There was also a proposal to require every school district to put an AED in every school in the State. This would be an unfunded mandate. Mr. Altman advised there have not been any recent classes on AED scheduled. There was discussion which departments were responsible for maintaining defibrillators, and more specifically, the one in the City Hall common area. Mr. Altman would check with Mr. Landress about whether there was a list maintained by the Fire Department that would indicate who was responsible for the AED. Additionally, the Recreation and Parks Department would need AED training prior to the opening of the new facilities. Ms. Rivers noted they were opening up two new facilities and a pool, and thought a class should be scheduled. b. Departmental Safety Issues Mr. Magazine thanked the departments who submitted an update on employees who were CDL drivers. Mr. Altman advised they started training on how long an air bottle would last under high stress as opposed to an individual being in a relaxed state and the results ranged from 15 minutes to 2 hours. This information would help the Fire Department calculate how 3 Meeting Minutes Safety Committee Boynton Beach FL January 14, 2008 long it may take to reach a firefighter who may be trapped or injured inside a burning structure. Mr. Altman advised the Incident Commander would be developing a chart to help determine the survivability of firefighters in ideal conditions, when they were trying to conserve their air. This was important because it would be used to help determine whether or not to send in additional manpower to assist trapped or injured firefighters and when to do so. This was a huge risk management issue. There was discussion that the City had a requirement for fresh air systems. This system was instituted in Marina Towers. The Promenade also had the system and was originally opposed to it, but has since decided to become an authorized dealer of them. c. Other Chair Bobich had posters advising individuals to buckle-up. He invited members to take some back to their departments. VI. Announcements None. VII. Next Meeting Date: Monday, February 11, 2008, 11 :00 a.m. VIII.
