Minutes 01-22-08 MINUTES OF THE BOYNTON BEACH ARTS COMMISSION MEETING HELD ON JANUARY 22, 2008, AT 6:30 P.M., IN THE CHAMBER OF COMMERCE CONFERENCE ROOM, BOYNTON BEACH, FLORIDA Present: Barbara Ready, Chair Cheryl Arflin, Vice Chair Angela Budano Barbara Lentz Nubia Richman (arrived at 7:05 p.rn.) Call to Order Chair Ready called the meeting to order at 6:47 p.m. II. Roll Call of Members Self-introductions were made. A quorum was present. III. Agenda Approval Motion Ms. Budano moved to accept. Ms. Lentz seconded the motion that passed unanimously. IV. Approve Meeting Minutes - November 27,2007 Meeting Minutes Arts Commission Boynton Beach, Florida January 22, 2008 Ms. Coles-Dobay requested a clarification as follows: On page 2, in the first paragraph following point #4, the sentence which read: "Ms. Coles-Dobay advised this group changed their artwork from a fountain to a much nicer project" should be changed to: "Ms. Coles-Dobay advised this group changed their artwork from a fountain to a public a rt project." Ms. Coles-Dobay requested a clarification in the fourth paragraph on page 5 as follows: The second sentence should be changed to read as follows: "Artlink International will bring in Highwaymen work. Mary Ann Carroll, who is the only female Highwaymen, and AI Black will be present." Ms. Coles-Dobay requested a change in the third line in the first paragraph on page 7. The name, Arlene Medica, should be changed to Lee Modica. In the second paragraph, the sentence in the third line should be clarified to read as follows: "The 30% fee was to make the program self-funded." The third paragraph should be changed to read as follows: "Ms. Coles-Dobay indicated the Boynton Town Center outparcels were contributing to the roundabouts and Linens In things did not have to comply with the public art." Mr. Cook noted on page 6, in the middle of the page, the name Frank Vargas should be changed to Frank Varga. Ms. Lentz noted her named was incorrectly spelled as Lenz in the document. Motion Ms. Lentz moved to accept the minutes as corrected. Ms. Arflin seconded the motion that passed unanimously. v. Announcements Ms. Coles-Dobay announced a Jaycee Park selection panel would be assembled on Thursday, January 24, 2008, 11:00 a.m. to 12:00 noon at the Recreation and Parks conference room in City Hall. She requested at least one Arts Commission member be available to sit on the selection panel. Chair Ready indicated she would be available. Lori LaVerriere, Jody Rivers and Virginia Shea would serve on the panel. Wally Majors would serve, if needed. Ms. Coles-Dobay noted the Jaycee Park call to artists was included in the packet for the board's review. Ms. Coles-Dobay provided a presentation on the City's Public Art Program at the Womanls Club on Thursday, January 17, 2008. There were approximately 45 members 2 Meeting Minutes Arts Commission Boynton Beach, Florida January 22, 2008 of the Woman's Club in attendance. The group held their annual art and craft show, and judges were present. Ms. Coles-Dobay noted the event provided an opportunity to increase awareness of the City's programs, such as Avenue of the Arts and the Heritage Celebration. She also provided information regarding the grand opening of the Carolyn Sims Center. Ms. Coles-Dobay announced Dana Cook had put in his application to serve on the Art Commission, and hopefully he would be appointed at the next City Commission meeting. Mr. Cook provided information as to his background. Ms. Coles-Dobay circulated the following: . Neighborhood Post containing information on the grand opening of the Carolyn Sims Center, information on Wilfred Hawkins and Rick Beau Lieuls artwork donated to the City as a memorial to Mr. Hawkins . Greater Boynton Magazine containing an article on the Heritage Celebration . New Boynton Beach Guide which featured the Art-Sea Living Studio and the Arts Commission's Art in Public Places. It also provided a guide to the business community and City services. Ms. Lentz announced she would be holding a wine and cheese party at the Art-Sea Living Studio on Saturday, January 26, 2008, from 2:30 p.m. to 4:30 p.m. Ms. Coles-Dobay announced the Arts Commission Master Plan Workshop to be held Saturday, January 26, 2008, from 10:00 a.m. to 2:00 p.m. at the Intracoastal Clubhouse, on the second floor. Ms. Coles-Dobay distributed a Childrenls Services Council brochure pertaining to Art in Public Places. VI. Elect Board Chair Ms. Coles-Dobay note the terms for the board ran from April to April. The individual elected as Chair would serve from the present date to April 2008. Chair Ready called for nominations. Ms. Lentz nominated Ms. Budano. Ms. Budano indicated her willingness to serve. Ms. Richman seconded the nomination. Ms. Wolf nominated Ms. Ready. It was noted a second to a nomination was not necessary . 3 Meeting Minutes Arts Commission Boynton Beach, Florida January 22, 2008 As Ms. Ready was nominated, Ms. Arflin took charge of the meeting. As there were no other nominations, the board agreed to close the nominations, and Ms. Arflin called for a vote. Vote for Ms. Budano Ms. Lentz, Ms. Richman and Ms. Arflin voted in favor of Ms. Budano. Vote for Ms. Readv Ms. Wolf voted in favor of Ms. Ready. The board thanked Ms. Ready for her service and fine work. As the new Chair, Ms. Budano took charge of the meeting. VII. Details for 2007/2008 program - Approved by City Commission January 15, 2008 Ms. Coles-Dobay pointed out the board had previously approved the details and allocations for the various programs covered by 30% of 1%. The programs included Avenue of the Arts, Carolyn Sims, Heritage Celebration, and City On-Loan Programs. A. Avenue of the Arts 1. Artists invite 2. Call to artists At previous meetings, the board decided to do a call to artists and an invite to artists to display their work at Avenue of the Arts. The month of April was decided upon as the target date to release the call to artists. Ms. Coles-Dobay attended last weekend's Delray Beach Art Fair. She had spoken to many of the sculptors at the fair in the hopes of attracting artists to display their work at Avenue of the Arts. She encouraged the board to approach different artists as well. In order to create additional incentives, insurance will be provided to the artists this year to protect their artwork against damages. This was allocated in the board's 2007/2008 budget, and was independent of the City's liability policy. The board discussed advertising and methods by which to increase awareness of the Avenue of the Arts program, including the website and Boynton Beach Television 4 Meeting Minutes Arts Commission Boynton Beach, Florida January 22, 2008 (BBTV). Ms. Coles-Dobay advised she would put together the call to artists with contact information on the bottom. Mr. Cook indicated he was a participant in an organization known as Zapp, an artist's registry. Ms. Coles-Dobay pointed out the board belonged to America for the Arts, the Public Art Network (PAN) and Florida Artists Registry. She noted the calls to artists were distributed by America for the Arts, Florida Artists Registry and the Cultural Council. She had not yet released the artists invite for Avenue of the Arts, and would be attending to this. B. Artwork Collection - City Hall 1. Sell and replenish artwork Ms. Coles-Dobay advised this would be further discussed at the Master Plan workshop. She advised the Carolyn Sims Community Center was interested in participating in an on-loan program. Ms. Coles-Dobay was putting together a call to artists with respect thereto. The on-loan program for the interior of the Community Center could consist of photography, illustrations, wall sculptures, and any type of media in a tropical theme. Prints and lithographs would be acceptable, but originals were preferable. A selection committee would be established, and the project would be similar to the City Hall lobby project. C. "Eternal Vision" Carolyn Sims Public Art Memorial 1. January 10, 2008 workshop results Ms. Coles-Dobay presented a storyboard for the documentary she was producing. The group viewed visuals of the finished artwork for the Carolyn Sims Public Art Memorial entitled "Eternal Vision," as well as the words inscribed on the granite. This was the first group to see the artwork without going to the Center itself. The group also viewed a visual of the Carolyn Sims bust, the original of which was placed in the interior lobby of the Community Center. Everyone who had viewed the finished pieces, whether visual or the actual piece, appeared to be impressed with the work. The artwork was featured in the Neighborhood Post and on line. 5 Meeting Minutes Arts Commission Boynton Beach, Florida January 22, 2008 2. Grand Opening Celebration, Saturday, February 9, 2008, 11:00 a.m. - 6:00 p.m. The Grand Opening would be held as noted above. Several of the board members indicated they did not receive invitations. The grand opening would begin at 10:30 a.m. The ceremonial portion would begin at 11:00 a.m. and end at approximately 1:00 p.m. While the event would be open to the public, an area would be closed off for dignitaries and VIPs. The invitations would provide access to the closed areas. Ms. Coles-Dobay would ensure the invitations were provided to the board members, and would RSVP on their behalf. Mr. Cookls name would be included as well. Parking areas would include Poinciana Elementary School and St. John Missionary Baptist Church, and attendees would be shuttle-bused to the event. The location of the event is 311 NW 13th Avenue. Ms. Coles-Dobay suggested board members arrive at 10:00 or 10:30 a.m. The program would include choral singers, a welcome by the City Manager, Color Guards, a parachute jump, closing comments by the City Commissioners, and the unveiling of the public park. Members of the Sims family would read the dedication for the plaques, and the parachute jumpers would officially unlock the doors. Thereafter, tours of the building would be provided for the dignitaries. D. Heritage Celebration/Highwaymen Program 1. Update and news video 2. Friday, February 15, 2008, Opening Night 3. Saturday, February 16, 2008, Hester Center 4. Saturday, February 23, 2008, Concert The Public Art Mural Program would be featured at opening night, Friday, February 15, 2008, from 5:30 p.m. to 8:30 p.m. at the Woman's Club. The board members were invited but would be working as well, and Ms. Coles-Dobay requested the members arrive at 4:00 p.m. A painting from AI Black had been donated by Artlink International for use in raffles, and Ms. Coles-Dobay requested assistance from the board with the raffles. On opening night, musical entertainment would be provided, and hors d'oeuvres, desserts and beverages would be available. Prior to opening nght, several activities would take place at the Library, even though the Library had not yet been completed. The Library Program would be held at the Schoolhouse Children's Museum. Other activities would be held throughout the month of February at the Schoolhouse Children's Museum and sponsored by the Library. Artlink International would be sponsoring the Highwaymen Roadshow at the Schoolhouse Children's Museum from 6:00 p.m. to 8:00 p.m. on February 16, 2008. 6 Meeting Minutes Arts Commission Boynton Beach, Florida January 22, 2008 The public would be invited to bring in their Florida artwork to determine whether they had an original "Highwaymen," and Artlink would provide a free appraisal of the artwork. An Artists' Reception would be held at the Schoolhouse Children's Museum on February 16, 2008 from 1:00 p.m. to 2:00 p.m. On Saturday, February 16, 2008, at the Hester Center, the Heritage artwork would be on display and other activities would take place. A free concert starring The Commodores would be held Saturday, February 23, 2008, from 7:00 p.m. to 10:00 p.m. VIII. Development Projects A. Recreation and Parks, Jaycee Park - Call to artists, Oceanfront Park B. Fire Station #5 Jaycee Park was discussed earlier. Ms. Coles-Dobay distributed a facilities and park locator map and background information on the projects and history of the parks, a copy of which is on file in the City Clerk's Office. She requested the board review the package to discuss at the Master Plan Workshop. The projects included Jaycee Park, Oceanfront Park, Boat Club Park, Congress Community Park and Fire Station #5. Ms. Coles-Dobay provided a review of the material covered in the package and discussed the elements of the various projects. The board previously recommended the Opus Turtle be exhibited at Oceanfront Park. It was anticipated the parks would have some type of environmental education component. Ms. Coles-Dobay would be collaborating with public artist Beth Ravitz on the Congress Community Public Art Project. Fire Station #5 had not yet been built and would be used as an Emergency Operations Center (EOC). Ms. Coles-Dobay discussed the project and various components as set forth in the package. Andersen Slocombe would be the senior architect for the project and would collaborate with public artist Jeff Halverson. IX. (AIPP) Art in Public Places Master Plan A. January 26, 2008 Intracoastal Park S. AIPP process outline C. Future projects review Ms. Coles-Dobay provided a schedule for the Master Plan Workshop. Ms. Arflin commented the schedule did not represent her expectations. She contended the board discussed flushing out more specific purposes pertaining to the board's mission 7 Meeting Minutes Arts Commission Boynton Beach, Florida January 22, 2008 statement, mile markers to be set for responsibilities, methods of funding, resources needed, targeted markets, communication plans, event plans and strategic partnerships, as well as prioritizations and purposes. Ms. Coles-Dobay wanted to ensure the board was well-versed in City projects so that efforts were not duplicated. She had intended to provide a short review of the projects at the beginning of the workshop, but changes could be made to the schedule to focus on overall philosophy and vision. There would be opportunities for the board to turn the projects into the vision sought. The board discussed the manner in which to proceed at the workshop and how to further the components of the Master Plan. Ms. Coles-Dobay noted two or three workshops might be necessary. Lori LaVerriere, Assistant City Manager, had attended a number of visioning sessions and charrettes, and discussed the process involved. The board agreed the first workshop should begin as a creative session to include the program's vision, how the vision would be accomplished and discussion of the five-year plan. The original agenda provided could be used for the second workshop. Ms. Arflin provided an outline of the issues, which Ms. Coles-Dobay would reissue on January 23, 2007 for the board's comments. The board agreed to add an agenda item providing for further discussion of the Master Plan at every Arts Commission meeting. X. Unfinished Business Ms. Arflin suggested having Attorney Jacob Horowitz attend another Arts Commission meeting to discuss the boardls fiscal responsibilities. Chair Budano noted the board did not have any jurisdiction to enact legislation and served as an advisory board. Actions taken by the board required Commission approval. Ms. Coles-Dobay suggested a conference call be set up in her office wherein Ms. Arflin could speak directly to Attorney Horowitz and report back to the board. Ms. Arflin agreed to the suggestion. XI. NEW BUSINESS A. City Commission's directive to implement the Dumpster Progam with CRA funding Ms. Coles-Dobay was required to present a program to the CRA and City Commission for approval. The intent of the program, which was to be a CRA beautification project implemented by the Arts Commission, was to beautify exposed dumpsters within the CRA district by painting murals on the dumpsters. Ms. Coles-Dobay provided a proposal 8 Meeting Minutes Arts Commission Boynton Beach, Florida January 22, 2008 (a copy of which is in the City Clerk's office) for the board's review and to determine the manner in which to proceed. The issue had been discussed previously by the board. Ms. Coles-Dobay researched the issue and obtained as much information as possible in order for the program to operate in the most efficient, cost effective way possible. Public Works would be providing up to 20 dumpsters. The dumpsters ranged in size from 2 cubic yards to 8 cubic yards. Ms. Coles-Dobay recommended dimensions of 3 cubic yards to 8 cubic yards, to be treated either as a one-sided or four-sided dumpster. "Postcards from Boynton" was a theme previously addressed. The program could also provide opportunities for experienced or emerging artists. A call to artists could be generated and a selection panel established. Public Works would supply a bay at the Public Works facility where the dumpsters could be painted. The recommendation of Ms. Coles-Dobay was to supply the paint. Discussion ensued as to whether the program should supply the paint, or if artists should bring their own paint. Chair Budano asked for a vote by the members in favor of the artists providing the paint. Vote The vote was unanimous. The board agreed to provide the primer and clear coat. Ms. Coles-Dobay noted it was necessary to determine whether one side or all four sides of the dumpster would be painted, and the price with respect thereto. She had previously obtained quotes from artists to supply paint and paint all four sides. The quotes ranged from $700 to $1,200. Following CRA and City Commission approval, the program would run from April to September, the end of the fiscal year. The maximum dumpsters to be painted this fiscal year would be 10 or 12, if two dumpsters were painted per month. The board wanted to ensure the artists were selected through the process already established. The board discussed the fee to pay the public artists. The board decided on $500 and would target at least 10 artists. It was also discussed that the board be absolved of any responsibility for determining the location of the dumpsters to be painted. A lottery system was suggested. Ms. Coles-Dobay reiterated she would do a call to artists, and recommended the selection panel select the artists and the location. The selection panel could initiate a lottery for the location. 9 Meeting Minutes Arts Commission Boynton Beach, Florida January 22, 2008 Public Works would provide Ms. Coles-Dobay with a list of all of their unenclosed dumpsters. The CRA would provide their territory. The board discussed putting together a publiC announcement, wherein a lottery system would be used. Chair Budano requested a vote on the following: To make a public announcement inviting everyone whose dumpster fit within certain criteria in the CRA district, (specifics would be outlined) to submit an application for consideration. The application would then be placed into a lottery drawn by the selection committee, and a maximum of ten artists would be selected. Vote Four members in favor, one against (Ms. Ready dissenting). Discussion ensued as to whether the art was considered temporary art or whether it would be maintained. The board agreed to treat it as a one-time painting, with no maintenance. Chair Budano wanted to ensure the program would not become a budget line item for the board going forward. The board had no intent on contributing to the program in the future; the art was temporary, and there would be no maintenance involved. The board concurred, and this would be clearly set forth in the proposal. Ms. Coles-Dobay would make the revisions to the proposal for the board's approval.
