Call to Order Chair Bobich called the meeting to order at 11: 18 a.m. II. Roll Call The Recording Secretary called the roll and declared a quorum was present. It was noted Gwen Johnson/Leslie Rogers were included under the Police Department. A quorum was present. III. Acceptance of Minutes of October 8, 2007 regular meeting Motion Mr. Morgan moved to approve the minutes. Mr. Magazine seconded the motion that unanimously passed. Safety Committee Education and Training Program, - "Safety Manual" Mr. Magazine suggested the updates to the Safety Manual be moved to January. The following sections, in the meanwhile, were assigned as follows: . Safety Program, Responsibilities, Procedures for Reporting Accidents, and On the Job Injury Procedures, Injury and Incident Reporting - Chuck Magazine . How to Manage an Unsafe Condition - Jody Rivers . Specific Prohibited Actions - Dorothy Mack . Driving Rules and Regulations - Mark Bobich . Safety Equipment - Angelena Quinn . Training - Rodney Vicki . Use of Hard Hats - Mark Bobich . Operations in the Public Way and Pedestrian Safety- Catherine Cherry- Guberman . Office Safety - Pam Welsh . Computer Safety - Glendon Morgan . Ladders and Scaffolding - Angelena Quinn . Seasonal and Part-Time Employees - Barbara Scott . Fire and Emergency Procedures - Ray Altman . Right to Know Law - Mike Naughton The members should submit changes to Mr. Magazine before the next meeting. The changes can be forwarded to Mr. Magazine in any form, Le., via red line, email, or anything. The changes would be reviewed in January. Chair Bobich explained some of the safety regulations in the APM (Administrative Policy Manual) and PPM, (Personnel Policy Manual), have been making their way over to the safety manual. Those documents may be referenced. The safety manual needed to be expanded and made more encompassing each year. V. Old Business A. Fire Drills Mr. Altman spoke to Fire and Life Safety Division and they would provide a report on who has had the fire drills. Those reports will be forwarded every month. Jim Macintyre indicated the Recreation and Parks Department is the only department that participated this month. Ms. Rivers advised each facility will have a fire drill. 2 Meeting Minutes Safety Committee Boynton Beach, FL November 19,2007 B. Proud to be a Safe Worker Awards i. Barry Taylor and Damian Miller, PW/Sanitation, City Commission Meeting Mr. Magazine explained the City became aware, through a newspaper article, that two employees probably saved the lives of three kids. Damian Miller and Barry Taylor, two sanitation workers were on their route in the Meadows and saw the children, who were between the ages of two and five walking on Congress Avenue unaccompanied. The employees stopped the children, who did not speak English, and contacted the Police Department. The workers would be receiving the Safe Worker Awards at the next City Commission meeting. The presentation would be made by Mr. Magazine, Chair Bobich and Mayor Taylor. B. Departmental Inspections & Safety Meetings Mr. Magazine will report on this at the next meeting and report on the full year activities. C. Defensive Driver Course 1. Solid Waste Drivers, Special Class (not yet requested) Mr. Magazine reported Solid Waste has not scheduled their class yet. He reminded the members the class was good for three years. D. Incident Review Board Referrals None. E. Broken curb and wheel stops - Development Ms. Quinn reported Glenda Hall was handling the matter. Mr. Magazine would remove this item from future agendas. F. Smoking Cessation Classes - Human Resources Ms. Mack reported Benefits Coordinator, Pat Scholos will send out an email and needed a bit more time to put the stop smoking classes together. G. New Miss Accident Reporting System - Fire(Altman) Mr. Altman distributed information on the program and reviewed the handouts and changes. He requested members review the information and invited their comments. The program could be modified and he wanted to review it with ITS. This program would be on the intranet. The third sheet, as a suggestion, was 3 Meeting Minutes Safety Committee Boynton Beach, FL November 19, 2007 Safeworker@hotmail.com. The system was an anonymous system that could be used as a template for the City's program. He suggested discussing it with ITS to see if it could be used as a database where they could extrapolate information as needed. If they created a safeworker account, some members or all of the team could review the materials for confidentiality or any identifying information to ensure it truly became an anonymous report. Mr. Altman asked whether the Safety Committee wanted the firefighters to be reporting into the City's program. Mr. Magazine believed departments should not fragment within the City and would like to see the effort remain as one program for all departments to use. Mr. Magazine also added information could be included in the Safety Newsletter. The committee would investigate further to see if ITS could put the system together. There were various ways to have the information entered and one option would be to include the submitter's name or whether they wanted to remain anonymous. One way was to collect information based on incident type and the other was to offer it to individuals to read. The reporting system could be a good prevention effort. Mr. Altman advised this initiative was about two months away from being instituted. H. Other None. VI. New Business A. Departmental Safety Issues None. B. Other None. VII. Announcements Mr. Magazine announced the City has taken Mark Bobich's position and moved it under Risk Management as the City's Safety Officer. It was anticipated Mr. Bobich would assume the new position sometime in January. Mr. Bobich would also become the permanent Chair of the Safety Committee. Other announcements included the following items: . The code enforcement trailer had been removed. . Members of the committee were invited to attend the Safe Workers Presentation. .
