Minutes 04-14-08 MINUTES OF THE SAFETY COMMITTEE REGULAR MEETING HELD ON MONDAY, APRIL 14, 2008, AT 10:00 A.M. Call to Order The meeting was called to order at 10:06 a.m. II. Roll Call The Recording Secretary called the roll. A quorum was present. III. Acceptance of Minutes of 03/10/2008 regular meeting Motion Mr. Magazine moved to approve the minutes as presented. Safety Committee Education and Training Program A training video about Personal Protective Equipment was viewed. If provided, it is the employee's job to wear the equipment, even if it's uncomfortable. The six-minute video explained the basic functions of types of equipment such as: ../ Ear plugs or ear muffs help prevent hearing loss ../ Safety glasses prevent objects from entering the eye ../ Gloves protect hands ../ Respirators protect against dust fumes, vapors and gasses. The dust mask is designed only for certain types of dust. Dust masks cannot be used for spray painting and each task requires a specific mask or respirator. ../ Hardhats protect heads from bumps or falling objects ../ Bump caps are not a substitute for hard hats. ../ Boots and shoes help prevent splashes, cuts, bruises, and abrasions. The soles should be slip resistant and employees should clean shoes before climbing ladders. ../ Chemical clothing or encapsulating suits are for airborne hazards or protection against vapors. In a work environment, employees must consider what IS appropriate for the job. Examples given pertained to the use of: ../ Signs, labels, and lock-out tags ../ Handling the materials on the job ../ Cleaning equipment ../ Reporting unsafe equipment Personal Protective Equipment is for the employee's protection. It is necessary and using it is the professional thing to do. The video and others are available for check out at Risk Management. Effective July 5, 1994 the Occupational Safety and Health Administration required employers to conduct an assessment of hazards in the workplace and to require the use of Personal Protective Equipment and to certify that the assessment has been completed. Chair Bobich conducted an assessment at the warehouse and the City has provided Personal Protective Equipment for its workers for quite some time. The employee is required to wear it. 2 Meeting Minutes Safety Committee Boynton Beach, Florida April 14, 2008 v. Old Business A. Fire Drills Mr. Altman announced fire drills were conducted at the Civic Center, Intracoastal Park Clubhouse, Tennis Center, Transportation Office, Boynton Senior Center (twice) and Oceanfront Park (three times). There was a fire drill at the West Water Treatment Plan; however, Mr. Altman had not received the paperwork on it. Recreation and Parks were applauded for their efforts in this regard. Additionally, Jim Macintyre would be asked to work with the staff at Intracoastal Park Clubhouse because the facility is a two-story facility. There was a concern about the second story doors remaining locked and the fire escape as it pertained to the handicapped or individuals with mobility issues. The Permitted Maximum Occupancy signs were discussed as were the need for Interior Directional Signs so that individuals could quickly exit the building through the closest exit in the event of an emergency. B. Proud to be a Safe Worker Awards Chair Bobich read an award regarding Fabian Proano and Jose Soto, Public Works/Facilities Management employees who assisted a man who had collapsed on the boardwalk at Oceanfront Park and needed help. Through their efforts and quick thinking, a lifeguard was flagged who had emergency medical training. Oxygen was administered and the man was transported to Bethesda Hospital. C. Departmental Inspections & Safety Meetings The inspections and safety meetings are on the shared drive. Members were encouraged to review the spreadsheets and were asked to notify Chair Bobich with their safety meeting schedules so he could attend. D. Defensive Driver Course 1. Solid Waste drivers, special class (not yet requested) The Defensive Driver classes were scheduled. Mr. Magazine reminded members the course is required only for employees driving City vehicles or employees using their personal vehicles for City business. E. Near Miss Accident Reporting System - Fire (Altman) A rough draft for this system was being put together. The concept was that employees should not be intimidated to submit an incident report and the system would be anonymous and confidential. Hopefully, it would help prevent accidents from occurring. G. Fire Alarm System at City Hall Complex. Chair Bobich advised there was work progressing and he has met with the contractor and Paula LeBlanc. There were a variety of items needed at different buildings. The Fire Alarm Panel was 15 years old, and it would be expensive to replace. There had been issues with the Police Fire Alarm. On a recent alarm, Chair Bobich ascertained the Fire Department was not aware which panel to respond to. For example, when the alarm went off in the Police Department, the Fire Department went to the panel in City Hall. Chair Bobich advised he would work with them to ensure they would know where the panels were for the different facilities. H. Safety Council Awards Luncheon - March 13, 2008 Mr. Magazine announced the Council Awards Luncheon went well and he thanked all who attended. The City won two awards. One of the awards was in the cabinet in the front lobby. The second was forthcoming. This month, Mr. Magazine will be joining the Board of Directors of the Safety Council. He hoped the affiliation would bring the City and Safety Council closer. VI. New Business A. Departmental Safety Issues Mr. Magazine thanked the members for working with Chair Bobich in his new capacity as City Safety Officer. There was legislation pending in Tallahassee to put together a workgroup since there is no safety agency in Florida, and to bring OSHA back in. Mr. Magazine would keep the board apprised. The City was trying to remain a step ahead in the event the state returns to becoming an OSHA State. Chair Bobich announced the areas he inspected were neater and housekeeping was an aspect that OSHA looks at very closely. Training was important and Chair Bobich was working with Utilities for a pilot based on-line training program so it would be ready. If the State becomes an OSHA State, OSHA would begin inspections. The City was fortunate to have access to individuals affiliated with OSHA that could be used to assist the City in their safety efforts and the intent was to be a step ahead, thereby having a minimal impact on the City. The City was probably one of the few municipalities to be compliant. It was noted if the entity works with OSHA, OSHA would work with the entity. They have voluntary programs to assist businesses and municipalities and if a relationship is established, the 4 Meeting Minutes Safety Committee Boynton Beach, Florida April 14, 2008 inspections go better. The sentiment in Tallahassee was cities and governments were not doing enough to protect their workers. A change is coming but when and how was unknown. B. Other There was a brief discussion on inspection of the AED units. Inspection of the records was needed. Mr. Magazine suggested when the departments send in their inspection reports, they should include the AED inspection and documentation as part of the monthly inspections. Ms. Rivers noted they need new AEDs for the Sims Center and the Intracoastal Park facilities. VII. Announcements None. VIII. Next Meeting Date: Monday, April 12, 2008, 10:00 a.m. IX.
