A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF BOYNTON BEACH, FLORIDA,
APPOINTING MEMBERS TO THE AFFORDABLE
HOUSING ADVISORY COMMITTEE PER FLORIDA
STATUTES; DEFINING THE TERMS OF MEMBERS
OF THE COMMITTEE; PROVIDING THAT
AFFORDABLE HOUSING IS TO DEFINED IN
ACCORDANCE WITH THE ADOPTED LOCAL
COMPREHENSIVE PLAN; PROVIDING THAT THE
COMMITTEE SHALL ACT IN ACCORDANCE WITH
SECTION 420.9076, FLORIDA STATUTES AND
SHALL REVIEW ESTABLISHED POLICIES AND
PROCEDURES, ORDINANCES, LAND
DEVELOPMENT REGULATIONS, AND THE
COMPREHENSIVE PLAN, AND SHALL
RECOMMEND SPECIFIC INITIATIVES TO
ENCOURAGE OR FACILITATE AFFORDABLE
HOUSING WHILE PROTECTING THE ABILITY OF
PROPERTY TO APPRECIATE IN VALUE; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the State Housing Initiative Partnership Act ("Act")
provides for the establishment of local housing assistance programs; and
WHEREAS, pursuant to the Act, the City Commission of the City of
Boynton Beach, Florida ("City") has established a local housing assistance
program ("Program") and formed an affordable housing advisory committee
through the enactment of Ordinance O97-11, and any amendments thereto;
and
WHEREAS, pursuant to Section 420.9076, Florida Statutes, the City is
required to appoint an affordable housing advisory committee to perform the
functions and duties outlined in said section; and
WHEREAS, Section 420.9076, Florida Statutes and Ordinance 097-
11 sets forth the functions and duties of the affordable housing advisory
committee; and
WHEREAS, the City Commission deems it to be in the best interests
of the citizens and residents of the City of Boynton Beach to appoint
members to the affordable housing advisory committee.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
)F THE CITY OF BOYNTON BEACH, FLORIDA, THAT:
Section 1. The City Commission of the City of Boynton
:lorida, pursuant to the requirements set forth in
Statutes does hereby appoint the following nine
Iternates to the affordable housing assistance
Beach,
Section 420.9076, Florida
(9) members, and two (2)
committee that was created
through the enactment of Ordinance O97-11:
1. Dale Bailey .is an individual actively engaged in the residential home
building industry;
2. Jeanne Heavilin is an individual actively engaged in the I~anking or
mortgage banking industry;
3. Robert Daniels is a representative of those areas of labor engaged
in home building;
4. Betty Collins is a citizen designated as an advisor for Iow income
persons;
5. An.qela Girtman is a citizen who is a provider of affordable housing;
6. Sy Rosenthal is a citizen who is a real estate professional;
7. Robert Taylor;
8. Mar,qaret Johnson; and
9. Michael Campbell
ALTERNATES:
1. Reverend R.M. Lee; and
2. Sarah Williams
Section 2. That the members and alternates of the affordable housing
advisory committee shall be appointed or removed by a majority vote of the City
Commission.
Section 3. Affordable housing in the City of Boynton Beach is to be
defined in accordance with the adopted local comprehensive plan,
Section 4. The advisory committee shall act in accordance with Section
420.9076, Florida Statutes and shall review the established policies and
procedures, land development regulations, and adopted local comprehensive
plan of the City of Boynton Beach and shall recommend specific initiatives to
encourage or facilitate affordable housing while protecting the ability of the
property to appreciate in value. The advisory committee shall, at a minimum,
make the recommendations on affordable housing incentives in the areas set
forth in Section 420.9076(4), Florida Statutes.
Section $. This Resolution shall become effective immediately upon
passage.
