Minutes 05-14-08 MINUTES OF THE VETERANS ADVISORY COMMISSION MEETING HELD ON MAY 14, 2008 AT 10:00 AM. AT CITY HALL, CONFERENCE ROOM B, BOYNTON BEACH, FLORIDA PRESENT: Tom Kaiser, Chair Morris Boruck Thomas Krabill Stuart Preston Karl Washington Robert Zimmermann Darrell C. Fuller, Alternate Stanley Gavlick, Alternate Chuck Magazine, City Liaison ABSENT: Lester McKinzie I. CALL TO ORDER - Tom Kaiser, Chairman The meeting was called to order at 10:03 a.m. II. INTRODUCTION OF NEW BOARD MEMBER - Stephen Levine Mr. Magazine announced Mr. Levine had telephoned the City Clerk's office advising of his resignation. There was currently one regular member position and one alternate position open. Chair Kaiser suggested Mr. Fuller, a City resident, be permitted to serve as a member. Mr. Fuller indicated he would submit his application. Two alternate positions would then remain open. Chair Kaiser requested Mr. Krabill provide an application to a member of his post to fill one of the remaining alternate positions. Mr. Magazine announced the new members and the alternates were required to be residents of the City and would need to submit their applications to the City Clerk's office for appointment by the City Commission. III. PLEDGE OF ALLEGIANCE - All Hands The members recited the Pledge of Allegiance to the Flag. IV. ROLL CALL OF MEMBERS The Recording Secretary called the roll. A quorum was present. Meeting Minutes Veterans Advisory Commission Boynton Beach, Florida May 14, 2008 V. APPROVAL OF MINUTES, March 12, 2008 Motion Mr. Gavlick moved to approve the minutes. Mr. Boruck seconded the motion that passed unanimously. VI. COMMENTS BY CHAIR Chair Kaiser announced the base of the Veterans' Memorial had been completed. Lake Worth Monument would be delivering the memorial directly to Bicentennial Park over the weekend and would coordinate the delivery and installation with Recreation and Parks. Upon installation, the memorial would be covered in preparation for the June 6th unveiling. Chair Kaiser noted his disappointment regarding the delay in the installation of the brick walkways. Mr. Magazine explained Recreation and Parks had been working with the landscape architect regarding the installation of the brick walkways, but that the project would not be completed until after the June 6, 2008 unveiling. The original design proposed to the City was a round circle with oblong bricks 4" x 8". However, the bricks would now be 8" x 8". Several Veterans Advisory Commission members had purchased bricks and Chair Kaiser encouraged all members to do so in order to defray the costs of the monument. Discussion ensued regarding a Dedication of Bicentennial Park. Chair Kaiser requested a motion be made to dedicate the park upon its completion in the fall, which, hopefully would be by Veterans Day. Motion Mr. Zimmermann moved to hold a dedication after the park was completed in the fall, hopefully, by November 11th. Mr. Preston seconded the motion that passed unanimously. Chair Kaiser announced all future Veterans Day celebrations would be held at Bicentennial Park. He noted in the past, the Veterans of Foreign Wars (VFW) had sponsored a party after Veterans Day celebrations. VII. Veterans' Memorial at Bicentennial park This item was discussed under "Comments by Chair." b. Memorial Day, May 25, 2008, Boynton Beach Memorial Park Chair Kaiser announced the event would begin at 2:00 p.m. Mayor Taylor would serve as the keynote speaker and Mr. Magazine would advise of the availability of General Irzyk and other speakers. Mr. Magazine announced a Proclamation would be presented at the May 20, 2008 City Commission meeting in honor of Memorial Day. A member of the Veterans Advisory Commission would attend the meeting to accept the Proclamation. The Veterans would place flags at the Cemetery on May 23, 2008 at 8:30 a.m. c. Veterans' Memorial Dedication, Friday, June 6, 2008, 10:00 a.m. Mr. Magazine distributed corrected copies of the invitation to the unveiling of the Veterans' Memorial at Bicentennial Park. The revised invitation substituted the word "Dedication" for "Unveiling." Chair Kaiser announced the American Legion would serve as the Color Guard, and the Reserve Officers' Training Corps (ROTC) had been invited to the unveiling. Speakers would include Mayor Taylor and a Colonel from the ROTC. The ceremony would be brief and the program would be no longer than a page. Chair Kaiser noted an interment flag would be flown over the monument after the flagpole had been installed. IX. NEW BUSINESS: Four Chaplains Day would be held February 3, 2008. A priest from the Catholic Church had been invited to attend. It was anticipated a monument would be dedicated to the Four Chaplains at a future date, and there would be no cost to the City. The monument would be similar in size to the Submarine monument. Mr. Fuller announced the Bob Borovy Legion Baseball season would begin May 24th and an Honor Guard would be present. Legion members would be provided free admission to all homes games at Santaluces Community High School. Mr. Zimmermann advised, as an inducement to attract new members to the VFW Post 10150 in Leisureville, dues-free memberships would be offered for one year. 3 Meeting Minutes Veterans Advisory Commission Boynton Beach, Florida May 14, 2008 Mr. Krabill thanked Mr. Magazine and the City for the improvements to 21st Street, on which the VFW was located. There were further repairs needed in the area of 500 NE 21st Street, and Mr. Magazine would notify Public Works of this issue. X. BENEDICTION, MOMENT OF SILENT PRAYER Chair Kaiser gave the benediction, followed by a moment of silent prayer. XI. NEXT BOARD MEETINGS: September 10, 2008, October 8, 2008 (tentative) and January 10, 2009 (the July 9th meeting was cancelled). XII.
