Minutes 05-19-08 MINUTES OF THE RECREATION It PARKS ADVISORY BOARD MEETING HELD AT 6:30 ON MONDAY, MAY 19, 2008, AT THE BOYNTON BEACH SENIOR CENTER, BOYNTON BEACH, FLORIDA PRESENT: Elizabeth Pierce-Roe, Chair William Orlove, Vice Chair David Barie Janelle Sloan Kurt Godfrey, Alternate (Arrived 6:45 p.rn.) Jody Rivers, Parks Superintendent ABSENT: John Allard John McVey Frank Lindsay, Alternate I. CALL TO ORDER Chair Pierce-Roe called the meeting to order at 6:23 p.m. II. ATTENDANCE Chair Pierce-Roe called the roll. A quorum was present. III. APPROVAL OF MINUTES FROM: April 28, 2008 Motion Vice Chair Orlove moved to approve the minutes. Ms. Sloan seconded the motion that passed unanimously. IV. UNFINISHED BUSINESS A. CIP Update Ms. Rivers announced 100% of the construction plans had been received for Congress Avenue Community Park, and the project would proceed directly to permitting within two weeks. Staff had received 90% of the construction plans for the Boat Club Park renovations, Jaycee Park boardwalk and Oceanfront Park boardwalk. The entire boardwalk at the beach would be replaced with Ipo Wood and porcelain pavers, similar to the material used for the deck at Intracoastal Park and the boardwalk at Boat Club Park. Rather than utilizing wood structures, sailcloth would be used for the pavilions. It was anticipated, in the near future, the concession building, the restrooms and the office would be demolished and consolidated into a two-story structure, with a view toward renting out the second floor for functions. It was hoped, with the consolidation of the structure, parking could accommodate 150-200 people. Waivers for parking restrictions were also discussed relative to evening events. Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida May 19, 2008 Ms. Rivers would provide the final drawings for the projects subsequent to the tour of the parks in July. Chair Pierce-Roe announced she had attended the ribbon cutting ceremony for Pioneer Canal Park Playground on May 15, 2008. HSBC Bank had donated $lOK for equipment. v. NEW BUSINESS A. Parks Tour Ms. Rivers suggested touring Pioneer Canal Park, Hibiscus Park, Laurel Hills Park, and Jaycee Park, as well as the art district on Industrial Avenue. The board concurred. Mr. Barie advised of slippery conditions on the boat ramp at Pioneer Canal Park, adding he had recently witnessed a slip and fall on the ramp. Ms. Rivers advised she would attend to this issue. Chair Pierce-Roe wondered whether the police could patrol Boat Club Park, especially when no guards were present. Ms. Rivers explained the cost would be prohibitive; however, the police do drive through the park. Other suggestions for the tour included the Nautica area. The board had previously discussed developing a park in the Nautica area; however this had been placed on the back burner. Discussion ensued with regard to the placement of art at Boat Club Park and Congress Avenue Community Park, markers for Jaycee Park, and the relocation of the Opus Sea Turtle sculpture from City Hall to Oceanfront Park. B. Monthly Report Ms. Rivers advised staff had received the Local Agency Provider (LAP) certification from the Florida Department of Transportation (FDOT) for the greenways and bikeways. Staff received a letter in which they were notified the agreement had been approved; however, the agreement was inadvertently omitted from the letter and would be forthcoming. Once the contract was received, staff would solicit bids for design consultant services through a Request for Qualifications (RFQ). The design would extend the existing greenway on the C-16 Canal from Sea crest Boulevard to 1-95, and Phase 2 of the project would extend to Galaxy Elementary School. Construction would not begin for approximately one year. Ms. Rivers pointed out the CRA's Downtown Master Plan provided for a greenway running parallel with the railroad tracks. The CRA was also implementing a Transit Oriented Development (TOD) to revitalize the downtown area, and bikeways, greenways and safe sidewalks were strong components of the plan. C. Items for the City Manager's Attention Ms. Rivers advised the first budget hearing would be held at the City Commission meeting on May 20, 2008. Four vacant positions were going to be eliminated from the Recreation and Parks Department budget, which could make staffing of the new centers more difficult. Current discussions included reallocating a public service tax of $1.8M from the CIP Fund into the General Fund. The City received a $70,000 grant from the Department of Elder Affairs to complete the Senior Center. Items to be purchased included storm shutters, new awnings for the rear and front of the building, a new air-conditioner, surveillance cameras, a centralized public address system, an automatic toilet-flushing system and automatic door openers for handicap bathrooms. Most cities were required to provide 25% in matching funds; however, as the City was in the process of installing a new roof, the roof served as the City's match. VI.
