Minutes 03-08-99 SUMMARY OF RICK INFANTE’S SAFETY PRESENTATION ATTACHED TO MINUTES OF THE SAFETY COMMITTEE MEETING HELD IN THE COMMISSION CHAMBERS, CITY HALL, BOYNTON BEACH, FLORIDA MONDAY, MARCH 8, 1999 AT 10:00 A.M. I. SAFETY COMMITTEE EDUCATION AND TRAINING PROGRAM Mr. Infante said the presentation would deal with preparing for an on-site OSHA inspection, which can take up to five (5) days to complete. OSHA has the right to question all employees and open any doors and examine any records they wish. The following are the steps taken by Motorola to achieve the STAR AWARD from OSHA. Background ? Motorola is the largest employer in the County besides Pratt Whitney and has 3,000 employees under a 600,000 square foot facility. There are 1,500 hourly employees on assembly lines and manufactures 1,000 pagers per hour. ? Banners and signs are posted throughout the facility to inform employees OSHA is coming and are you ready. ? The OSHA VPP (Voluntary Protection Program) is designed to recognize and promote effective safety and health program management. It is for the employer to go above and beyond OSHA regulations. Purpose ? To bring the OSHA cases down to zero. ? To get employees to participate in safety and health programs. ? To achieve best in class rating. Benefits ? Shows employees and the community that Motorola is really a leader in health and safety ? Improve employee motivation to work safely ? Leads to better quality and better products ? Reduce workman’s compensation injury related costs. ? Lost workday cases are 60% to 80% below industry average. ? Motorola’s incident rate is 1.6, i.e. every 100 employees average a 1.6 injury rate. ? Maximize workers’ moral. Includes a safety specialist from Ft. Lauderdale ? Industrial hygienist from Ft. Lauderdale. ? Back-up leader from Georgia. ? OSHA’s purpose is for evaluation of existing programs, not to find violations or hand out fines. ? Inspection took five (5) days. ? Reviews documents including OSHA log and Worker’s Compensation claims for the last three years. ? Reviews accident and incident reports. ? Reviews comprehensive health and safety surveys. ? Performs industrial hygiene monitoring. Preparation ? Practice rescue procedures. ? Hold chemical spill drills. ? Test City response to chemical spill drills. ? Bomb threat procedures are in place ? Establish bomb threat teams ? Crises prevention planning Components of OSHA Inspections ? Are routine inspections held ? Are hazards reported and documented ? How are members of the Safety Committee selected ? Review site contractor training qualifications ? Examine any other applicable program to the OSHA Regulations ? Perform walkthroughs ? Conduct informal interviews with random selected employees ? Conduct formal interviews with employees and contractors behind closed doors ? Rotate members of Committee ? All employees need to be involved in health and safety programs How to Get Employees Involved in Health and Safety ? Eliminate hazards at the workplace ? Safety policies must be enforced ? Disciplinary action is taken if employees do not comply ? Employees are asked to leave if they do not have their required safety equipment and are sent home without pay ? Employees must take ownership ? Employees must be committed ? Get all employees involved ? Created a site steering committee ? Developed a site safety committee comprised of members from various departments ? Injury reduction team sub-committees were created ? A common areas committee was created from the facilities department ? Inspection sheets are utilized ? Hold question and answer sessions ? Committee safety walkthroughs ? Require safety training on a regular basis ? Hold an Ergonomics Awareness Day ? Bulletin Boards are posted throughout the facility with safety messages ? Hold safety contests ? Hold a logo and slogan contest ? Gave handouts to employees two years in advance for preparation of OSHA inspection ? Employees must be informed of their rights to a safe workplace ? Publish an in-house safety publication on a regular basis ? Offer employee incentives, such as cash prizes, safety-related prizes, preferred parking spots ? Created employee safety games ? Gave employees information badges ? Employees were taught lifting techniques ? Employees were taught proper stretching techniques SUMMARY OF RICK INFANTE’S PRESENTATION SAFETY COMMITTEE MEETING 4 MARCH 8, 1999 Page No. Conclusion Mr. Infante stated that in 1994 Motorola reported under 200 OSHA reportable cases, 155 in 1995, 132 in 1996, and in 1998 there were only 43 reportable cases. Mr. Infante stated Motorola’s goal was to get to “0” reportable injuries. Dow Corning Chemical has accomplished this. Motorola now flies the Government’s STAR Flag in their front lobby. Mr. Infante stated there are seven Motorola plants that have achieved the STAR Award and Motorola is the largest employer in the United States to have the highest number of STAR employees with over 25,000.
