I. CALL TO ORDER
Chairman Majors called the meeting to order at 10:02 a.m.
II.ROLL CALL
The Recording Secretary called the roll. A quorum was declared present.
III. ACCEPTANCE OF MINUTES OF JULY 12, 1999 REGULAR MEETING
Vice Chair Magazine had two corrections to the minutes as follows:
On Page 3, the second and third sentences of the second paragraph should be
changed to read as follows:

“Vice Chair Magazine said OccuCare must be called for approval of medical
treatment. Mr. Lee stated the employee or supervisor is supposed to call
OccuCare and that Risk Management should be informed that OccuCare had
been notified.”
Motion
Mr. McCaffrey moved to accept the minutes of the July 12, 1999 meeting, as amended.
Motion seconded by Vice Chair Magazine. Motion unanimously carried.
IV. SAFETY COMMITTEE EDUCATION AND TRAINING PROGRAM:
“Seatbelt trainingpresentation by Chuck Magazine
Just Click It”,
Vice Chair Magazine informed members that the video being viewed was prepared in-
house and hopefully a great many more will be prepared the same way. Vice Chair
Magazine said he would be meeting with various Department Heads to determine what
training programs would be useful to various departments.
Vice Chair Magazine said the video is for sale at $9.99, but he would have it available to
any Department that may wish to view it.
V. OLD BUSINESS
A. Fire Drills
Nothing to report
B. Safety Newsletter
Vice Chair Magazine said he planned on distributing the Newsletter at the RMS
Conference which he is attending tomorrow. He reported that he continues to look for
all types of articles or cartoons.
C. “Proud to be a Safe Worker” Awards
None to report.
D. Departmental Inspections & Safety Meetings
Vice Chair Magazine will have them available for distribution later in the day.

E. Safe Driver Program
1. Defensive Driver Course
Vice Chair Magazine said that approximately 30 to 40 people took the course in July.
The course would be rescheduled for September and notification of the exact dates will
be sent out.
2.“A Safety First City” Stickers
Nothing to report
F. Hazardous Communication Project Team
Vice Chair Magazine inquired if the program was on line and Ms. Tierney said it was
not. No decision has been made on who would pay for the program and that the disks
provided by Mr. Bobich were probably going to be used. Mike Spinka is coordinating
this
G. Safety Belt Use Project Team

Vice Chair Magazine said that an 80% goal was set for September 15. Ms. Webb
stated that the monitoring would take place during the last week of the month at three
locations: East Water Treatment Plant, Public Works and the City Hall complex.
H. Incident Review Board Referral
1. Oceanfront Park Boardwalk Slip and Fall Risks
Vice Chair Magazine reported that he last reported that the paint was starting to peel off
because the surface was not “roughed up” prior to applying the paint. The paint would
be applied again after roughing up the surface to determine if the paint would seal.

The roofs still leak and Vice Chair Magazine was uncertain if there would be anything
done prior to the close of this fiscal year. It is intended that a consultant would be
brought in next fiscal year to check all the roofs in the City. Vice Chair Magazine was

unsure if funds were included to also repair the roofs. However, the roof at the Pistol
Range would be replaced.
VI. NEW BUSINESS
A. Spill Report
Members were referred to a letter from John Guidry, Director of Utilities and a Spill
Report prepared by Mark Bobich, which were included in the Agenda packets. Vice
Chair Magazine said a spill occurred at the East Water Treatment Plant and it was
contained. Vice Chair Magazine stated that some of the diesel fuel being loaded into
one of the tanks overflowed and the company making the delivery was responsible and
was contacted to contain the spill. Because of the size of the spill, certain governmental
agencies had to be notified. There was no injuries or permanent damage reported.
B. Other
Chris Gamble reported that many employees are having problems with the safety boots

and are unable to purchase anything at WalMart that is suitable and lasts more than a
?
couple of months. Mr. Gamble stated that they need waterproof boots and WalMart
doesn’t sell anything that is waterproof.
Vice Chair Magazine stated that there are slip-on waterproof boots that are available
from the warehouse. Most waterproof boots are heavily insulated and are earmarked for
cold-weather use. These boots are not suitable for hot weather use. Vice Chair
Magazine said the decision on where to purchase the boots is handled at the
?
Department level and if you can’t get what is needed at WalMart, the boots could be
purchased on the outside. However, this is only permissible once per year with a
$75.00 maximum cost.
Mr. Frazier inquired if there was a solution for employees who wear out their shoes in
?
six months. Mr. Frazier said he recently purchased a pair of boots at WalMart and
was told that the shoes had a 90-day exchange policy, provided the shoes don’t show
wear. Mr. Frazier said he had been informed that the shoes have a one-year warranty,
which Vice Chair Magazine confirmed. Vice Chair Magazine said he would contact the
corporate offices on this issue. Also, there are problems in being able to purchase the
correct size.
VII. ANNOUNCEMENTS
Vice Chair Magazine has a list of conferences being sponsored by the Safety Council,
which he read to the members. Anyone interested in attending should contact him.

Assistant Fire Marshal Borden reported that the City is considering participation in a

Child-Safety Day on August 22. The Catalina Center is waiting for McDonald’s to
furnish the proper insurance certificates.
