I. CALL TO ORDER
Chairman Majors called the meeting to order at 10:10 a.m.
II. ROLL CALL
The Recording Secretary called the roll. A quorum was declared present.
III. ACCEPTANCE OF MINUTES
Chairman Majors asked if the members had an opportunity to review the minutes of the
December 14th, 1998 meeting. There being no changes, Chairman Majors called for a
motion to approve the minutes.

Motion
Hugh McCaffrey moved that the Minutes of the December 14, 1998 meeting be
approved. Motion seconded by Mr. Lee. Motion unanimously carried.
IV. SAFETY COMMITTEE EDUCATION AND TRAINING PROGRAM
Chairman Majors stated that the video is postponed.
V. OLD BUSINESS
A. Fire Drills
1. Civic Center Fire Alarm Status
Chaiman Majors reported the Civic Center was put on notice to install a fire alarm
system. Mr. William DeBeck is accepting proposals which will then be submitted for
approval.
B. City Hall Parking Garage & Parking Lot
Chairman Majors asked if anyone had any comments concerning the garage that is now
completed. No comments were made. One of the members stated that Vice Chair
Magazine will be checking on the lighting in the City Hall parking lot.

Chairman Majors asked the members if they had anything to report.
A participant reported a City employee was driving from the Golf Course to the
?
warehouse and witnessed an accident involving a few cars and a bus. He ran over
and checked the children on the bus and calmed down the bus driver. He
immediately called the Police and continued to help at the scene of the accident until
assistance arrived.
Mr. Bobich –Utilities Admin/EWTP. (attachment) Mr. Bobich read the attached
?
memo pertaining to Mark Phillips of Laboratory Services. The memo explained how
Mr. Phillips responded to a safety situation concerning the sample flow, which was
continuous and dropped to the floor drain splashing the electrical receptacle

mounted on the wall. Mr. Thomas P. Fitzgerald – Co-Ord./W.Plant recommended
that Mark Phillips’ positive attitude and action in the area of employee safety be
rewarded.
Mr. Phillips will be formally recognized by the awarding of the Proud To Be A Safe
Worker Award.

H. Hazardous Communication Project Team
Chairman Majors asked for any updates. Mr. Bobich stated that at the last meeting Ms.
Tierney indicated Mr. Hughes could not get to the information for about three weeks.
Mr. Bobich said that the CD has been turned over to ITS to make it accessible to
employees citywide.
I. Safety Award Distribution
Everyone received their safety awards from the warehouse with notes of approval from
the Department Head.
VI. NEW BUSINESS
A. Senior Center Fire Safety Issues
Chairman Majors asked for any information. Assistant Fire Marshal Borden stated work
was currently in progress at Lucille & Otleys. The Codes will be followed and no
sprinklers will be installed at this time because it is not a Code requirement.

B. Safety Belt Use Project Team
Ms. Webb stated they were putting together a team because employees are not using
their safety belts. A survey was taken by Mr. Bobich and only 12 out of 21 employees
were using their seat belts while driving City vehicles. This problem was also discussed
at the department head level meeting with the City Manager. A team is being put
together with approximately four to five members and Ms. Webb from Risk Management
will be part of that team. A memo will be sent to all personnel reminding them to use
their safety belts at all times.
VII. ANNOUNCEMENTS
A. DOT Work Zone Traffic Control Course, January 14 and February 4,
1999.
Mr. Bobich announced the course scheduled for January 21 was changed to February
4, 1999. The course will also be given on January 14 as planned. These courses will
be given at the Hester Center. The course is daylong and everyone is on their own for
lunch. There is talk about setting up another class in the near future if there are enough
participants. The classes are limited to 20 people. At the conclusion of the course
employees will be certified and this course is recommended for anyone involved in
roadway blockages.
IX. ADJOURNMENT
Chairman Majors asked if there was any further business.
At this time Chairman Majors encouraged all participants to have safety meetings and
acknowledged that this could be challenging. Chairman Majors suggested that safety
issues could be included in the regular staff meetings. Document what safety issues
were discussed and report it appropriately.
There being no further business Chairman Majors called for a motion to adjourn.
