Minutes 10-28-99 MINUTES OF THE ADVISORY BOARD ON CHILDREN AND YOUTH MEETING HELD IN COMMISSION CHAMBERS, CITY HALL, BOYNTON BEACH, FLORIDA, ON THURSDAY, OCTOBER 28, 1999 AT 7:00 P.M. PRESENT Shanna St. John, Chair Melody Green, Recreation Superintendent Charles Fisher Hattie Miller Mary Morera Amy DeVries, Voting Student Amanda Hollis, Voting Student ABSENT Bob Borovy Dorothy Davis Laura Henley-Shephard, Alternate Stephen Waldman, Vice Chair I. CALL TO ORDER Chairperson St. John called the meeting to order at 7:07 p.m. II. MOMENT OF SILENT PRAYER – PLEDGE OF ALLEGIANCE Chairperson St. John called for a moment of silent prayer and requested that Hattie Miller lead the members in the Pledge of Allegiance to the flag. VIII. PUBLIC AUDIENCE (taken out of order) Chairperson St. John asked the guest to take the podium and introduce herself. Dr. Sondra Nicole Rothman stated she was a family chiropractor in Boynton Beach and that she was present tonight to introduce herself. She said she has been in practice in Boynton Beach for approximately one and one-half years. She was present tonight to educate people of all ages on how to achieve optimal health through natural chiropractic care. She discussed how chiropractic care is beneficial to people of all ages. Dr. Rothman said she would also like to get to know the Board in order to learn what the Board does for the community and how she can get involved. Mr. Fisher asked Dr. Rothman what types of programs she has offered at events that focus on children. Dr. Rothman stated she has done workshops and lectures MEETING MINUTES ADVISORY BOARD ON CHILDREN & YOUTH BOYNTON BEACH, FLORIDA OCTOBER 28, 1999 throughout the community on the dangers of Ridilin and ways to avoid getting children on Ridilin. She also has done workshops on raising a healthy drug-free family. Dr. Rothman said she used to do volunteer work for many years at an Aids Home in Deerfield Beach. Mr. Fisher explained that normally this Board undertakes six to eight events per year from beautification projects to open talk forums. The Board also sponsors the Youth Expo and bowling tournaments. Dr. Rothman said she was also involved in Kid’s Day. This focuses on getting children fingerprinted and given identification cards. Screenings are done for postural changes and the children are shown how to carry their backpacks correctly. This program draws hundreds of children. III. APPROVAL OF AGENDA Motion Ms. Morera moved to approve the Agenda. Motion seconded by Ms. Miller, which carried unanimously. IV. APPROVAL OF MINUTES Motion Ms. Miller moved to approve the minutes of the September 23, 1999 meeting. Motion seconded by Mr. Fisher, which carried unanimously. V. ANNOUNCEMENTS/PRESENTATIONS/CORRESPONDENCE Chairperson St. John made the following announcements: A. Legion Circle Beautification Ribbon Cutting – Saturday, October 30, 1999 – 12 noon B. Green Market – Saturday, November 6 at 8:00 a.m. The Youth Council will be selling bread. C. CDF Updates Included in the agenda packet. 2 MEETING MINUTES ADVISORY BOARD ON CHILDREN & YOUTH BOYNTON BEACH, FLORIDA OCTOBER 28, 1999 D. The Community Relations Board will be holding its S.T.A.R. Program on Saturday, October 30, 1999 from 9:00 a.m. to 2:00 p.m. in the Library Program Room Mr. Fisher wished to discuss the previous Community Relations Board Forum, which st took place at Fire Station #3 on Thursday, October 21. The purpose of the Forum was to focus on current relations within the Community. Mr. Fisher felt the meeting was very well done and was attended by approximately 20 to 25 people. Mr. Fisher would like to see a Forum held for parents to specifically deal with children’s issues. Mr. Fisher felt this would be a perfect opportunity to take the Board on the road and thinks this Board needs to garner more opinions from the citizens. VI. OLD BUSINESS A. CDF Conference Report Chairperson St. John asked if all Board members had an opportunity to review the CDF Conference Report? She would like to set a workshop for January or have the entire January meeting devoted to determining what this Board wants to do for the next year. Items that were included in the CDF Report could be reviewed to see if this Board could incorporate any of them. The January meeting could be devoted to a yearly review and a planning session for the next 12 months. B. Legion Circle Beautification Chairperson St. John stated that DJ Rob has been hired for the event and the Cone Law Firm will be supplying the ice cream. The American Legion Post will be supplying the food. Chairperson St. John said she requested tents, chairs and tables from the City. She reported that the sign was delivered to the warehouse and Glenda Hall will be setting up the sign. Chairperson St. John asked Mr. Fisher about the bench, but he had nothing to report and will follow through on this. The Boy Scouts will be getting the area prepared for the ceremonies. Ms. Morera said that 81 persons have confirmed their attendance. Ms. Miller asked if the Commissioners were notified in writing and Chairperson St. John said they all received the flyer and she spoke to each Commissioner individually. Mr. Fisher said he spoke to the reporters for the Palm Beach Post and the Boynton Times. Ms. Morera said that the Sun Sentinel plans to attend. 3 MEETING MINUTES ADVISORY BOARD ON CHILDREN & YOUTH BOYNTON BEACH, FLORIDA OCTOBER 28, 1999 Chairperson St. John asked if the City could supply the large ribbon cutting scissors and inquired about the type of ribbon generally used. Ms. Green said that usually 3” gold ribbon is used. Chairperson St. John would like to have the two Eagle Scouts involved in the actual ribbon cutting. Representatives from the Garden Club, the American Legion and City dignitaries would also participate in the ribbon cutting. Ms. Miller said that Dorothy Davis would not be present at the ceremonies, due to a death in the family and the funeral is scheduled for Saturday. Ms. Miller reported that Ms. Davis asked Officer Richard Ross to do the closing remarks that she was originally featured to do. Chairperson St. John noted that Officer Ross is a major part of the community. However, she would like to have someone who was involved with and worked on the project give the closing remarks. She asked the other Board members for their opinion on this. Mr. Fisher would like to see Mr. Bob Borovy deliver the closing remarks, since he has been involved in the project from start to finish. Chairperson St. John said she would follow through on this with Ms. Davis. Ms. Green suggested that Officer Ross could be invited to speak at a future Board function and noted that he is very well skilled in the martial arts. Chairperson St. John said he could be the featured speaker at the Stop the Violence Dance. Ms. Miller asked what was involved in the closing remarks and Chairperson St. John stated that basically it is thanking everyone for their participation and the people for their attendance. Ms. Green reminded that the street needs to be closed and to contact the City. Sam’s donated a $25 gift card, which will be used to purchase a sheet cake. C. Youth Expo Mr. Fisher said that he has contacted the Sun Sentinel to determine what the paper will want from the Board for the next Youth Expo. Chairperson St. John asked if any member had any changes they wished to make to the Youth Expo flyer that was included with their minutes. There were none. Therefore, as soon as the flyer is prepared, it will be sent out. Ms. Miller said it is important this year to get the correct spelling of the names. 4 MEETING MINUTES ADVISORY BOARD ON CHILDREN & YOUTH BOYNTON BEACH, FLORIDA OCTOBER 28, 1999 D. Youth Council – Mondays at 6:30 p.m. – Madsen Center Ms. DeVries reported that the Youth Council participated in Paint Your Heart Out and received a plaque for its participation. Chairperson St. John said that a wall is needed for the room in the Madsen Center because there is no place to hang a plaque. She said that she also requested a calendar and a bulletin board. Ms. Green thought these items had been ordered, but will follow through on this. Ms. Green noted that while Ms. Sims is on vacation, anything dealing with the Madsen Center should be referred to Sharon Golden. She can be reached at 742-6243. Ms. Hollis announced that the Youth Council will be “trick or treating” for Megan Keller and passed out flyers on her behalf. Plans for the dance are still being formulated and there are more car washes scheduled. The funds from one of the car washes will go to Megan Keller. Mr. Fisher and Ms. Morera will coordinate picking up the bread, which the Youth Council will be selling at the Green Market. Chairperson St. John referred members to the letter in their agenda packet that the Youth Council has been sending out to celebrities and political figures to determine who would like to participate in the dance. Chairperson St. John suggested that this Board send out a letter with every Member’s signature asking people for their participation. Mr. Fisher said he would prepare the letter. Chairperson St. John said there was a message on her telephone message machine from Vice President Gore’s Scheduling Office advising that Vice President Gore could nd not attend the dance on January 22, but wanted everyone to know that he is behind our cause. She didn’t erase the message and will write it down verbatim. Hopefully, a letter will follow up the telephone call. It was announced that an Executive Board Meeting of the Youth Council and their mentors will be held next Monday at 6:00 p.m. E. Charter Revision Ms. Green said the charter revision has been placed on the agenda for the November nd 2 Commission meeting for first reading. E. Web Site Mr. Fisher asked if any member had anything they would like to add to the Board’s web site? Mr. Fisher suggested adding the Youth Council’s web site to the City’s web site and will assist them in accomplishing this. Also, Mr. Fisher would like this Board to have its own E-mail address. Ms. Green said she would follow through on this, but was not certain when it could be addressed. 5 MEETING MINUTES ADVISORY BOARD ON CHILDREN & YOUTH BOYNTON BEACH, FLORIDA OCTOBER 28, 1999 G. The “Bob Borovy” Student Awards Mr. Waldman was not present to make his report. Chairperson St. John would like this Board to move forward with the award and informed members that Mr. Borovy will be undergoing surgery on his eye. H. Youth Volunteer Bank Workshop Tuesday, November 23 at 6:30 p.m. in the Library workshop on the Youth Volunteer Bank Chairperson St. John announced that the rd would take place on Tuesday, November 23 at 6:30 p.m . th Chairperson St. John announced that November 20 is National Volunteering Day. She said she received a flyer from United Way and there are all types of projects taking place. I. “Community Boards” Open Forum The last two scheduled Board Forums never were held and Chairperson St. John would th like to have the December 16 Board meeting held as an Open Forum with all the Boards. The topic could be Advisory Board accomplishments for 1999 and working together for the Year 2000. Mr. Fisher felt that this should be discussed at a meeting before moving ahead with a Forum. He also felt that during the month of December it might be difficult to get all the Boards together because of the holidays. Members discussed whether to hold the Forum in December or to wait until after the New Year. Mr. Fisher suggested holding the Forum in February. Motion Mr. Fisher moved that this Board plan an Open Forum to discuss past successes and future direction in February 2000. Ms. Miller seconded the motion. Motion carried 5-1.
