I. CALL TO ORDER
Chairperson St. John called the meeting to order at 7:07 p.m.
II. MOMENT OF SILENT PRAYER – PLEDGE OF ALLEGIANCE
Chairperson St. John called for a moment of silent prayer and requested that Amanda
Hollis lead the members in the Pledge of Allegiance to the flag.
III. APPROVAL OF AGENDA

Chairperson St. John called for a motion to approve the Agenda, as amended.

IV. APPROVAL OF MINUTES

Vice Chair Waldman moved that the minutes of the July 22, 1999 meeting be approved.

Mr. Fisher asked Ms. Green to update the members on the Agenda for that meeting.
Ms. Green said that the programs that have been identified would be further prioritized.
Vice Chair Waldman will have a questionnaire available.
C. Aid to Victims of Domestic Abuse, Inc. – TBA
Chairperson St. John said no one from the AVDA Board was able to be present this
evening and she will re-invite them to attend the next meeting. Ms. Green noted that
this Board is free to hear and listen to presentations of this type, but that the Board
cannot endorse any political issues. Individual board members are, however, permitted
to take a stand on an issue on their own.
D. CDF Updates

E. Bob Borovy
Chairperson St. John announced that Bob Borovy broke his leg and is currently in a
wheelchair with a cast on. A card was circulated for all members to sign, which will be
delivered to him.

F. Issues for Breakfast – September 2, 1999 @ Boynton Beach Library
Chairperson St. John noted that certain topics are covered at these breakfasts and the
topic for September is Education. The breakfast begins at 7:30 a.m. and is over by 9:00
a.m.
For the record, Chairperson St. John requested that the record reflect that Steven
Kuehn, a former student member of the Board, came to tonight’s meeting and said he
was not aware that he had been removed from the Board. The Recording Secretary

informed him that the appropriate warning letter had been sent to him on June 28 and
he failed to attend the July Board meeting. He indicated that he has turned in another
application and has reapplied for the position.
Chairperson St. John introduced and welcomed the newest Student Member, Ms.
Amanda Hollis. Ms. Hollis said she attends Congress Middle School and is also a
member of the Boynton Beach Youth Council. This is her first experience as a member
of a Board.
VIII. PUBLIC AUDIENCE (MOVED UP)
Mr. David Elliott, the Commander of the Sons of the American Legion, Post #164,
Boynton Beach took the podium. Mr. Elliott thanked the Board for the beautiful job they
did in their beautification project of the building. Mr. Elliott said he was here this
evening to present a project they have been involved in for the past two years called
“Towing for Tots”. The program involves area-towing companies that donate money to
provide a Christmas Program for children. The project has been held at the Legion
Clubhouse and involves a tow truck parade and a party. Last year $3,700 was
collected, which was all spent on toys.
Mr. Elliott said he was present this evening because they have run out of room to hold
the event and last year approximately 50 to 60 tow trucks participated. The parade
began at Sam’s Club and paraded down Seacrest Avenue to the Legion Post. Last
year the Sheriff’s Office was involved. Mr. Elliott said he attended the street party that
had been held recently to benefit Kid’s Kingdom and this seemed like a good idea for
their program. Mr. Elliott said there appeared to be ample parking for the tow trucks
without causing any traffic problems.
He would like to be able to have a street party and was present to seek guidance on
how to go about applying for a permit for a street party in the downtown area. Mr. Elliott
said he spoke with the owner of Café Barrista who indicated she would open the
restaurant for the event. Mr. Elliott also would like to see if the street could be closed for
the afternoon of the party.

Chairperson St. John asked when the party is scheduled and he said they were

planning for Sunday, December 19 this year. Mr. Elliott said that his father had been
the Director of Parks and Recreation for the City of Delray Beach for almost 20 years
and feels he is quite familiar with running these types of events. Mr. Elliott also asked
the Board if they would like to become involved in the project with him.
Ms. Green said the City has a Special Events section that is responsible for preliminary
special event permits. Ms. Green suggested Mr. Elliott contact either Meg Hooper or
Debbie Majors who can assist him. Ms. Green stated that special event permits go
before the City Commission for final approval.
Mr. Fisher said that alternative areas should be looked at, such as the Civic Center area
that has more parking. Mr. Elliott said Boat Club Park would also be a possibility for the
event. Mr. Fisher pointed out that a great deal of boats use the ramps on Sunday.
Ms. Green said occasionally some businesses complain about closing the streets and it
can affect their businesses. Ms. Green also thought the Civic Center would be a good
location since there is plenty of parking available. Mr. Elliott said there would be plenty
of adult supervision. The Mall was ruled out because of the holiday season. Usually
the tow trucks are decorated and trophies are handed out as prizes for various
categories. Entertainment is also offered with clowns, face painting and a wild animal
show, with almost everything being donated. The Legion would like this to become an
annual event.
It was determined that Mr. Elliott would contact the special events division to further

pursue the planning of the project. For the record Mr. Elliott’s address is 114 NE 18

Chairperson St. John asked Mr. Elliott to contact her or Bob Borovy after meeting with
the City staff so that workshops could be set up to assist him. Chairperson St. John
asked if the parade could be tied in with the City’s Holiday Parade, but Ms. Green
pointed out that special activities are already planned for the City’s parade at the Civic
Center, and this will be taking place on December 5th.
Mr. Elliott concluded his presentation and thanked the Board for their assistance.
Chairperson St. John said that Ms. Hattie Miller, who is ill tonight, contacted her and
asked why information about the Boynton Beach Bulldogs Football Team was not
included in the FunFare Magazine. Ms. Green stated that no information was submitted
to her and if it had been, it would be included in the Magazine. Ms. Green said that the
PAL Director should furnish information to Mr. Wally Majors for inclusion in the
magazine. Ms. Green will follow through on this.

VI. OLD BUSINESS
A. CDF Conference Report
Chairperson St. John said that the Conference Report has been distributed to all the
members this evening and suggested members go through the information and if there
are any questions they could be addressed at a workshop.
Motion
Mr. Fisher moved that the members review the CDF Conference Report at home and
that it be placed on the Agenda for the next meeting to determine if there is a need for a
workshop. Motion seconded by Vice Chair Waldman.
Chairperson St. John went over some of the notable points in the report that members
should look for.
Motion unanimously carried.
B. Legion Circle Beautification
Chairperson St. John pointed out there was an excellent article in the Sun Sentinel by
Ms. Cindy Glover. Chairperson St. John read the names of the sponsors into the
record, which are attached to the minutes. She pointed out that the list separates the
sponsors and partners and the volunteer hours that various organizations put into the
project. Also the list indicates whether the gift was cash or in-kind. Some of the values
have yet to be determined. Cash raised was $2,120. Total spent on the project was
$1,116.84.
Mr. Fisher inquired if the project remained within the approved budget. Chairperson St.
John said the only items that were purchased that were not on the list were name
badges, locks, cups, stickers, tablecloths and labels and they remained within their
budget.
Mr. Fisher noted that signs have to be purchased and the park bench is being donated.
Chairperson St. John said that they still need to purchase some sod. Chairperson St.
John said that the signs they purchased last year are already fading and cracking. Ms.
Green said the signs had been purchased at Office Max. Discussion took place on the
size and type of sign that would be necessary to accommodate the names of all the
sponsors of the project. Ms. Green said she would need to have an amount that the
Board wished to spend on signs before she can determine the type of sign.

Ms. Green also noted that the City has purchased many vinyl signs from ABC signs and
Mr. Fisher said he would contact them. Ms. Green said that the signs can run several
hundred dollars and can be expensive. Ms. Henley-Shephard said that the signs that
cracked and faded should be returned and she would be glad to return them.
Mr. Fisher said American Recycled Plastic, Inc. was donating the park bench.
Chairperson St. John asked members when they would like to hold the ribbon cutting
ceremony. It was suggested that a workshop be held to choose the sign and determine
what activities should take place at the ribbon cutting ceremony. The Boy Scouts and
the American Legionnaires should be included. The American Legion has offered to
serve lunch. Chairperson St. John said she would be sending out a letter to all the
volunteers to thank them and to tell them how much time they put in. Also, Nickelodeon
has a certificate that can be completed and each volunteer would receive one.
Mr. Fisher did not want to use all the money in the budget for this project alone and
would like the Board to set aside $200 to $300 for future use. It was noted that $1,004
was left in the project budget. Members discussed different types of signs that might be
implemented and the location of the sign.
Ms. Henley-Shephard suggested that some type of pole with the names burned into it
might be feasible and this could be done by the Boy Scouts as a project. Ms. Green
pointed out that if this method was taken, the size of the sign would have to be very
large to accommodate all the names. Laying a walkway with all the names engraved on
it was suggested and this is something the Boy Scouts could do also. Chairperson St.
John asked Mr. Fisher to contact Mr. Borovy to further discuss this. Ms. Green will
obtain a quote for a stand-up sign similar to the one in Kid’s Kingdom.

Saturday, September 18 at 9:00 a.m. at the Library was set for a workshop to
discuss the ribbon cutting ceremony.
Vice Chair Waldman will check to determine if
the Library would be available. Chairperson St. John will invite someone from the
American Legion to attend.
Everyone agreed that the American Legion Beautification Project was a great success.
C. Youth Expo
Chairperson St. John said that the Sun Sentinel was requesting a letter from the Board
stating the type of sponsorship the Board is seeking for the 2000 Youth Expo. Mr.
Fisher was requested to review the information from the last Youth Expo and come up

with a new request. Members were also asked to come up with a slogan for
consideration.
D. Youth Council – Mondays @ 6:30 p.m. – Madsen Center
Vice Chair Waldman said he wrote Interim City Manager Hawkins a letter asking that

the Youth Council be placed on the September 7 Commission agenda. Ms. Green will
do the introduction since the Youth Council voted to be under the aegis of Leisure
Services and is working in partnership with this Board. Vice Chair Waldman said that
the officers of the Youth Council would be introduced and a spokesperson will be
chosen to speak about the Council.
A car wash is planned for this Saturday to take place in the McDonald’s parking lot
located in Catalina Center beginning at 10:00 a.m.
Chairperson St. John asked Ms. Hollis to update the Board on a dance that is being
planned. Ms. Hollis said that plans are just beginning and a date needs to be
determined. Chief Gage has offered assistance and the theme for the dance would be
“stop the violence”. It appears that the dance would take place in early January. Chief
Gage said that he would pay for Police Officers to be present, but if any type of trouble
took place, the Youth Council would have to pay.
Tickets would have to be purchased prior to the dance and everyone who purchases a
ticket would have to sign a contract pledging that there would be no drugs or violence.
Ms. Green noted that the Youth Council would not be charged a fee for the Civic Center
and would also be able to sell cold drinks. The facility would have to be cleaned up at
the conclusion of the dance. Ms. Green said her department could also assist in other
ways with the dance. Ms. Hollis asked what the occupancy limit was at the Civic
Center and Ms. Green replied 400 people maximum. However, if additional tables were
set up, it would reduce the number proportionately. An informational table will be set
up to distribute literature about the Youth Council.
Chairperson St. John reminded members that the Youth Council meets on Monday
nights at 6:30 p.m. at the Madsen Center.
E. Charter Revision
Ms. Green reported that any charter revision would have to go through legal review and
an Ordinance would have to be prepared. Therefore, it cannot be addressed until
September. Ms. Green was uncertain when the item would come up on the
Commission Agenda.

F. Bowling Tournament
Vice Chair Waldman said that he did not bring the financial information tonight, and
noted it is incomplete. He was waiting for Officer Ross to turn in his costs for the
students that he brought to the tournament. Vice Chair Waldman thought it was around
$200, but noted that the Board owed Mr. Borovy $65. Therefore, whatever funds are
received from Officer Ross less what is owed to Mr. Borovy would be the Board’s profit.
The tournament was not as successful as anticipated and consideration should be given
to finding another location.
G. Student Award
Vice Chair Waldman reminded members that the Board discussed implementing a
student award in Bob Borovy’s name for recognition of a graduating student who had
made the greatest contribution to the Community. No amount or criteria has been set.
Chairperson St. John suggested that this could be further discussed at the September

18 workshop. Ms. Green said she would make arrangements to accommodate Mr.
Borovy in order for him to attend the workshop, if he so desires.
H. Youth Volunteer Bank
Chairperson St. John said that most of the thank you letters have gone out.
Chairperson St. John presented copies of booklets that are available that offer
information about volunteering that could be used by this Board to get people to
volunteer throughout the City. The Youth Banquet for next year is scheduled for May
13, 2000. Chairperson St. John will put together a packet that can be used to solicit
contributions.
I. Calendar
Mr. Fisher distributed the new calendar for members to review. Chairperson St. John
suggested that two months go on a page as opposed to three. Mr. Fisher said the cost
for copying the calendar was minimal. It was decided to include the Youth Expo Logo,
the Nickelodeon Big Help Logo and other images on the calendar. When the Youth
Council chooses a logo it also could be included.
Vice Chair Waldman requested that on the next Agenda an item be added for
discussion on the Forums.
Chairperson St. John announced that Mr. Ackermann advised her that the Senior
Advisory Board is temporarily, if not permanently, withdrawing from participation in the
Advisory Board Forums. Chairperson St. John stated that she values their opinion and

said that there needs to be more cooperation between the seniors and youth in the City.
She hopes that they will reconsider their withdrawal and return to the Forums. They will
be missed.
Vice Chair Waldman inquired when the opening for the Senior Center would take place

and Ms. Green advised that it was Tuesday, October 5 at 2:00 p.m. Chairperson St.
John said that they would like to discuss having a car wash at the Senior Center on the
Saturday after the grand opening. This could be done in conjunction with the Youth
Council and Senior Advisory Board. Flyers advertising the car wash could be placed in
all the clubhouses in the various senior communities throughout the City. Chairperson
St. John asked Ms. Green if it would be possible to have a tour of the Senior Center that
day and Ms. Green said it would depend if staff was available. She will get back to
Chairperson St. John on this. It was also suggested that the Senior Advisory Board
could use this as a fundraiser and could sell coffee and donuts, as well as their bags
and pins.
VII. NEW BUSINESS
A. Children’s Services Council Youth Retreat
Chairperson St. John announced that the Children’s Services Council would be putting
on a youth leadership training weekend March 10-13, 2000. It will take place at
Everglades Youth Conservation Camp. It is only open to organized youth programs.
There will be three national youth leadership programs that will be presented and it is
open to 110 participants. Chairperson St. John has an application if anyone is
interested in attending. The ages are 12 to 18. Chairperson St. John will keep the
Board updated when she receives more details and thinks it would be good for
representatives from the Youth Council to attend.
Chairperson St. John requested that Vice Chair Waldman notify Ms. Lula Butler about
this upcoming retreat. There will be a family barbecue on the first day of registration
and you have to arrange for your own transportation. Training will take place on
Saturday and Sunday and on Monday a breakfast and planning session is scheduled.
B. Dwight Allison Fellows Program
The Dwight Allison Fellows Program, which is offered through the Community
Foundation for Palm Beach and Martin Counties, is looking for nominees. The Program
provides recognition and direct financial support to “unsung heroes” involved in
community service in either County. There is a $5,000 award to recipients to use in any
way they wish. Chairperson St. John said she is going to nominate Bob Borovy. Mr.
Fisher will furnish a copy of Mr. Borovy’s resume for her use. Chairperson St. John said
if anyone else wishes to nominate someone, she can make copies of the form and read

the criteria for the award. Vice Chair Waldman said he would assist Chairperson St.

John in completing the application which is due August 31.
B. S.T.A.R. Program
Mr. Fisher announced that the Community Relations Board is putting on the second
annual S.T.A.R. Program and will be having a reception for businesses that will be
participating at City Hall in the Mall in September. Ms. Green suggested that they
contact Ms. Sherri Claude to determine the availability of the room. The format will be

much like last year and there will be two separate Saturday sessions; October 9 for

working with the youth and October 16 when the business would be participating. The
Program will take place at Galaxy School. Chairperson St. John suggested contacting
WXEL to determine if they would be interested in videotaping it. Mr. Fisher noted that
some of the students did get jobs last year through the Program.
