Minutes 02-14-00 MINUTES OF THE SAFETY COMMITTEE MEETING HELD IN FIRE/POLICE TRAINING ROOM, BOYNTON BEACH, FLORIDA MONDAY, FEBRUARY 14, 1999 AT 10:00 A.M. CALL TO ORDER Chairman Magazine called the meeting to order at 10:05 a.m. II.ROLL CALL The Recording Secretary called the roll. A quorum was declared present. III. ACCEPTANCE OF MINUTES OF JANUARY 10, 2000 REGULAR MEETING Motion Ms. Danysh moved to accept the minutes of the meeting. January 10, 2000 Motion seconded by Mr. Bobich. Motion unanimously carried. IV. Safety Committee Education and Training Program MEETING MINUTES SAFETY COMMITTEE MEETING BOYNTON BEACH, FLORIDA February 14, 2000 Chairman Magazine announced that there was no training video for today’s meeting. V. OLD BUSINESS A. Fire Drills Assistant Fire Marshal Borden announced that three fire drills had taken place as follows: 1. The Library, which went exceptionally well. 2. The Arts Center. The evacuation went very smoothly and the children did a wonderful job. 3. The Civic Center. This drill did not go well. To date, the installation of the fire alarm system has yet to take place. Assistant Fire Marshal Borden th stated that one must be in place by April 15. It was reported that only half the financing was put into the budget for this. Since the old system went down some time ago, there has been no kind of alerting system in place. Assistant Fire Marshall Borden reported that if the system that has been th recommended and required is not in place by April 15, a letter will be prepared advising that no more than 50 people will be allowed in the building at any given time. Assistant Fire Marshal Borden also reported the drill did not go well and that people tried to get back into the building because there was not enough staff on site to assist with the drill to prevent people from re- entering the building Chairman Magazine inquired to whom the results of the fire drills were sent and was informed they were sent to the Department heads. More fire drills will be taking place in the near future. (Copies of the fire drills’ data are included with these minutes) B. SAFETY NEWSLETTER The newsletter has expanded to six pages and a staff member from the Finance Department was the winner of the contest and received lunch for two at Muffins ‘n More. C. “PROUD TO BE A SAFE WORKER” AWARDS Mr. Bobich reported that there were two incidents at the water plant, one was January 7, 2000 and the other was February 4, 2000. Both incidents involved 2 MEETING MINUTES SAFETY COMMITTEE MEETING BOYNTON BEACH, FLORIDA February 14, 2000 City personnel and their quick response. The incidents involved assisting injured employees of the private contractor on site that were hurt on the job. Staff called 911 immediately. One of the injured had fallen off the scaffolding and another had fallen off a ladder. The employees that assisted with the January 7, 2000 incident were – Phil Neal and Louise Foster The employees that assisted with the February 4, 2000 incident were – Mike Osborn and Ron McCrief Copies of the awards are attached to the original minutes of this meeting. Chairman Magazine stated that this is the major safety award for employees in the City. D. DEPARTMENTAL INSPECTIONS & SAFETY MEETINGS Chairman Magazine distributed a documentation of attendance at the Safety Committee Meetings for all members and the number of safety meetings and inspections held for 1999 by all departments. Chairman Magazine said that he has also applied for safety awards with the Palm Beach County Safety Council and reviewed the City’s safety statistics as follows: 1997 1998 1999 247 95 99 OSHA Recordable Cases 6 7 24 Lost Workday Cases 30 18 26 Vehicle Safety (preventable accidents) 31.96 12.34 11.71 Overall Incident Rate Chairman Magazine pointed out that there are now more City vehicles and therefore the miles being driven has increased. The amount of preventable accidents between 1998 and 1999 has actually remained the same. Also, Mr. Bobich noted that police department vehicles are now being included and were not in the past. Chairman Magazine distributed a new matrix for Safety Meetings and Inspections for January 2000. The City Clerk’s Office noted that they were not credited for 3 MEETING MINUTES SAFETY COMMITTEE MEETING BOYNTON BEACH, FLORIDA February 14, 2000 their January safety meeting and will resubmit the minutes of that meeting to Risk Management. Mr. Bobich noted they were not credited for their January inspection. Mr. Bobich requested that Customer Services be removed from Utilities and Chairman Magazine asked Mr. Bobich to speak with him after the meeting. Chairman Magazine also pointed out that it is each department’s responsibility to follow through with any deficiencies that may have been identified. This is not the responsibility of the Safety Committee, unless there is a recurring problem. At that point, the issue would be brought to the attention of the City Manager. E. DEFENSIVE DRIVER COURSE Classes will be rescheduled sometime in March or April. F.SAFETY BELT USE PROJECT TEAM There was nothing new to report. G. INCIDENT REVIEW BOARD REFERRAL 1. Oceanfront Park Boardwalk Slip and Fall Risks Mr. Majors was not present to make his report. H. SAFETY MANUAL REVIEW Chairman Magazine said he only received three or four comments on the Safety Manual and requested that members review the Manual. If anyone has any additions or changes that should be made, please contact him. VII. NEW BUSINESS A. OTHER Assistant Fire Marshal Borden reported that he is no longer the coordinator for the CPR instructions for the Fire Department and Louis Garcia is now handling this. The number to call is extension 6336. This change is temporary until a new EMS Coordinator is hired. Chairman Magazine asked which employees are required to have CPR training? Assistant Fire Marshal Borden stated that it was only Fire and Police that were required. Ms. Dixon stated that dispatch is also required to take this training. 4 MEETING MINUTES SAFETY COMMITTEE MEETING BOYNTON BEACH, FLORIDA February 14, 2000 It was reported that Risk Management will have a table set up at the G.A.L.A., which will be co-sponsored by the Palm Beach County Safety Council. There will Be handouts and giveaways. Volunteers are needed to assist at the table. There will be a committee on site, which will include an attorney and nurse, to act as Risk Management troubleshooters. VIII. ANNOUNCEMENTS Chairman Magazine distributed a list of upcoming training programs sponsored by the Safety Council of Palm Beach County. Ms. Dixon requested that a recommendation be made that a second mirror be installed at the top of the ramp in the City parking garage. Ms. Dixon noted that there have been several accidents in the parking garage. Chairman Magazine said he spoke with Assistant Chief Immler in the past about this problem. It was felt that the ramps were very narrow and that a vehicle had to stop prior to making a turn. It was also brought to the attention of the meeting that many employees have been parking all-day in the main City Hall Parking Lot. Chairman Magazine said he would contact the Interim City Manager about this. Chairman Magazine noted that there is adequate parking around City Hall in other lots that merely require a short walk for employees. IX. NEXT MEETING DATE: MONDAY, MARCH 13, 2000 @ 10:00 A.M. X.
