MINUTES OF THE CITY OF BOYNTON BEACH GREEN TASK FORCE MEETING
HELD ON JULY 17, 2008, AT 1:30 P.M. IN THE
POLICE/FIRE TRAINING ROOM, BOYNTON BEACH, FLORIDA

I. Open Meeting 8t Approval of June 19, 2008 Meeting Summary
Carisse LeJeune[ Assistant to the City Manager[ opened the meeting at 1 :37 p.m.
She noted she made the corrections requested[ and inquired whether the team
members had any other corrections[ additions or deletions. Having none, it was agreed
the June 19[ 2008 meeting summary would be accepted.
Ms. Lejeune advised the Green Task Force (GTF) was established by City Ordinance as
an advisory board to the City Commission and as such[ all meetings would hereinafter
be publicly noticed and recorded. As the meetings would be open to the public[ Ms.
Lejeune would consider larger venues within which to meet.
It was noted Johnson Control, Inc.[ an Energy Service Company (ESCO)[ would be
brought in to attend a GTF meeting to provide a presentation with regard to projects
that might come before the Commission as recommendations. The Finance Director,
Public Works Director and City Manager would be invited to the meeting.
Ms. Lejeune noted the agenda had been previously amended to include a presentation
by Greg Kenny. She wished to further amend the agenda by moving Item 111.,
Education[ to the front of the agenda[ followed by Item 11.[ Web Paget as Mr.
Karjalainen was required to leave at 2:00 p.m.
III. Education - Public Service Announcements - Guest Greg Kenny, The

Greg Kenny informed the team that Wayne Segal, Director of Public Affairs/Media
Liaison, was interested in putting together a Public Service Announcement (PSA)

campaign that promoted the "Go Green" initiative in all departments within City Hall.
Mr. Kenny suggested a "doughnut" approach be used. The doughnut would consist of
a "front end/, (opening of the PSA)[ "hole" (middle segment) which would provide 10 or
20 seconds for each department to set forth the manner in which it was going green,
and a "tail end" (closing segment). The GTF would have a right of refusal of the
proposed product.
Mr. Kenny presented a shell of a PSA which included an opening segment accompanied
by background music. The City's "Go Green" logo would be utilized[ reflecting a stripe
and the text[ "Go Green Boynton," over a color background. The "Go Green Boynton"
could be changed to any slogan desired by the GTF. The next segment included a 20-
second spot reflecting a banner which would be filled in with the individual
departments' scripts as to the measures to be undertaken to go green. The scripts
could be accompanied by pictures or stills. The DVD provided for the insertion of a
"catchy slogan/, which would be determined by the GTF. Mr. Kenny suggested the
slogan, "A community has to be green to grow," which he proposed to Mr. Segal.
Ms. LeJeune had received suggestions from Mr. Segal which included "A message from
the City of Boynton Beach Green Team" as the opening[ followed by a 10 or 20-second
message in the middle, and the slogan, "A community has to be green to grow."
Another suggestion included "Be a part of the Green Team Dream" as the opening, and
"Let's all make the dream come true" as the ending. Mr. Segal would be financing the
first production which would be used as a sample to present to potential underwriters
of subsequent PSAs. It would be Mr. Segal's responsibility to arrange for the
underwriters.
Mr. Kenny pOinted out the vendors regularly utilized by the City could become green
partners with the City and participate in the PSA campaign. With regard to cost[ if
T.E.N. did the filming[ the approximate cost would be $1,000. Voice-overs could be
performed by a selected staff member. Mr. Kenny also suggested the Mayor and
Commissioners appear in various Go-Green scenarios. He suggested avoiding the
concluding slogan "Let's all make the dream come true," as the green initiative was a
reality rather than a dream.
It was suggested references to the GTF be removed from the PSA in order that it be
generic. Mr. Kenny proposed the use of "Go Green Boynton Beach" in lieu of "Go Green
Boynton Beach." However. the team selected "Go Green Boynton" at a previous
meeting. Ms. LeJeune pointed out "Go Green Boynton" was already used on the City's
website and had been approved by Commissioner Marlene Ross, the designated
Commission Liaison to the GTF.
Ms. LeJeune anticipated finalizing the campaign at the time of the GTF's last meeting in
September. Mr. Kenny noted he could proVide the doughnut or the prototype. Ms.

Lejeune would request Mr. Segal continue working with Mr. Kenny on the campaign
until a recommendation could be made.
II. Web Page
Alan Karjalainen advised the "Go Green Boynton" logo had been added to the green
web page since the GTF last met and discussed the various suggestions exchanged. He
pointed out hyperlinks were generally permissible and were not considered to be an
infringement of any copyright. He would research legal opinions to eliminate any
doubts regarding copyright infringement.
The team members could provide a list of resources for external sites. It was suggested
a record of the GTF's accomplishments be created to present to the public. Ms.
LeJeune believed Ms. Byrne's white paper would likely support such effort, along with
the list of 118 Best Practices.
The team viewed Tamarac's green web page, noting the programs set forth and
membership display. Ms. Lejeune suggested a structure be created for developing
categories and accessing information. Tamarac's website could be used as a model. As
to content[ it was suggested the viewer be directed to individual pages, such as
landscaping[ building[ water utilities and governmental action. With regard to format,
Mr. Karjalainen recommended Word documents, links and text be included[ along with
any images the members might wish to use. A collection of folders and subfolders had
already been created on the share drive that might also be of use on the website. At
this point, the main categories were sought for posting to the web page. Ms. LeJeune
suggested the team make a list of the categories to be included and a consensus would
be obtained. With regard to the information to be included within the categories[ Ms.
Lejeune felt that it would be preferable for team members to select their particular
disciplines. Ms. Rivers indicated she would meet with l:ifl€Ia Glenda Hall to collaborate
on a landscaping category.
It was suggested, when selecting the categories for the Go Green Boynton web page,
team members ensure the information provided would be of interest to the public
(Iandscaping[ conservation tips[ commuting, gas-saving measures, etc.).
Mr. Karjalainen noted the City would be going live in August with Boynton E-News, a
subscription service. Discussion ensued with regard to the newsletter and it was
agreed the website replaced the need for a newsletter.
The website for Zoomerang.com, an online survey service, was viewed by the team
members in connection with a survey of City employees pertaining to commuting. The
cost and funding for the service would be determined.

IV. Developer's Roundtable
Mr. Leal discussed logistics and room setup. A double horseshoe format would be
utilized[ and it was anticipated the event would be attended by 50 or 60 people. The
meeting would commence with a brief educational presentation. Building Official[
Wayne Bergman[ would discuss Going Green Code changes. The GTF would be in
attendance as well.
Use of microphones and taping of the meeting were discussed, and it was noted the
meeting would be documented for future use.
Mr. Leal remarked he had been securing PSAs, "Going Green" and environmental
information to be shown on BBTV.
Ms. Lejeune requested a synopsis of the event be provided to Commissioner Ross.
V. ICLEI-International Association of Local Governments for
Sustainability Update
Mr. Roschek participated in the online training in order to begin the data entry process.
He and Ms. Byrne would contact several municipalities to obtain additional information
on the use of software in building a database. Ms. LeJeune suggested a basic level
informational database be put together[ using a baseline date of 2006.
The City's carpool policy was discussed, and Ms. LeJeune would send the draft back to
Human Resources, along with comments received by the team members.
VI. Climate Communities Update
This item would remain on the agenda to be discussed when further information was
available.
VII. New Business
Ms. Lejeune advised of a program at the State level which would provide vans to
organizations and municipalities in an effort to reduce greenhouse gas emissions. If
possible[ van service could be added to the City's commuting policy. Ms. LeJeune
would provide further information at the next meeting.
