Minutes 01-08-01MINUTES OF SENIOR ADVISORY BOARD MEETING HELD AT THE SENIOR CENTER, 1021 SOUTH FEDERAL HIGHWAY, BOYNTON BEACH, FLORIDA, ON MONDAY, JANUARY 8, 2001 AT 3:00 P.M. PRESENT Amelia "Terry" Benell Betty Collins, Chairperson Olive Field Jeanne Hasty Bernice Joyce Christine Wilson ABSENT Denise Chamberlain Elizabeth Jenkins GUESTS Peggy Stranahan 1. PLEDGE OF ALLEGIANCE Chairperson Collins called the meeting to order at 3:00 p.m. and led the members and guests in the Pledge of Allegiance to the Flag, followed by a moment of silent prayer for all the seniors in the City. 2. AGENDA Chairperson Collins announced that there would be no prepared agenda for today's meeting. 3. ROLL CALL The Recording Secretary called the roll and a quorum was present. 4. MONTHLY MEETINGS Chairperson Collins noted that at the November meeting it was discussed whether or not the monthly meetings of the Board should continue. Chairperson Meeting Minutes - Senior Advisory Board Boynton Beach, FL January8,2001 Collins pointed out that the Board was established by City Ordinance and did not want to see the Board totally disband. Now that the transportation and Senior Center are up and running, it appears that monthly meetings are no longer necessary. Chairperson Collins pointed out that the Senior Center is now the responsibility of the Recreation Department. Chairperson Collins did not want to see the Board eliminated and felt it was important that the Board remain intact, but meet on a quarterly basis as needed. She distributed a letter, which she prepared, to be sent to the Mayor and Commissioners, a copy of which is attached to the original minutes. Also the Recreation and Parks Advisory Board will be overseeing the Senior Center and would be advising this Board of any changes. Ms. Hasty said she had spoken to Mayor Broening and he did not want to see the Board disband. Ms. Hasty felt the Mayor would be pleased that the Board decided to stay onboard and meet as needed. It is anticipated that additional funding will come through someday for the Center to proceed with Phase 2 of the construction. At that point, it will be important for the Board to start meeting again. Members discussed other issues that may arise which would result in the Board meeting. Chairperson Collins stated that she would have all the members' names placed on the letter and that a copy will be sent to the Commissioners, the Mayor, the City Manager, and Wally Majors, the Recreation Director. Mr. Majors plans on getting the Senior Center certified, which had been the intention of this Board all along. Ms. Field noted how the Senior Center is growing and today alone 16 new members signed up. Ms. Joyce inquired if only seniors from Boynton Beach were allowed membership in the Center? Chairperson Collins replied that the Senior Center is sponsored by the City and should be open to all residents and people from other cities should be required to pay a fee in the same manner as the beach charges. Chairperson Collins would like all members to receive a membership card, which would indicate whether or not a person is a resident or non-resident. Members felt that non-residents should be charged between $12 to $15 per year, plus an additional fee for various events and classes above what residents pay. Chairperson Collins said she would contact Mr. Majors and Ms. Betty Thomas, Chairperson of the Recreation Board regarding a fee schedule. Ms. Wilson pointed out that the Mae Volen Center offers a great deal of services that the residents of Boynton Beach are not aware of. Ms. Wilson inquired if any services offered at the Senior Center are administered by the Mae Volen Center?. Chairperson Collins reported that they have been trying to get a case worker at the Senior Center, but have not been successful because Mae Volen gets the 2 I~leeting Minutes Senior Advisory Board Boynton Beach, FL January 8, 2001 funding and doesn't want to place a case worker in the City. She did point out that if any senior resident needing assistance in their home, can call Mae Volen and they would send someone out. Chairperson Collins said that until the Senior Center gets federally funded, they couldn't afford to pay for a caseworker. Ms. Hasty reported that she met with a member of the Agency for Aging and she suggested that a staff member from their Agency be invited to attend a meeting to inform the Board on how to go about getting funding. Chairperson Collins noted it is only the City that could apply for funding, not this Board. Chairperson Collins suggested that the City contact its lobbyist to try to get funding for a social worker. 5. ANNOUNCEMENTS Chairperson Collins reminded the members that the Board Dinner is scheduled for Thursday, January 25th. Ms. Wilson announced that Ms. Carolyn Sims had surgery and is in the hospital. 6.
