Minutes 04-03-00 MINUTES OF SENIOR ADVISORY BOARD MEETING HELD AT THE SENIOR CENTER, 1021 SOUTH FEDERAL HIGHWAY, BOYNTON BEACH, FLORIDA, ON MONDAY, APRIL 3, 2000 AT 3:30 P.M. PRESENT Amelia "Terry" Benell Betty Collins, Chairperson Mary Coma Elizabeth Jenkins, Alternate Bernice Joyce Esther "Peggy" Stranahan Christine T. Wilson ABSENT Olive Field Carolyn Sims, Recreation Supervisor Steve Lulkin, Recreation Supervisor II 1. PLEDGE OF ALLEGIANCE TO THE FLAG, MOMENT OF SILENT PRAYER Chairperson Collins called the meeting to order at 3:30 p.m. The Pledge of Allegiance to the Flag was recited, followed by a moment of silent prayer for all the seniors in the City, especially those seniors in need. 2. ROLL CALL Chairperson Collins requested the Recording Secretary to call the roll. A quorum was declared present. 3. APPROVAL OFAGENDA There were no changes or additions to the agenda. Motion Ms. Stranahan moved to approve the agenda, which was seconded by Ms. Joyce. Motion unanimously carried. 4. APPROVAL OF MINUTES, MARCH 6, 2000 MEETING MINUTES SENIOR ADVISORY BOARD BOYNTON BEACH, FLORIDA April 3, 2000 Ms. Trudy Rosano inquired if the minutes were open to the public and was informed that they were. Mr. Lulkin will post the meeting minutes at the Senior Center so that they would be available for viewing. Motion Ms. Stranahan moved to approve the minutes, which was seconded by Ms. Coma. Motion unanimously carried. 5. CHAIRMAN'S REPORT Chairperson Collins requested that the Board consider changing the meeting time and date from the first Monday of the mOnth at 3:30 p.m. to the second Monday of the month at 3:00 p.m. Motion It was unanimously voted and duly seconded to change the meeting time and date to the second Monday of the month at 3:00 p.m. Mr. Lulkin reported that a Volunteer Breakfast was held this morning, which was attended by approximately 60 volunteers. Commissioner Chadie Fisher and Mr. Herb Stevens from RSVP were also in attendance. The volunteers were thanked for all their fine work and plaques were awarded. Mr. Lulkin distributed a list of all the businesses which contributed to the breakfast, a copy of which is attached to the original of these minutes. 6. SENIOR CENTER REPORT Chairperson Collins requested members to refer to the March Attendance Sheet. Chairperson Collins inquired if any programs or courses had been eliminated or added? Mr. Lulkin stated that all the programs are on the same schedule, which is listed in the Fun Fare. When the new Fun Fare schedule comes out, it will contain new classes as well as classes that are eliminated. Since this will be the first summer that the Senior Center will be operating, attendance will probably drop. It was noted that 2,935 lunches were served during the month of March. Chairperson Collins reminded members that Meals-on-Wheels is no longer available in the City. Mr. Lulkin said that there are two entities that offer the Meals-on-Wheels in Boynton Beach. One is Mae Volen. 2 MEETING MINUTES' SENIOR ADVISORY BOARD BOYNTON BEACH, FLORIDA April 3, 2000 Chairperson Collins said that the money being received by Mae Volen should come to the City to provide for a caseworker or that Mae Volen is supposed to provide a caseworker. She commented that the Boynton Beach Senior Center was not on the State's funding list. Chairperson Collins also suggested that the United Fund should be approached for funding. Ms. Sims reported that she has been working with the residents in the north end of the City to encourage their participation at the Senior Center, but felt it would be a slow process. Ms. Hasty inquired if there is transportation available for these residents and Ms. Sims stated there was. Mr. Lulkin stated that he and Ms. Sims have requested in the budget to purchase a 15-passenger van so that seniors who cannot make the Shopper Hopper schedules could be picked up individually. It was noted that the van would also be handicapped accessible. 7. NEW BUSINESS; WORKSHOP MEETING Chairperson Collins indicated that she would be contacting members to arrange a workshop meeting in. the near future. 8. COMMENTS FROM MEMBERS Chairperson Collins announced that at tomorrow night's City Commission meeting, the Mayor and Commissioners would be making appointments to the Boards. Mr. Lulkin reported that all the paperwork for the sign for the Center has been completed and sent to the Finance Department. Hopefully, the sign will be up within the next month. Also, there are more accessible handicap parking spaces across the street from the Center. Ms. Rosano inquired why there were no flyers available on the Senior Center and Mr. Lulkin stated they are being printed as fast as possible in order to keep up with the demand. Chairperson Thomas suggested contacting the Palm Beach Post-to get the Senior Center activities listed in the Neighborhood Section of the newspaper. Mr. Lulkin said that press releases of all the programs being offered will be sent to all the newspapers and radio stations. Mr. Lulkin also reported that he has spoken to Mr. Bill DeBeck about the door closures discussed at last month's meeting and he is checking into this. Also, another sink will be added to the kitchen, which is a requirement of the Health Department. MEETING MINUTES SENIOR ADVISORY BOARD BOYNTON BEACH, FLORIDA April 3, 2000 The AARP Tax Service will terminate on April 14th and there has been an average of 17 people per day utilizing this service. Ms. Denise Chamberlain suggested that the Senior Center flyers be sent to the various clubhouses throughout the City. Mr. Lulkin stated that this is already being done. Ms. Sims reported that the first-ever fashion show was fantastic and the clothes from the thrift shop of the United Christ Church were modeled. Mr. Lulkin said that Ms. Field was the organizer of the event. Ms. Wilson reported on the Volunteer Breakfast that she attended this morning. Ms. Stranahan inquired as to the use of the funds that are collected from the sale of the coffee and pastry. Mr. Lulkin stated that the staff of the Senior Center is not responsible for any of that money and the Finance Department has arranged for three volunteers to be in charge of a checking account for these funds. A great deal of the funds is used to replace the coffee, plates, etc. The remaining money is put into a donation account and can be used to purchase anything that applies to the Center. Mr. Lulkin reported that a great deal of the pastry and bread has been donated by Publix and Einstein Bagels donates bagels daily. Chairperson Collins stated she would like to see a food bank in the City and will discuss this topic further at the Board's workshop. Ms. Chamberlain noted that there was an art festival Friday at the Senior Center. Unfortunately, it was not well attended. All the paintings and arts and crafts created at the Center were displayed and there should have been more press on the festival. Mr. Lulkin announced that on May 16th the first Senior Health Fair would take place and a great many of the County agencies would be represented. The Fair will take place from 9:00 a.m. to 3:00 p.m. There is a registration fee of $10.00, which will go towards the give-a-way of a 27" color television. 9. ADJOURNMENT 4 MEETING MINUT.
