Minutes 08-14-00MINUTES OF THE SAFETY COMMITTEE MEETING HELD IN EOCI CONFERENCE ROOM C, WEST WING, CITY HALL, BOYNTON BEACH, FLORIDA ON MONDAY, AUGUST 14, 2000 AT 10:00 A.M. Call to Order Chairman Magazine called the meeting to order at 10:05 a.m. II. Roll Call The Recording Secretary called the roll. A quorum was declared present. III. Acceptance Of Minutes Of July 10, 2000 Regular Meetinq Mr. Fiege requested that words "non-skid paint" appearing in the first sentence on Page 4, Paragraph G be changed to "non-skid pads". Meeting Minutes Safety Committee Meeting Boynton Beach, Florida August 14, 2000 Mr.-Bobich said he was not the person that reported there were five ham radio operators which is stated on Page 2, Paragraph 3. Mr. Bobich's name will be stricken and the sentence will be changed to "It was reported that there are five". Motion Mr. Egnaczyk moved to accept the minutes of the July 10, 2000 meeting, as amended. Motion seconded by Mr. Bobich and unanimously carried. IV. Safety Committee Education and Training Program "Accident Investigation for Municipal Employees" Chairman Magazine presented a video distributed by the National Safety Council on how to conduct an accident investigation. Mr. Bobich suggested that the video be shown to the Incident Review Board. Chairman Magazine suggested that the video should be shown in all Departments when they conduct a departmental safety meeting. Chairman Magazine went over the roll of the departments versus the Incident Review Board and stated the IRB does not discipline employees, nor does the Safety Committee; that is the responsibility of the Department. Departments should not wait for the IRB to make its recommendations and determinations before handing out discipline. V. Old Business A.' Fire Drills Chairman Magazine said he was in receipt of two reports and Assistant Fire Marshal Borden stated that two fire drills were conducted. One was conducted at the Ezell Hester Center and another at the Art's Center. With regard to the Art Center approximately 50 people were evacuated and took about two minutes. At the Hester Center there also were about 50 people and that took about two minutes. Assistant Fire Marshal reported on the results of both drills, which went well. The drills had been requested, but the time when they took place was unannounced. B. Safety Newsletter There was no Safety Newsletter for August, but September's Newsletter will be an expanded issue for both months. 2 Meeting Minutes Safety Committee Meeting Boynton Beach, Florida August 14, 2000 C. Proud to be a Safe Worker Awards Ms. Chris Roberts, Interim Public Works Director, nominated Mr. Mark Lips, Solid Waste Crew Supervisor, for a Safe Worker Award. On June 20th, Mr. Lips assisted with a resident who was having a syncopal episode and saved this person's life. Also, a number of letters were received from the Fire Department on behalf of Mr. Lips and he was presented with a Certificate of Appreciation from the Boynton Beach Fire Rescue. Copies were given to the Recording Secretary to include with the minutes. Ms. Tierney asked what the procedure was in giving out a Safe Worker Award. Chairman Magazine noted that the department gives out the award. Each department has the pins available and should hand out the award. Chairman Magazine requested that a copy of the award be furnished to him so that he could put it into the Safety Committee Meeting record. Mr. Bobich presented a copy of a Safe Worker Award that was awarded to Barry Hall for his idea on the suggestion to place signs that read "Please slow down, my daddy (or mommy) works here" throughout work zones in the City and other areas. Mr. Hall saw these similar signs while on vacation in Pennsylvania and brought the idea back to the City. D. Departmental Inspections & Safety Meetings Chairman Magazine distributed the latest departmental inspections and safety meeting reports. Various departments were reviewed and Chairman Magazine pointed out that administrative departments only have to hold inspections on a quarterly basis. Ms. Weise said that she has made complaints regarding the parking garage and feels that the mirrors are not correctly positioned as it is difficult to see people coming up to the ramp. Mr. Fiege said he would look at the mirror to see if it needs adjustment. Chairman Magazine also requested that police officers park closer to their POVs when unloading from their cars to avoid blocking traffic. Chairman Magazine said it can be very dangerous in the garage and Ms. Newman said she would bring this message back to the Police Department. Mr. Fiege questioned if the garage was built to code because he has never seen a garage that doesn't allow enough room to permit a car exiting and entering at the same time on a ramp. E. Defensive Driver Course The course is being offered again and anyone who wishes to take the course should call Risk Management. The certificate is only good for three years. The course is a new version and is mandatory if an employee drives a City vehicle or drives their personal vehicle for City business. F. Safety Belt Use Project Team People who are not wearing seatbelts while driving for the City will be pulled over. There will be City staff riding throughout the City at various times checking on this. Chairman Magazine suggested he might ask the Safety Coordinators to do this for a couple of hours on a monthly basis. It was pointed out that some of the older vehicles don't have the shoulder strap and only have the waist belt. G. Incident Review Board Referrals None H. Mildew on patio outside City Hall break area Mr. Fiege said that this has been taken care of. Chairman Magazine asked if anyone had any other old business. Hurricane Preparedness Ms. Weise stated that she was requested at the last meeting to follow up on hurricane preparedness. Deputy Fire Chief Ness has the projections of shelter needs for City employees and their families. A total of 97 people, including employees and family members, might require shelter during a hurricane. Deputy Fire Chief Ness informed her that he will be recommending to Fire Chief Bingham to allow family members to stay in the same facilities with their on-duty family members under the following condition: that the identity of these employees must be known well in advance of any hurricane, otherwise, employees will have to make other arrangements for their families. Chairman Magazine said this would apply only to mandatory on-site personnel who are on duty when the storm hits. It does not apply to the preparation or clean-up stages of a hurricane, Also, anyone bringing family members with them must be advised to bring food, water and bedding. Pets will not be allowed. Ms. Weise also pointed Out that most of these employees are single-parent employees and have no one to watch their children. If an employee has a spouse, they are encouraged to make their own arrangements. 4 Meeting Minutes Safety Committee Meeting Boynton Beach, Florida August 14, 2000 VI. New Business A. Lift Station #307 Incident Mr. Bobich reported on an incident that occurred on August 3, 2000 at lift station #307, which had a small leak of hydrogen peroxide that is used for oxidizing. When the Fire Department arrived, they thought they saw smoke, but it was more of a reaction from the gases and/or vapors from the oxidizer. The company that controls this equipment was contacted and they came out to the lift station the next day to make the repairs. The leak did not cause any environmental impacts, a minimal amount of chemical was lost and the problem was contained within a short amount of time. A copy of the report was furnished to the Recording Secretary to be included with the minutes. B. Other Mr. Egnaczyk reported that a woman fell at the Golf Course in front of the starter booth last week and received injuries. Apparently she slipped on some kind of liquid, and no one knows where it came from. Another golfer could have dropped something. Sand was placed on the liquid after the incident. Chairman Magazine will follow up on this. VII. Announcements Chairman Magazine announced that on August 30th the City of Boynton Beach is sponsoring a presentation entitled "Violence in the Workplace" with the Florida League of Cities and the Florida Partnership for Safety and Health at the Boynton Beach Library from 9:00 a.m. to 12 noon. A speaker will becoming from Miami to make the presentation and it is open to everyone in Palm Beach County, Martin County and northern Broward. A good turnout is expected and there is no cost. Chairman Magazine announced that the Palm Beach County Safety Council is offering two programs. On August 23rd a program entitled Understanding Behavior, Stress Management is scheduled and on August 30th a program entitled Crises Management, Violence Prevention is scheduled. Mr. Bobich announced that there will be a Hurricane Awareness presentation which will take place in the Commission Chambers and everyone was e-mailed a notice. The first one is scheduled for tomorrow and another on Thursday of this week. Two are scheduled for the following Tuesday and Thursday. The presentation has been scheduled at various times to allow everyone to attend. Video tapes will be shown and there will be Red Cross personnel present to answer questions. 5 Meeting Minutes Safety Committee Meeting Boynton Beach, Florida August 14, 2000 VIII.
