Minutes 06-12-00MINUTES OF THE SAFETY COMMITTEE MEETING HELD IN FIRE/POLICE TRAINING ROOM, BOYNTON BEACH, FLORIDA MONDAY, JUNE 12, 2000 AT 10:00 A.M. CALL TO ORDER Chairman Magazine called the meeting to order at 10:02 a.m. He stated that there were problems with the new security system. He apologized for the inconvenience, asking for patience on the part of the employees while the system was being fine-tuned. A question came up about putting keys in the lock boxes and Chairman Magazine asked Mr. Ruffolo to take care of this as soon as possible. II. ROLL CALL The Recording Secretary called the roll and declared a quorum was present. III. ACCEPTANCE OF MINUTES OF MAY 8, 2000 Ms. Weise wanted to make sOme changes to the minutes as follows: Page 3, SectiOn V, Item D, "Ms. Weise asked if it was within procedures to review safety meeting issues MEETING MINUTES- SAFETY COMMITTEE BOYNTON BEACH, FLORIDA June 12,2000 with her department in a forum other than a departmental safety meeting. Chuck stated that it was". This replaced the third paragraph down on page 3 which began "Ms. Weise wondered if members ..... ". Also, on page 4, Section V, Item F., third paragraph, Ms. Weise asked that the following change be made to the last sentence of the paragraph. "Since the names are so similar, bumper stickers might cause confusion in the community."This replaced the sentence beginning "It's already a problem...". Also, on page 6, Section V, item I "Safety Manual Review", in the next to the last paragraph of the section, Ms. Weise asked that the following change be made: "They had evacuation information posted on the walls but procedures for different kinds of emergencies were contained in a manual that everyone kept at their desk." This replaced a similar sentence beginning "They had evacuation procedures...". The changes were made as requested to the original set of minutes and a copy sent electronically to Chairman Magazine at his request. Motion Mark Bobich made a motion to accept the minutes of the May 8, 2000 meeting as amended. Mr. Ruffolo seconded the motion that passed unanimously. IV. Safety Committee Education and Training Program Chairman Magazine stated there would be no training program for this meeting and that Mr. Bobich was preparing something for the next month's meeting. V. OLD BUSINESS A. Fire Drills Assistant Fire Marshall Borden said there had been no fire drill activity since the last meeting but that several were planned at the Art Center. Chairman Magazine asked for an update on the installation of a fire alarm system at the Civic Center. Assistant Fire Marshall Borden said they were trying to get the money approved for the fire alarm system. B. Safety Newsletter Chairman Magazine stated that there had been good attendance and positive feedback from the recent Driving Strategy Workshop. A record was made of the 100 attendees via sign-in sheets. 2 MEETING MINUTES ''~ ~ SAFETY COMMITTEE BOYNTON BEACH, FLORIDA June 12,2000 C. "Proud to be a Safe Worker" Awards Mark Bobich of the Utilities Department reported that an award was given to Tony Frazier and George Mele for organizing and reducing the clutter in the Customer Service area, including the vault and printer areas. The significant reduCtion in clutter achieved by these individuals was considered to be a positive contribution towards a safe working environment. D. Departmental Inspections & Safety Meetings Tom Egnaczyk stated that Dr. Weber of Bethesda Hospital visited the Golf Course to discuss first aid procedures, heat exhaustion and other areas pertaining to working and/or playing outside in south Florida. Chairman Magazine asked Mr. Egnaczyk to send him the form to get credit for the meeting. Chairman Magazine distributed copies of the current departmental inspection and safety meeting charts. E. Defensive Driver Course Chairman Magazine hoped to announce classes this week. Mr. Bobich asked Chairman Magazine if he would include the twelve-minute tape from Operation Lifesaver, the railroad crossing safety program. Chairman Magazine stated that the videotape needed to be digitized and if someone could arrange this he would be glad to include it in the course. Mr. Bobich said he would try to get it on a CD. F. Safety Belt Use Project Team Chairman Magazine asked that the drivers be reminded that seat-belt use was a matter of policy and law. Chairman Magazine will be stopping drivers who are not using their belts. He will be meeting with the Chief of Police and the City Manager to see if it would be possible to have the police begin stopping City workers who are not using their seat belts. Ms. Smith stated that there were a lot of vehicles equipped with lap belts only. Chairman Magazine recommended that the affected groups research the cost to retrofit with shoulder belts and if possible, get into the current budgets. He recommended Bob Lee as the source for that cost information. G. Incident Review Board Referral 1. Oceanfront Park Boardwalk Slip and Fall Risks Chairman Magazine met with Mr. George Evans and American Recycling concerning repainting sections of the boardwalk and possibly replacing certain sections. They will be looking for grant money. Some of the sections are very treacherous when they become wet and have sand on them. They will continue to monitor the situation and keep the group advised of status. 3 MEETING MINUTES SAFETY COMMITTEE BOYNTON BEACH, FLORIDA June 12,2000 VI. NEW BUSINESS Mr. Bobich brought up the dialing of 911 from internal locations and that some areas may have to dial 9-911 and some only have to dial 911 directly. In Utilities everyone dials 911 but he heard that there were people who had to dial 9-911. Chairman Magazine said this would be investigated and a response would appear in the Newsletter. Mr. Bobich reported that there were still individuals who did not believe it was necessary to notify the Police or their supervisors after a motor vehicle accident. Chairman Magazine said that soon there would be notices posted in every City vehicle, outlining the steps that must be taken in the event of any accident involving a motor vehicle. Mr. Mitchell mentioned the mildew build-up on the patio area outside the City Hall break area. Chairman Magazine asked Mr. Fiege to arrange for a work order to clean the area. Chairman Magazine stated that employees should always be on the lookout for safety-related problems and report them promptly to the appropriate person. It was not necessary to go from department head to department head but instead, an effort should be made to contact someone who can actually do something about the problem. The observed problem should not continue while people go through various chains of command to communicate the existence of the problem. Assistant Fire Marshall Borden said that beginning next month, City facilities would be getting their annual fire inspection and that this would include fire extinguishers. The Fire Department asked that someone in each department be aware of the location of each fire extinguisher in their area to assist the inspector. Assistant Fire Marshall Borden said they were working on a bar code system, which would streamline the process considerably. The Fire Department will notify certain departments if they require the fire extinguishers to be gathered and put in a central area for the inspection. Chairman Magazine stated that at the multicultural event at Sara Sims Park on the previous weekend, the Fire Department was there on an intermittent basis. Chairman Magazine asked one of the police officers if they had a first aid kit in the car? The officer replied that their vehicle was old and did not have a first aid kit. 4 MEETING MINUTES SAFETY COMMITTEE BOYNTON BEACH, FLORIDA June 12,2000 Sgt. Danysh of the Police Department replied that all police vehicles were supposed to be equipped with fire extinguishers and first aid kits. She did not know why that particular vehicle did not have these items. Ms. Dixon asked if it would be possible for the personnel in Dispatch to silence the fire alarms, which were extremely loud. She said that the Dispatchers were not able to hear the officers and firefighters on the radio (and vice versa) and that important communications could be lost due to the loud ringing of the alarm klaxons. Chairman Magazine said that if they silenced the alarm in Dispatch it would be silenced for the whole building. People who had gone outside would think it was o.k. to come in and the Fire Department may not have cleared the building. Ms. Dixon said when they try to Dispatch the alarm to the Fire Department they cannot hear what they are saying due to the extremely loud nature of the alarm! Assistant Fire Marshall Borden said that the only way this could be done was to adjust the system, to re-zone it, bypassing the Dispatch area. The system would have to be re-wired and re-programmed. Assistant Fire Marshall Borden said he recommended that Facilities Management look into the possibility of zoning out that panel. Chairman Magazine said the situation would be investigated. VII. ANNOUNCEMENTS 1. Chairman Magazine advised that the Safety Council was sponsoring a number of programs including "Preparing for Emergencies" on June 21, "HASWOPER" on June 22, and their leadership series, "Change Through Supervision" on June 28. Chairman Magazine invited interested parties to contact him for further information. 2. Special mention was made of the upcoming Safety Fair put on by the Florida League of Cities on Monday, June 19, 2000 at Sugar Sand Park Community Center in Boca Raton from 9:00 a.m. to 12 noon. The location was given as south of Palmetto Park off of Military Trail. Car-pooling was advised. Chairman Magazine said it should be an especially good fair with lots of vendors and state-of-the-art safety products and equipment. Chairman Magazine said he would like to see all the Safety Coordinators attend and bring their supervisors so they would be aware of the many useful products that were available. Chairman Magazine invited everyone to contact him if they wanted to participate in a car pool. He also asked to be advised if any supervisors refused to allow a person to attend the event. 3. Mr. Bobich mentioned that on June 21 Wayne Anderson, the Risk Consultant from the Florida League of Cities, would be coming to inspect the East Water Plant and Administration area. 5 MEETING MINUTES SAFETY COMMITTEE BOYNTON BEACH, FLORIDA June 12,2000 VIII.
