I. CALLTO ORDER
Chairman Magazine called the meeting to order at 10:00 a.m.
II. ROLL CALL
The Recording Secretary called the roll. A quorum was declared present.
Ill. ACCEPTANCE OF MINUTES OF MARCH 13, 2000 REGULAR MEETING
Assistant Fire Marshal Borden requested that on Page 4 the words "fire drill" in
the first sentence of the first paragraph be changed to "fire alarm".

Motion
Mr. Majors moved to accept the minutes of the March 13, 2000 meeting, as
amended. Motion seconded by Ms. Tierney. Motion unanimously carried.
IV.
Safety Committee Education and Training Program
"Operation Lifesaver", Margaret Ferrara, Tri-Rail
Chairman Magazine introduced Ms. Margaret Ferrara, the Coordinator of
Operatio~ Lifesaver for Tri-Trail. Operation Lifesaver is an education program
sponsore~d by Tri-Rail to prevent persons from trying to beat a train across the
tracks aqd to educate people on railroad safety issues. Operation Lifesaver has
been in existence for 27 years.
Ms. Ferrara stated she has been employed by Tri-Rail for 11 years and is a
certified Operation Lifesaver trainer who goes to various schools, law
enforcement and fire agencies, and rescue and civic organizations to present this
education and training program. Ms. Ferrara had available for handout to
members~ roundtrip complimentary Tri-Rail tickets, pens and other information
about Tri~-Rail. Also, each member was presented with an Operation Lifesaver
pin with the Lifesaver logo inscribed on the pin.
Ms. Fermra noted that it takes 18 football fields to stop a moving train and every
115 mint~tes somewhere across the Country a collision between a train and a
motor vehicle and/or pedestrian occurs. Ms. Ferrara proceeded to show a 15-
minute video to members.
Ms. Ferrara noted that Tri-Rail operates on 71 miles of track and there are 144
train crossings. Ms. Ferrara pointed out that Tri-Rail has reduced its collision
rate in 27 years by 62%. Chairman Magazine thanked Ms. Ferrara for her
informative presentat on.
V. OLD BUSINESS
OCeanfront Park Boardwalk Slip and Fall Risks (taken out of context)
Chairman Magazine stated that Mr. George Evans from the Parks Department
was present to make his report.
Mr. Evan[s reported that when sand or water gets onto the boardwalk it adheres
to the surface and over the years the boardwalk has become worn and slippery
in spots~ Certain areas have been painted with non-slip paint and after the
Easter h¢lidays, Facilities Management will be painting the entire boardwalk with
this paintL M~. Evans implied that he would be doing the painting of certain spots
that are worn down.

Chairman Magazine noted that once the boardwalk is painted, a regular schedule
for painting needs to be set up. Mr. Evans concluded his report.
A. Fire Drills
Assistant Fire Marshal Borden said he had nothing new to report and since the
last meeting, no fire drills have taken place.
B. Safety Newsletter
The newsletter continues to receive awards. Anyone who has anything they
would like to include in the newsletter is welcomed to submit it to Risk
Management. Chairman Magazine thanked those members who have
contributed articles to the newsletter.
C. "Proud to be a Safe Worker" Awards
Mr. Bobich reported that City Employee, Melvin Pinkney, who is an operator at
the East Water Plant, while vacationing with his family in Orlando, came upon a
van circling aimlessly in a Goodyear parking lot. Mr. Pinkney stopped his vehicle
and ran alongside the van and was able to jump in the van and stop it before it
crashed. Mr. Pinkney found the driver of the van slumped over and
unresponsive. Mrs. Pinkney called 911 and the emergency crews determined
that the driver was experiencing a seizure from a diabetic shock. Mr. Pinkney
and his family were congratulated for their quick action.
Mr. Bobich noted that on Friday, March 31st at the West Water Treatment Plant
parking lot an older couple entered the lot in their vehicle with smoke emanating
from under the hood. A video of the event was shown to the members since the
cameras in VVWT Plant lobby are capable of taping what is occurring in the
outside yard. Two employees went out to the car with a fire extinguisher to
extinguish the fire and the third employee remained in the control room and
called 911. The two employees were able to put the fire out. Mr. Ezzell drove
the driver home so that he could get his other vehicle.
The three employees that received the Safe Worker Award were Gary Ezzell,
laboratory technician, George LaDuke, water plant operator and Rob Mul6, plant
technician. Copies of the Safe Worker Awards were presented to the Recording
Secretary to place with the minutes of this meeting as a permanent record.
D. Departmental Inspections & Safety Meetings
Chairman Magazine stated that he emailed everyone the Municipal Self-
Inspection Guide and these are the forms that should be used for departmental

inspections from now on. He noted that the Administrative and General
Checklist would apply to most general areas and certain departments would have
additional checklists. The latest matrix of the safety inspections and meetings
was distributed to members.
E. Defensive Driver Course
Classes will probably begin again in May. Mr. Bobich suggested getting a copy
of the videotape shown today by Ms. Ferrara and include that as part of the
driver training. Chairman Magazine would follow through with this suggestion.
F. Safety Belt Use Project Team
No report
G. Incident Review Board Referral

H. Safety Manual
A copy of the Safety Manual had been emailed to all members and Chairman
Magazine requested that members review the Manual before the next meeting.
All recommended changes Should be sent to him for consideration for inclusion in
the Manual. The Safety Manual will be given to the City Manager for his
signature and then distributed to all City employees.
Safety Shoe Subcommittee
Chairman Magazine reported that the Safety Shoe Subcommittee met last week
and has come up with a recommendation. The Committee is recommending two
options:
(a) Continue the Wal-kMart voucher system currently in place; or
(b)
An employee can go anywhere else one (1) time per year to
purchase shoes. The employee will be reimbursed up to $60.00 for
Iow shoes and $75.00 for boots in accordance with the union
contract. The Department Safety Coordinator or designee must
inspect and approve the shoe or boot prior to reimbUrsement.
The question was asked if this was for budget year or calendar year and
Chairman Magazine said to go by budget year in order that the departments
could budget for the shoes. Each employee must chOose onlY one option.

Chairman Magazine stated that this procedure must be approved by vote of the
Board,

Ms. Taylor moved to approve the two options for purchasing shoes as stated
above. Motion seconded by Mr, Majors and carried unanimously.

VIII. ANNOUNCEMENTS
Chairman Magazine distributed to members notices from the Palm Beach County
Safety Council of their upcoming trainings. With regard to the forklift training,
Chairman Magazine inquired who does the training for the warehouse and was
informed it was Mr. DeMauro. Chairman Magazine noted that there should be a
certified forklift instructor in the City. Discussion ensued on whether other types
of equipment need to have certified trainers. Chairman Magazine noted that if
anyone needs specific training, there are resources available.
Mr. Bobich announced that last month the third Annual South Water Safety
Conference and Expo 2000, which is sponsored by the National Safety Council,
was held in Ft. Lauderdale and Mr. Bobich recommended that someone from the
City attend next year.
Chairman Magazine announced that at the end of June the City will be one of the
co-sponsors for the Florida Partnership for Safety and Health together with a
safety equipment company to present a safety fair which had been done two
years ago. It is anticipated that this will take place either in South Palm Beach
County or Northern Broward County and will be free.
Mr. Bobich wished to thank Ms. Diane Reese, George Mele, the temporary clerk
in Customer Service, and the warehouse crew who did a wonderful job in
cleaning out and reorganizing the vault to make the area safer. Also, the printer
room has been straightened out and the shelves are now stacked and organized.
