Minutes 09-10-08 MINUTES OF THE VETERANS ADVISORY COMMISSION MEETING HELD ON SEPTEMBER 10, 2008, AT CITY HALL, CONFERENCE ROOM B, BOYNTON BEACH, FLORIDA PRESENT: Tom Kaiser, Chair Chuck Magazine, City Liaison Morris Boruck Robert Zimmerman Stuart Preston, Alternate ABSENT: Thomas Krabill Lester McKinzie Darrel C. Fuller, Alternate Stanley Gavlick, Alternate ALSO PRESENT: Kurt Leucher, Guest I. CALL TO ORDER – Tom Kaiser, Chairman The meeting was called to order at 10:06 a.m. II. PLEDGE OF ALLEGIANCE – All Hands The members recited the Pledge of Allegiance to the Flag. III. INVOCATION The invocation was offered by Chair Kaiser. IV. ROLL CALL OF MEMBERS The Recording Secretary called the roll. A quorum was present. V. AGENDA APPROVAL Motion Mr. Zimmerman moved to approve the agenda as presented. APPROVAL OF MINUTES, May 14, 2008 Motion Mr. Preston moved to accept the minutes as presented. Mr. Boruck seconded the motion that passed unanimously. VII. COMMENTS BY CHAIR ?There were openings on the Board for one regular and one alternate member. Board members were encouraged to contact individuals from the Jewish War Veterans, Veterans of Foreign Wars (VFW) or American Legion to determine whether there was any interest in serving on the board. ?Individuals continued to dump debris in front of the Veterans of Foreign Wars location on the NE 21st Street. Chair Kaiser was awaiting word from Mr. Livergood. VIII. COMMENTS FROM VISITORS None. IX. OLD BUSINESS a. Memorial Day, May 25, 2008, Boynton Beach Memorial Park – completed The unveiling had been completed. b.Veterans Memorial at Bicentennial Park – Update 1. Construction and Landscaping Update – Review February 5, 2008 Special Meeting Minutes Mr. Magazine reported the Commission had approved contracts at the last Commission meeting, and work would commence shortly. Chair Kaiser commented the work was to have commenced in August, and the project was taking longer than necessary. Mr. Magazine noted the work was being coordinated in-house by Jody Rivers. 2. Sale of Bricks Update – Review November 14, 2007 Meeting Minutes 2 Meeting Minutes Veterans Advisory Commission Boynton Beach, Florida September 10, 2008 Chair Kaiser requested the Board members be included in discussions pertaining to the selection of bricks. Approximately 120 bricks had been sold to date. The brick walkway would extend to Federal Highway and should be attractive. Chair Kaiser did not feel the shade of grey suggested was appealing. Mr. Magazine would speak with Recreation and Parks staff. As commemorative bricks were purchased, they would be installed by staff, replacing the existing bricks. 3. Recommend to City Commission - Veterans' Day Commemoration- November 11, 2008 The dedication was scheduled for November 11, 2008 at 10:00 a.m. Chair Kaiser was attempting to secure the services of General Irzyk to serve as the keynote speaker. Other speakers would include Mayor Taylor and political leaders. Motion Mr. Boruck moved to recommend to the City Commission that the monument be dedicated at 10:00 a.m. on November 11, 2008 at the Veterans' Day commemoration. Mr. Preston seconded the motion that passed unanimously. Mr. Magazine presented a draft of the invitation for the Veterans' Day Celebration. d. Four Chaplains Memorial - Review March 12, 2008 and May 14, 2008 Meeting Minutes 1. Presentation and recommendation to City Commission of proposed monument (a) Funding mechanism - outside sources (b) Funding mechanism - City Chair Kaiser distributed a rendering of the Four Chaplains Memorial. The photographs of the Four Chaplains would be set in bronze. He suggested the Veterans Advisory Commission provide a tour of the park to school students. Motion Mr. Preston moved to offer the City the Four Chaplains monument installed and paid for free and clear by the Veterans Council. Mr. Zimmerman seconded the motion that passed unanimously. 3 Meeting Minutes Veterans Advisory Commission Boynton Beach, Florida September 10, 2008 2. Recommend continuing Proclamations to City Commission commemorating Four Chaplains’ Day on February 3rd annually (a) Recommend forwarding Proclamation to Palm Beach League of Cities (b) Referral to Boynton Veterans’ organizations in the County, rd State and nationally to designate February 3 annually as Four Chaplains’ Day rd The Veterans Council requested February 3 of each year be designated “Four Chaplains” Day.” Motion Mr. Boruck moved to recommend the City Commission declare February 3rd annually as Four Chaplains Day. Mr. Zimmerman seconded the motion that passed unanimously. Mr. Magazine would prepare a proclamation to be placed on the City Commission agenda. Upon approval, the proclamation would be sent to the various Leagues of Cities. Four Chaplains’ Day would be commemorated in February 2009 at St. Mark Catholic Church. As it would be necessary to obtain authorization to place the Four Chaplains’ monument in the park, Mr. Magazine would require the necessary information to present a proposal to the City Commission. The information would be required by the end of the week for inclusion on the October 7, 2008 agenda. Chair Kaiser encouraged the board to give thought to the unveiling ceremonies. X. NEW BUSINESS None. XI. BENEDICTION, MOMENT OF SILENT PRAYER The benediction was led by Chair Kaiser. XII.
