Minutes 03-11-97 MINUTES OF THE CEMETERY BOARD MEETING HELD IN CONFERENCE ROOM "A", CITY HALL, BOYNTON BEACH, FLORIDA, ON TUESDAY, MARCH 11, 1997, AT 7:00 P.M. PRESENT Tim Hensley, Chairman John Wildner, Parks Superintendent Tereesa Padgett Candace Smith Sue Kruse, Secretary ABSENT Betty Boroni Frances Cleary William Burton, Alternate I. CALL TO ORDER Chairman Hensley called the meeting to order at 7:00 p.m. II. ATTENDANCE Secretary Kruse called the roll. She acknowledged the presence of Parks Superintendent John Wildner. III. AGENDA APPROVAL OTHER, Under Mrs. Kruse added comments from a new resident and a memo received from the Facilities Manager regarding the roof on the shed. Mrs. Padgett moved to approve the agenda with these additions, seconded by Mrs. Smith. Motion carried 4-0. IV. APPROVAL OF MINUTES - FEBRUARY 12, 1997 Mrs. Padgett made a motion to approve the minutes, seconded by Mrs. Smith. Motion carried 4-0. V. RECEIPT OF BALANCE SHEETS A. November & December 1996 and January 1997 (Tabled) B. February 1997 Mrs. Kruse reported that Diane Reese, Finance Director, was waiting for information from the money managers and would report at the next meeting. Motion carried 4-0. VI. RECEIPT OF SALES REPORT - FEBRUARY 1997 After review, Mrs. Padgett made a motion to place on file, seconded by Mrs. Smith. Motion carried 4-0. VII. UNFINISHED BUSINESS A. Parks Department Report Mr. Wildner reported the line trimming and road edging were completed. He also told about changes in the work crew. He added that a hedge was driven over and will be replaced with damages collected from the driver. He told about meeting with Jerry Levine and encouraging the veterans' groups to get started with identifying the unmarked veterans' graves. Discussion ensued about how these could be temporarily marked. B. Reports on Cemetery Areas Assigned to Members Mrs. Smith referred to the cemetery looking good, but stated when entering from Seacrest Blvd., the concrete in the center area is broken. Mr. Wildner offered to obtain estimates to repair it. There was discussion about planting some vegetation in this area also. Mrs. Smith suggested also planting some flowers near the bush in the tree memorial area. Mrs. Padgett added that the trash can in this same area was unsightly. Mrs. Padgett agreed that it looks pretty good, but referred to trimming lacking around some headstones in certain areas. Also, the children's area looks unkept. She questioned whether a different mower was being used as piles of brown grass were evident and Mr. Wildner told about different crews being used with possibly different mowing styles. She stated that at least six to seven cars drove through there from Woolbright Road. In Block E or F, some markers are completely concealed. Mr. Wildner told about temporary help being used and problems encountered. Chairman Hensley stated he drove by Sara Simms Memorial Gardens and it looked all right and added that he will take over the mausoleum in place of Mrs. Boroni. C. Raising of Markers Mrs. Padgett suggested giving the new crew a chance to do this. Discussion ensued about how this could be encouraged and whether a monetary value could be placed on it. Comments were also made pertaining to methods for raising markers. It was agreed to wait about a month and see what is accomplished by the new crew. 2 MEETING MINUTES CEMETERY BOARD BOYNTON BEACH, FLORIDA MARCH 11, 1997 D. Closing of Entrance Mrs. Kruse reported that she spoke to Police Chief Gage and "No Thru Traffic" signs could be easily installed. There still would be people cutting through and police could not be there too often. The Woolbright entrance could be blocked off with a chain. Chief Gage suggests a warning be given before putting up the chain and also attaching orange flags to the chain for people to see and reduce our liability. Chief Gage will be glad to work with the board in any way. Discussion ensued about a chain requiring the people to open and replace it when entering and exiting. It was agreed to request a prototype of a proposed sign for the Board's approval. E. Mausoleum 1. Construction Date for New Addition Mrs. Kruse reported that the plans have been submitted and are being reviewed by the Building Department. 2. Artificial Flowers Mrs. Kruse reported that she talked to Mr. Osborne and he is not in favor of artificial flowers. City workers are supposed to remove fresh flowers when unsightly or dying. Mr. Osborne has supplied 400 to 600 vases and just three to four months ago, he delivered 48. He had a contractor put concrete in the bottom of at least 300 vases, but they continually disappear. He is not in favor of vases attached to the crypt. The marble could be broken by a person. There is liability to the city if someone should get hurt climbing up and a woman was just awarded $960,000 in damages when she got hurt placing flowers up on a crypt. Cemeteries with vases attached have workers there with special ladders to put the flowers in the vases. He is considering issuing each person a vase at the time of purchase and they must replace it. The members commented about not being in favor of artificial flowers. Chairman Hensley referred to never seeing marble broken at a mausoleum and told how the attached vases were easily accessible. There were also comments about numerous vases being unsightly lined along the ground. It was the consensus of the members that the rules should not be changed at this time and Mrs. Kruse was instructed to write a letter to the woman who inquired about artificial flowers being allowed. 2A. Crypt/Nitche Lettering 3 MEETING MINUTES CEMETERY BOARD BOYNTON BEACH, FLORIDA MARCH 11, 1997 Mrs. Kruse stated that Mr. Osborne would like to consider changing from bronze lettering to incising the crypts and nitches. He would start with the new building. Incising would require the workers to remove the crypt front and it is replaced with a temporary masonry board while the company incises it at their place. The workers would then have to put the fronts back up. During discussion, comments were made that changing the style at this point would not be preferable plus extra work would be required by the employees. 3. 5% Deposit from Boynton Beach Mausoleum Mrs. Kruse referred to researching the reason for this deposit and read the following from a document dated in 1978: "The contractor will pay an additional 5% of gross sales over and above the 15% for the cost of the cemetery property that will be utilized by the mausoleum space - this to be the ultimate amount of $200,000.00 over 20 years or less. This amount, intoto, to be used for maintenance of mausoleum during the first 20 years." Chairman Hensley questioned the status of this amount and Mrs. Kruse replied there is approximately $25,000 balance. They further reviewed some of the original documents and Mrs. Kruse pointed out that it did not state anywhere that the $200,000 was in payment of the land. She added that it did state the contractor will pay all construction and license fees. F. ROLLING DEVICE SKIRT Mr. Wildner reported that a requisition had been typed in the amount of $219.00 to purchase this from Frigid Fluid, who was the lowest bidder and the company that manufactures the rolling device. VIII. NEW BUSINESS A. Cemetery Roofing There was discussion whether this roof was ever replaced and it was agreed that more information should be obtained on the actual bids received. IX. OTHER Mrs. Kruse told about a new resident of Boynton Beach telephoning to suggest that the cemetery be screened from the road for various reasons. ADJOURNMENT There being no further business to come before the board, the meeting properly adjourned at 8:30 p.m. 5
