A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF BOYNTON BEACH, FLORIDA, APPROVING
MODIFICATIONS TO THE CITY ENGINEER JOB
DESCRIPTION; APPROVING FUNDING FOR THE
POSITION OF CITY ENGINEER; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, due to the changing circumstances of City operations, the City
Commission deems it to be in the best interests of the citizens and residents of the city
to separate the positions of Director of Development and City Engineer;
NOW, THEREFORE, BE IT RESOLVED BY THE CiTY COMMISSION OF THE
CITY OF BOYNTON BEACH, FLORIDA, THAT:
Section 1. The City Commission of the City of Boynton Beach, Florida does
hereby approve the following job description and authorizes the same to be added to
the pay plan for fiscal year 1996/97: City Engineer, which description is attached
hereto as composite Exhibit "A".
Section 2. This Resolution shall become effective immediately upon passage.

Nature of Work:
This is professional engineering and administrative work performed in the field
and office. An employee in this class is responsible for the application of
professional engineering skills and knowledge to municipal projects; supervises
and participates in varied engineering, location and topographic surveys. Work
involves responsibility for formulating and carrying out all technical details and
phases of municipal engineering projects. Exercises supervision over the
employees assigned to the engineering division engaged in technical and clerical
duties. Work is performed under the administrative direction of the Director of
Development with wide latitude for independent decision and judgment as to the
technical aspects of Engineering.
Tasks Statement (s):
Note: These examples are intended only as illustrations of the various types of
work performed in this class. The omission of specific statements of duties does
not exclude them from this position if the work is similar, related or a logical
assignment to the department function.
Serves in an advisory capacity on various planning projects, including new city
buildings, extension and remodeling of city buildings, parks, playgrounds,
streets, cemeteries, etc. Assists in the planning of any and all expansions of the
city's boundaries.
Prepares drawings and specifications for various public service projects.
Supervises all department budgeting requirements and administers department
personnel matters.
Supervises staff in the development design and construction of municipal
projects.
Assists and supervises in the preparation of drawings for construction,
maintenance or other municipal improvements.
Prepares technical specification for bid on various municipal projects such as
street improvements, etc.
Prepares and makes cost estimates of engineering projects.
Prepares cost estimates of amounts due contractors on a percentage of work
done basis.
Develops long range planning, goal setting, and work programs.
Maintains accurate records of all operations and transactions as required.
Coordinates the activities of consulting engineers, other municipal departments
and governmental agencies regarding city engineering projects.
Performs the following executive type duties: Interviews, selects and trains
employees; directs work assignments; maintains productions records for use in
supervision of control; appraises productivity or efficiency for the purpose of
recommending promotions or other changes in status; handles complaints and
grievances, plans work and provides for safety of employees.
Knowledqe, Skills and Abilities:
Thorough knowledge of the principles and practices of civil engineering as
related to the preparation of plans and specifications.
Thorough knowledge of land and engineering survey systems, methods and
techniques of engineering drafting.
Knowledge of modern methods and techniques as applied to the design,
construction, and maintenance of public works and utility projects.
Ability to plan, draw specifications, and supervise construction of new or
remodeling existing building and facilities.
Ability to establish and maintain effective working relationship with City officials,
employees, contractors, and the general public.
Ability to express ideas cleady and concisely, both orally and in writing.
Ability to prepare technical reports and keep accurate records.
Education and Job Related Experience:
Graduation from an accredited college or university with a degree or major
course work in civil engineering, and a minimum of five (5) years related
experience in local, county or state government, municipal engineering, road
construction, drainage design, traffic control; or any equivalent combination of
training and experience. Possession of a valid Florida Ddver's License within
thirty (30) days of appointment.
Special Requirements:
Must be a Registered Professional Engineer in the State of Florida in
conformance with Florida State Statute 471 .003.
Physical Demands:
Degree of physical demands (strength) usually associated with this classification:
Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10
pounds of force frequently and/or a negligible amount of force constantly to
move objects. Physical demand requirements are in excess of those for
Sedentary Work. Light Work usually requires walking or standing to a significant
degree. However, if the use of arm and/or leg controls requires exertion of force
greater than that for Sedentary Work and the worker sits most of the time, the job
is rated for Light Work.

Special Requirements:
The following certifications may be required as necessitated by position
parameters. Requirement to be met within time period established by the City.
Registration as a ProfessiOnal Engineer in the State of Florida and in
conformance with FlOrida State Statute 471.003.
Certification as a Building Official/Department Director pursuant to the current
program of certification of the Building Officials ASsociation of Florida.
