MINUTES OF SENIOR ADVISORY BOARD MEETING HELD AT
CITY HALL IN THE MALL, BOYNTON BEACH, FLORIDA, ON
MONDAY, FEBRUARY 1, 1999, AT 3:30 P.M.

1. PLEDGE OF ALLEGIANCE TO THE FLAG, MOMENT OF SILENT PRAYER
Chairperson Collins called the meeting to order at 3:30 p.m. The Pledge of Allegiance
to the Flag was recited, followed by a moment of silent prayer for all the seniors in the
City.
2. ROLL CALL
Chairperson Collins asked the Recording Secretary to call the roll. A quorum was
declared present.
Chairperson Collins welcomed the guests to the meeting.
3.APPROVAL OF AGENDA
Chairperson Collins asked if anyone had any changes or additions to the agenda.
There were none.
Motion
Ms. Stranahan moved that the Agenda, as submitted be approved. Motion seconded by
Ms. Field. Motion carried unanimously.

4. APPROVAL OF MINUTES – JANUARY 4, 1999
Chairperson Collins asked if everyone had an opportunity to review the January 4, 1999
minutes and called for a motion to approve the minutes.
Motion
Ms. Stranahan moved that the minutes of January 4, 1999 meeting be approved.
Motion seconded by Ms. Field. Motion unanimously carried.
Chairperson Collins briefed the members on the City’s absentee policy for Board
Members. Chairperson Collins read that:
“Whenever a member of any Board, with the exception of the Planning
and Development Board, has missed three regular monthly meetings
for any reason within one annual board term, that member will be
notified that one additional absence will cause his or her Board
membership to be terminated and a replacement will be appointed at
the time of the next absence”.
Chairperson Collins also reminded members if they are unable to attend a meeting, to
please call the City Clerk’s Office and inform them. Chairperson Collins mentioned that
there was no meeting notice in the newspapers for the Senior Advisory Board for the
last two meetings.
Chairperson Collins informed members that she sent a thank you note to the
Commissioners and City Manager after the Board Dinner. Also, Chairperson Collins
said she sent Governor Bush a congratulatory letter from the Senior Advisory Board and
that she received an appreciative note back from Governor Bush.
5. REPORT ON SENIOR CENTER
Chairperson Collins informed members that the City no longer employs Bulent
Kastarlak, who was a good supporter of the Senior Center. Mr. Kastarlak prepared the
initial drawings for the Senior Center. Chairperson Collins also said that the City
Manager is leaving and Ms. Willis was also a great supporter of the Senior Center.
Chairperson Collins hopes that the Senior Center will go through without any problems
as originally intended. Chairperson Collins said that Mr. Dale Sugerman who will
become Acting City Manager is very aware of what is going on in the City.
Ms. Stranahan asked what Ms. Melody Green’s participation was with the Senior
Center. Chairperson Collins said Ms. Green is the Project Director for the Senior

Center, but was not certain if any meetings have taken place. Chairperson Collins
noted that the sign is in place.
6. REPORT FROM HANK ACKERMANN
Mr. Ackermann said at tomorrow night’s Commission Meeting, the Commission will be
voting to authorize $384,000 from the CIP to pay for phase 1 of the Senior Center.
Also, the Commission will be asked to award the bid to Coral Tech Associates, Inc.,
who were the low bidders. Mr. Ackermann explained that Coral Tech would actually
perform the renovation work on the Senior Center.
Chairperson Collins asked where the item appeared on the Agenda. Mr. Ackermann
said it was under Bids and is Item No. VIII, which comes after public audience and
public hearings. Chairperson Collins suggested that someone from this Board should
be present at the meeting tomorrow night until the item is brought up for vote.

Chairperson Collins reported that on Saturday, February 6, the Advisory Board Forum
will be held at the Library from 10:00 to 1:00 p.m. Chairperson Collins said she would
not be able to attend and asked which members planned to be present. Ms. Christine
Davis and Ms. Bernice Joyce said they would attend. Chairperson Collins will prepare
the report for Ms. Davis to present at the Forum.

Mr. Ackermann announced that the GALA would take place on March 19 through the

21. Chairperson Collins said that the Senior Advisory Board would have to staff a
booth on Saturday and Sunday. Chairperson Collinssaid in past years they handed
out literature. This year Chairperson Collins said the Board is planning to raise money
and will be selling canvas bags for a $5.00 donation. The bags will have the “City of
Boynton Beach” on them. It was noted that this was very inexpensive for a canvas bag.
Also, the buttons will be sold for $1.00 each. Ms. Stranahan asked if the Board would
make any money selling the bags at $5.00 each. Chairperson Collins said the bags
would cost $2.38 each for 1,000.
Someone asked where the Senior Board booth would be located. Mr. Ackermann said
he should know the location by the next Board meeting. Chairperson Collins said that
the booth needs to be staffed by two people in two-hour shifts. Last year, Chairperson
Collins said they had a small stand that someone had made for them, but it did not have
an umbrella and it was very hot. Also, when it is windy, it is impossible to put an
umbrella up. Chairperson Collins asked if anyone knew where a canvas cover could be
located, it would be appreciated.

Chairperson Collins also said that pictures of the new Senior Center would be displayed
at the booth. Mr. Ackermann said he would check to see if there is something available
for the Board to use that would have a cover. After discussion, it was decided to order
1,000 bags for the GALA. Chairperson Collins said that the Board does not have to pay
for the bags in advance, but could be paid after the GALA.
Ms. Stranahan inquired if the City’s logo would be used on the bags. Mr. Ackermann
said he would get a City decal that could be used on the bags. Chairperson Collins said
she will have the schedule for the GALA available for the next meeting and that
members should try to recruit as many of their friends as possible to help with the booth.
Mr. Ackermann announced that the Green Market would be held this Saturday at
Veteran’s Park. The Green Market is held the first Saturday of every month and the

park is located on the corner Ocean Avenue and NW 4 Street. Mr. Ackermann also
said that food is served and last month it was very successful. The Market opens at
8:00 a.m.
Chairperson Collins informed members that she will be meeting with representatives
from Palm Tran Friday morning to discuss the Shopper Hopper. Palm Tran is
impressed with the Shopper Hopper set up and they are trying to organize
transportation for people who had been on assistance and/or welfare and did not work.
Chairperson Collins noted that the staff in the City Public Works Department goes out of
their way to please the seniors of the City.
Mr. Ackermann announced that the AARP would be doing taxes again this year at City
Hall.
The computer group was also present at today’s meeting. Chairperson Collins thinks
that the computer group can contribute to the City and could become a source of
income. Chairperson Collins requested that a proposal be drawn up showing what the
computer group can do to create income and said the Senior Center is looking for
donations of new computers. Chairperson Collins also requested that the computer
group make up a list of items and equipment that would be necessary to set up a
computer room. Chairperson Collins requested this be brought to the next Board
meeting for review.
Chairperson Collins asked Mr. Ackermann if there was a date for the opening of the
Senior Center. Mr. Ackermann said a spring opening is still anticipated.
A woman in the audience asked if there would be instructions offered on how to use the
computers. Chairperson Collins did not anticipate that there would be instruction on the

computers and that the people using them would already know how to operate a
computer.
A member from the computer group also suggested that if a vendor donated a
computer, a plaque could be placed on the computer acknowledging it as a gift to the
Senior Center. Chairperson Collins agreed that this was a good idea. It was also
suggested that local merchants might wish to donate cash, which could be used
towards the purchase of a computer. There could be a plaque acknowledging their
donation for a computer. Chairperson Collins said there is a letter available for anyone
who would like to solicit donations to the Senior Center that was prepared by the
Recreation Department for this purpose. Chairperson Collins presented a copy for the
members to review. Also, Chairperson Collins said if anyone was able to find a donated
computer, to please call Hank Ackermann to coordinate the donation.
8. ADJOURNMENT
There being no further business, the meeting properly adjourned at 4:05 p.m.
