MINUTES OF THE SAFETY COMMITTEE MEETING HELD IN THE
POLICE/FIRE TRAINING ROOM, CITY HALL, BOYNTON BEACH, FLORIDA,
ON MONDAY, APRIL 14, 1997, AT 10:00 A.M.

I. CALL TO ORDER
Chairman Rumpf called the meeting to order at 10:06 a.m.
II. ROLL CALL
The Recording Secretary called the roll. Mr. Falstad introduced Chris Gamble who will
be filling the position of regular member representing the Golf Course. Mr. Falstad will
fill the alternate position.
Mr. Borden advised that Lynn Myers called to say she would not be able to attend
today’s meeting.

III. ACCEPTANCE OF MINUTES OF MARCH 10, 1997 REGULAR MEETING
Chairman Rumpf requested that paragraphs two and three of Item V-A. on Page 6 be
corrected as follows:
Paragraph 2
:
“At this time, Mr. Lips left the meeting so that the Safety Committee
could discuss the suggestion he has submitted.”
Paragraph 3, Sentences 3 and 4
:
Mr. Magazine advised that Mr. Lips suggested putting a sign on the
wall over the paint and sign shop at the Public Works Compound that
says, “The best defense is a good defense -- Drive Defensively.” Mr.
Lips felt that 85 to 90 percent of all City employees would see this
sign when they need fuel or when they go to the maintenance shop.
Motion
Mr. McCaffrey moved to accept the minutes of the March 10, 1997 regular meeting as
corrected Mr. Bobich seconded the motion which carried unanimously.
IV. Safety Committee Education & Training Program, “Mini-Back and Ergonomics
Clinic” - Andre Boucher, MSPT, Pinecrest Rehabilitation Hospital Site
Manager, Occupational Health Clinics
Chairman Rumpf introduced Mr. Andre Boucher who offered a Mini-Back and
Ergonomics Clinic as a result of a request for information from Mr. Magazine. Mr.
Boucher put together information based on OSHA Guidelines that could help in our
daily operations. (Copies of this information are attached to the original copy of these
minutes on file in the City Clerk’s Office.)
Arthur Lee arrived for the meeting at 10:30 a.m.
Following the presentation, Chairman Rumpf asked Mr. Boucher to provide clarification
on the use of back belts. Mr. Boucher explained that back belts were used for many
years to decrease the magnitude of a back injury. However, problems arose with
regard to administrative issues. In theory, the belts work; however, the issues of fit,
care of the equipment and training relative to their use must be provided.
Mr. Magazine thanked Mr. Boucher for his presentation.

V. OLD BUSINESS:
A. Exposure Control Program
Mr. Magazine reported that he is working on this issue with Jim Ness. When Mr. Ness
returns from vacation, they will put the program together.
B. Accident Review Board Referral
1. Untarping the roll-off on Sanitation Trucks
Mr. Magazine has not yet received any correspondence from Public Works with regard
to this item. He will check with that department and report back at the next meeting.
C. Fire Drills
Arthur Lee reported that there has been some discussion about the fact that the fire
alarm does not sound in every part of the building. If an employee is in the break room
when the alarm rings, he/she has no way of knowing that there could be a potential fire
in the building. Therefore, the employee returns to an evacuated office.
A suggestion was made to have someone in charge to make sure no one enters an
area that has been evacuated until the Fire Department provides an “all clear”.
Another suggestion was made to devise a method of alerting employees that an alarm
has sounded in another part of the building.
Chairman Rumpf requested that Mr. Magazine meet with representatives of the Fire
Department to review this situation and determine the areas of the building that are
affected by alarms, and those that are not affected by the alarm. In addition, he will
attempt to find out why the alarm has sounded so many times in the recent past.
D. Accident Review Board Referral
1. Parking Garage Basement Lighting
Mr. Magazine will contact Facilities Management for an update on this issue.
E. Parking Garage Flooring (i.e. very slippery when wet)
Mr. Magazine will contact Facilities Management and provide a report at the next
meeting.

F. EWTP Building Entrance Stairway Safety
Mr. Bobich advised that only two quotes were received on this item. A selection was
made and the paperwork is now in progress.
G. Program - Employee Feedback
DriverCheck
Mr. Bobich reported that there are still complaints from employees who are not happy
about the fact that not all of the cars have stickers.
Mr. Magazine explained that the new vehicles do not yet have stickers because we do
not have a surplus of stickers on hand. Mr. Bob Lee further explained that when the
program was first implemented, DriverCheck was supplied with an inventory of all City
vehicles. They then provided the stickers. When all of the new vehicles have arrived,
Mr. Fisher will meet with DriverCheck to provide the vehicle numbers. We will then be
able to secure the stickers for those new vehicles.
Mr. Wildner questioned whether or not the City gets credit for a vehicle that is taken out
of service. Mr. Magazine did not believe we are compensated in any way, but he will
check with DriverCheck to see if there is a provision in the program to provide credit for
a vehicle no longer in service.
VI. NEW BUSINESS:
A. Accident Review Board Referral
1. Golf Course Safety Issue
Mr. Falstad explained that in order to assist golfers, the Golf Course has Cart
Attendants handling the bags. This issue relates to lifting the golf bags into the bag
cart. An accident occurred as a result of this repetitive movement.
Mr. Magazine advised that he spoke with Mr. Boucher prior to the meeting, and he, or
an associate of his, is willing to visit the Golf Course to look at the situation to see if
there are any suggestions on how to make improvements.
Mr. Wildner advised that in making its determination, the Accident Review Board
wanted the department to do more analysis to see if there is anything that can be done
to reduce this type of accident.
Mr. Falstad feels there may be a way to redesign the bag cart so that the bags are
placed in an upright position in he cart, rather than laying down. Retrieving the bags
from an upright position may provide a safer situation.

Mr. Bob Lee pointed out that after listening to Mr. Falstad’s description of the
circumstances involved in this accident, he feels the Supervisor’s Report of the
Accident is misleading.
Mr. Falstad explained that he filled out the report after the Supervisor had completed
his portion. The information Mr. Falstad reported on the form came directly from the
injured employee during his investigation.
Chairman Rumpf said he questioned why this accident was deemed “Preventable”, and
pointed out that when an accident is determined to be preventable, there should be
corrections made. In his opinion, if this report lacks information, then the case should
be reviewed again.
Mr. Wildner advised that the employee has the ability to appeal the findings of the
Accident Review Board.
Chairman Rumpf advised the members that the Safety Committee has the option of
advising the employee about his/her right to appeal, or requesting that this application
be reprocessed. He believes this should go back to the department for proper action.
Vice Chairman Hall pointed out that this employee has been doing this job for years
without injury. However, since this job requires repetitive motion, it is possible that the
employee sustained a sprain from that motion. Vice Chairman Hall further feels that
there should be another category on the form other than “preventable” and “non-
preventable” to cover situations such as this.
Mr. Falstad agreed that this appears to be more of a workplace accident than an
employee accident.
Motion
Chairman Rumpf moved to request further information from the Golf Course to process
this. Vice Chairman Hall seconded the motion which carried unanimously.
2. Utilities Administration Safety Issue
This accident is relative to a door on an ice machine closing and hitting an employee
on top of her nose.
Mr. Bobich reported that a lock has been installed to keep the door in place.

B. Water Leak in Communications
Mr. McCaffrey reported that there was a steady rainstorm yesterday, and water leaked
into the Communications area in the East Wing. He reminded everyone that
Communications only returned to this area approximately two weeks ago.
C. Safety Footwear
Mr. Magazine advised that the Warehouse will not handle the vouchers for the safety
shoes. These vouchers can be secured from Finance.
In addition, Mr. Magazine reported that he has been in touch with WalMart, and he is
working with them to try to find more non-steel-toed shoes.
D. Ear Plugs
Mr. Magazine has found a manufacturer who makes colored ear plugs. These plugs
are now available.
VII. ANNOUNCEMENTS
A. Safety Council of Palm Beach County - Program Notices
A list of programs was provided.
VIII. ADJOURNMENT
There being no further business to come before the Safety Committee, the meeting
properly adjourned at 12:03 p.m.
