Minutes 06-09-97 MINUTES OF THE SAFETY COMMITTEE MEETING HELD IN THE POLICE/FIRE TRAINING ROOM, CITY HALL, BOYNTON BEACH, FLORIDA, ON MONDAY, JUNE 9, 1997, AT 10:00 A.M. PRESENT Ken Hall, Vice Chairman - Development Chuck Magazine, Risk Mgmt. CALL TO ORDER Vice Chairman Hall called the meeting to order at 10:05 a.m., and announced that Chairman Rumpf was unable to attend today’s meeting since he is Acting Director of the Planning and Zoning Department today. II. ROLL CALL The Recording Secretary called the roll. Hugh McCaffrey, Bob Borden, Greg Bean, and David Egnor had not yet arrived for the meeting. III. ACCEPTANCE OF MINUTES OF MAY 12, 1997 REGULAR MEETING Motion Mr. Magazine moved to accept the minutes of the May 12, 1997 regular meeting. Mr. Atkins seconded the motion which carried unanimously 1 MEETING MINUTES SAFETY COMMITTEE BOYNTON BEACH, FLORIDA JUNE 9, 1997 Greg Bean and David Egnor arrived for the meeting. IV. OLD BUSINESS: A. Exposure Control Program Mr. Magazine advised that he and Jim Ness are still working with the County on this program, and this is an ongoing process. B. Accident Review Board Referral 1. Untarping the roll-off on Sanitation Trucks Mr. Magazine spoke with Larry Quinn of Public Works who advised that the employees are successfully using extension poles. This item will be deleted from the next agenda. C. Fire Drills Since Bob Borden had not yet arrived for the meeting, no report was available. However, Mr. Magazine explained that the Safety Coordinators are to contact the Fire Department to coordinate scheduling fire drills. There is no need to schedule fire drills for City Hall. Mr. Magazine reminded the Safety Coordinators to ensure that any department dealing with members of the public make certain that the citizens are aware of the fact that a fire drill is in progress and they must leave the building until the Fire Department declares an “all-clear”. D. Accident Review Board Referral 1. Parking Garage Basement Lighting E. Parking Garage Flooring (i.e. very slippery when wet) Mr. Magazine reported that Items D.1 and E are currently going through the budget process for funding approval. The existing garage floor was made to last only a certain amount of time, and we have surpassed that time period. F. EWTP Building Entrance Stairway Safety A copy of a photograph showing that the handrails have been installed at the EWTP was included in the back-up material. G. National Safety Month - June Mr. Magazine advised that a packet of information has been ordered from the National Safety Council. As soon as the information arrives, it will be available for the departments. 2 MEETING MINUTES SAFETY COMMITTEE BOYNTON BEACH, FLORIDA JUNE 9, 1997 V. NEW BUSINESS: Positive Safety Training 1. Mr. Magazine reported that he and a number of other City employees attended a presentation of a positive motivation safety program provided by Aubrey Daniels and Associates, and sponsored by J&H Marsh & McLennan. The employees were impressed with the presentation and Mr. Magazine recommended it to the City Manager for presentation to our senior management staff. This presentation will be provided at no cost to the City. Implementing this program City-wide would cost approximately $150,000. Therefore, in his recommendation, Mr. Magazine suggested that the City look at the possibility of grant funding. Mr. Magazine explained that this is a behavior modification program which is being used by many corporations . Employees are trained to be monitors who identify other employees who are working safely. An awards program rewards those people who are operating in a safe manner. Mr. Magazine is awaiting a response from the City Manager to determine whether or not to investigate this program further. DriverCheck Program 2. Mr. Magazine reported that when he became the City’s Risk Management Specialist, the DriverCheck Program was already approved for use in the City. Although the intention of the program was good, it is a program that is perceived by many employees as being very negative, and Mr. Magazine does not feel this program is one that is worth continuing. In his opinion, it is more effective to change people’s attitudes by doing something positive, rather than doing something negative. Mr. Magazine explained that he presented a defensive driver training and awards program that was stymied due to budget constraints. However, that program has now been incorporated into the budget process for next year. His recommendation to the Safety Committee is to eliminate the DriverCheck Program as soon as possible and implement the more positive defensive driving and awards program. Hugh McCaffrey and Bob Borden arrived for the meeting. Bob Lee and Greg Bean support Mr. Magazine’s recommendation for the elimination of the DriverCheck Program and implementation of more positive programs. Greg Bean reported that approximately two years ago, the Police Department provided a driving course for its employees that proved successful in reducing accidents in the Delray Beach Police Department by 40%. In Bob Borden’s opinion, driving safely or unsafely is a choice made by each driver. He agrees that the stickers provided by DriverCheck will not change anyone’s attitude. However, some drivers will not change their attitudes even with defensive driver training. Vice Chairman Hall recommended that this item be included on next month’s agenda when a full Committee is present. He requested that the Committee be provided with information on the number of vehicular accidents that have occurred in each department over the last six months. 3 MEETING MINUTES SAFETY COMMITTEE BOYNTON BEACH, FLORIDA JUNE 9, 1997 VII.
