MINUTES OF THE ADVISORY BOARD ON CHILDREN AND YOUTH MEETING
HELD IN COMMISSION CHAMBERS, CITY HALL, BOYNTON BEACH, FLORIDA,
ON THURSDAY, JANUARY 22, 1998, AT 6:00 P.M.

I. CALL TO ORDER
Chairperson St. John called the meeting to order at 7:05 p.m. Ms. Girtman and Ms.
Panton were not yet present. In addition to the board members and Ms. Green, Jeffrey
Davis was present.
Since Mr. Borovy told Mr. Davis not to come to the last meeting, Chairperson St. John
asked him to write a letter to the City Clerk to have Mr. Davis reinstated to the board.
II. MOMENT OF SILENT PRAYER
A moment of silent prayer was observed.
III. APPROVAL OF AGENDA
No additions, deletions, or corrections were made to the agenda.
Motion
Vice Chairperson Borovy moved to approve the agenda as presented. Ms. Lengert
seconded the motion, which carried unanimously.

IV. APPROVAL OF MINUTES
No additions, deletions, or corrections were made to the minutes of the last meeting.
Motion
Vice Chairperson Borovy moved to approve the minutes of the November 20, 1997
meeting as submitted. Ms. Miller seconded the motion, which carried unanimously.
Motion
Vice Chairperson Borovy moved to approve the minutes of the October 25, 1997
Advisory Boards Open Forum. Ms. Lengert seconded the motion, which carried
unanimously.
V. PRESENTATIONS, CORRESPONDENCE, AND ANNOUNCEMENTS
A. Green Market – Saturday from 8:00 a.m. to 2:00 p.m.
Chairperson St. John advised that the Green Market is held every Saturday from 8:00
a.m. to 2:00 p.m. She understands they have a DJ there now. She advised that she
was there last Saturday around 11:00 a.m. and nobody was there.
Ms. Green advised that they are still looking to expand. However, in order for more
vendors to be interested in signing up to sell on Saturdays, they want to see more
people there. They are trying ways, such as with the DJ, to get more people downtown.
Automobile Accident – Senior Advisory Board Members
At this time, Chairperson St. John advised that two members of the Senior Advisory
Board were seriously injured in an automobile accident, and she sent letters to them on
behalf of the Advisory Board on Children and Youth. Ms. Lengert gave an update on
their conditions. She felt something should be done about the trucks on I-95. Vice
Chairperson Borovy felt this should be brought to the City Commission’s attention under
the Public Audience portion of a City Commission meeting. He felt we do not have
enough State Troopers to properly patrol the highway. Chairperson St. John suggested
that the citizens write to their legislators.

B. CDF Updates
Chairperson St. John distributed several Children Defense Fund updates and asked the
members to review them before the next meeting to see if there is anything that the
board might want to look at more closely.
VI. NEW BUSINESS
A. Youth Expo
Chairperson St. John advised that the Youth Expo will be held either the weekend of
November 13 or November 20, 1998. She pointed out that the board needs to start
planning this event and send out letters. She suggested that the theme of this year’s
expo be “volunteerism” and the board agreed.
Motion
Mr. Borovy moved to adopt “volunteerism” as the theme for the Youth Expo. Ms.
Lengert seconded the motion, which carried 4-0. Ms. Girtman and Ms. Panton were not
yet present.
At this time, Ms. Girtman arrived and Chairperson St. John updated her on what
transpired at this meeting before her arrival.
Chairperson St. John will be delegating assignments for the Youth Expo at the next
meeting. Ms. Lengert suggested contacting the schools early. Chairperson St. John
suggested asking the Education Advisory Board to help with the Youth Expo.
Ms. Miller suggested that whoever picks up the artwork be held responsible for returning
it. She advised that at the last expo, Daniel Wallach won an award but did not know
about the awards ceremony. In addition, his artwork was never returned to him.
Chairperson St. John did not have his name on the list of winners and said she would
look into this matter further.

VII. OLD BUSINESS
A. Skate Park
Vice Chairperson Borovy advised that the Skate Park Committee is meeting with the
County tomorrow to discuss having the Skate Board Park at Caloosa Park. He will
report on this item at the next meeting.
B. Youth Volunteer Bank
Chairperson St. John advised that Custom Lawn Service and Frances Brewster each
donated $100, and Publix Supermarket Charities Incorporated donated $1,000. She
spoke to Robert Taylor of Bethesda Hospital a couple of days ago and he will be
speaking to his superiors. She also met with Mike Bottcher today and he is having a
check cut tonight.
Ms. Lengert will contact Terminex for a donation. Vice Chairman Borovy will be
discussing the Youth Volunteer Bank at Santaluces next week.
Chairperson St. John advised that most of the volunteers are not sending their cards in.
She sent a letter out to each of them with a new list of volunteer opportunities and a
new card. The letter also stated that they should contact us if they have a problem
getting their cards in.
The awards ceremony and buffet is scheduled for Thursday, May 7, 1998 from 5:30 to
10:30 p.m. at the Civic Center. Chairperson St. John will work with Ms. Green on
getting letters out to the restaurants asking for donations for the buffet. Ms. Lengert will
be the contact person and Ms. Miller will assist her.
Ms. Green suggested sending out the invitations a months in advance of the ceremony
and request that the people respond two weeks prior to the ceremony.
Chairperson St. John advised that she asked Bob Hayes of Bob’s Quick Printing to
donate the invitations. She pointed out that some of the children may want to volunteer
to clean up after the ceremony to earn volunteer hours.
Chairperson Borovy will contact Sam’s for paper goods and banners at least a month
before the event. He pointed out that these types of requests have to be reviewed by

their committee. Ms. Girtman suggested asking the party stores for balloons or other
decorations.
Chairperson St. John advised that savings bonds and certificates will be awarded at the
ceremony. Ms. Lengert suggested awarding all participants a pineapple pin.
Chairperson St. John suggested having Volunteer Bank T-shirts and buttons made up.
Vice Chairperson Borovy will find out how much it would cost to order the pins from
Doris Pastl of the Chamber of Commerce.
Chairperson St. John advised that everyone who participates will get a pin with the
Volunteer Bank logo on it. At the April meeting, after all the donations are collected, the
board will have to decide on the amount of the bonds that will be awarded to the
children with the most volunteer hours. Chairperson St. John suggested sending
another letter to the volunteers to remind them that they need to send in their cards by
the end of April. Also, she pointed out that the volunteer’s hours still have to be verified.
C. Youth Council
Chairperson St. John advised that she talked to some people about how they formed
their Youth Council and how they got their money. Delray Beach runs their Youth
Council through one of the divisions in the City; however, it is not an official City entity.
Therefore, they do not have to deal with the Sunshine Law. They have mentors who
guide the youth and keep them informed of what is happening in the City concerning
youth. One of the mentors is Lula Butler, the Director of Community Improvement for
the City of Delray Beach. Included in her budget each year is $1,000 for the Youth
Council. Whenever they need more money, they go to the Commission with their
proposal and ask for it, or they raise their own money.
Chairperson St. John will give all the information she has collected about the Youth
Council to Ms. Green to turn over to Virginia Farace, the staff liaison for the education
portion of Vision 20/20. Ms. Farace will also be given the names of the children
interested in the Youth Council. Copies of this information will be given to the City
Commission.
At this time, Ms. Panton arrived.
Ms. Girtman asked if the board would have any input after they turn the information over
to Ms. Farace. She expressed concern about this being put on the back burner. Ms.
Green suggested that the board request quarterly updates or meetings pertaining to this

issue. She will write a cover letter to Ms. Farace. The board discussed what they
wanted that letter to state. Ms. Girtman would like to be kept informed of the progress
of the Youth Council and she would like to meet at least twice a year to discuss the
Youth Council. The names of the people interested in being mentors should be
submitted to Ms. Green for inclusion in the cover letter.
Community Forum Re: Design/Curriculum – High School
At this time, Chairperson St. John advised that a Community Forum is going to be held

on Friday, January 30 in the Library Program Room regarding the design and
curriculum of the high school. Vice Chairperson Borovy volunteered to attend that
forum and report back to the board at the next meeting.
1913 Schoolhouse Museum
Chairperson St. John distributed a memo, dated January 20, 1998, regarding an update
on the 1913 Schoolhouse Museum.
D. Open Forum
Chairperson St. John reminded everyone that the Advisory Boards Open Forum is

scheduled for Saturday, January 31 from 12:00 to 2:00 p.m. at City Hall in the Mall.
She reviewed the agenda for this forum. She explained that the Senior Advisory Board
was supposed to host this forum. However, since two of their members were injured in
an automobile accident, and since their Chairperson is on grand jury duty, this board will
be hosting this forum again. Betty Collins, Chairperson of the Senior Advisory Board,
sent Chairperson St. John a donation towards refreshments. Vice Chairman Borovy
volunteered to get the paper goods.
Ms. Girtman stated that at the last forum, there was discussion about the boards
communicating with each other and a suggestion was made that the boards receive
each other’s minutes. Ms. Green will send a letter to the City Clerk’s Office requesting
that one copy of the minutes of the boards’ meetings be forwarded to each board.
Chairperson St. John advised that there was also discussion at the last forum about the
youth and the Garden Club working on a project together. Ms. Green advised that she
talked to the City Forester, Kevin Hallahan, and the Acting Director of Recreation and
Parks, John Wildner, and they suggested the Art Center as a possible location for a
butterfly garden. The Parks Division would help oversee this project. Vice Chairperson

Borovy offered to contact the Garden Club to see if they would be interested in this
project.
Chairperson St. John mentioned the golf clinic/tournament that was previously
discussed. Ms. Green advised that the Golf Director, Joe Sciortino, has conducted
youth golf clinics in the past in conjunction with the Professional Golf Association. She
will check with him to see if he is conducting one again this year.
Ms. Green advised that Steve Walman is interested in serving either on this board or
the Library Board and would like Chairperson St. John to call him to discuss this board.
Chairperson Borovy will contact Mr. Walman.

There being no further business to come before the board, the meeting was adjourned
