Minutes 02-26-98 MINUTES OF THE ADVISORY BOARD ON CHILDREN AND YOUTH MEETING HELD IN COMMISSION CHAMBERS, CITY HALL, BOYNTON BEACH, FLORIDA ON WEDNESDAY, FEBRUARY 26, 1998 AT 7:00 PM PRESENT Advisory Board on Children & Youth Education Advisory Board Shanna St. John, Chairperson Nellie Denahan, Chairperson Bob Borovy, Vice Chairperson Steven Kuehn, Student Staff Angela Girtman Marie Lengert Melody Green, Recreation Superintendent Hattie Miller Ita Murray Jeff Davis (Student) ABSENT Rita Leidner Denise Panton Amy Williams (student) I. CALL TO ORDER Chairperson St. John called the meeting to order at approximately 7:08 PM. Ms. Girtman had not yet arrived. II. MOMENT OF SILENT PRAYER A moment of silent prayer was observed III. APPROVAL OF AGENDA MOTION to approve the Agenda as presented was made by Vice Chairperson Borovy Motion carried unanimously. and seconded by Mr. Kuehn. IV. APPROVAL OF MINUTES MOTION to approve the Minutes of the Meeting of January 22, 1998 as presented was Motion carried made by Vice Chairperson Borovy and seconded by Ms. Lengert. unanimously. -1- MINUTES ADVISORY BOARD ON CHILDREN AND YOUTH BOYNTON BEACH, FL FEBRUARY 26, 1998 V. PRESENTATIONS, CORRESPONDENCE AND ANNOUNCEMENTS A. Introduce New Members Chairperson St. John welcomed and introduced the newest member of the Board, Ita Murray. Ms. Murray then addressed the Board and told a bit about herself. Vice Chairperson Borovy introduced a member of the audience Mr. Jermaine Ivory, Deleted: G (student). B. CDF Updates Updates and handouts were given to members of the Board. Chairperson St. John asked the Board to bring up any questions or concerns at the next meeting. Ms. Denahan thanked the Board for hosting the Special Forum. She said the Education Advisory Board said this Board was doing a great job and thanked Chairperson St. John for her assistance. VI. NEW BUSINESS A. GALA Miss Green addressed the board and said there would be two 10’ x 10’ spaces Deleted: Ms. Denahan available. The GALA will be open from 10:00 AM - 9:00 PM Friday and Saturday March 20-21, 1998 and from 10:00 AM - 6:00 PM Sunday, March 22, 1998. Chairperson St. John passed out a sheet and asked members to write in which hours from the above schedule they would be available to spend at the table. Chairperson St. John asked if any members of the Board could volunteer for the GALA on Sunday. She reminded members to make sure they attended the GALA on the times they indicated. She said she would contact absent Board members and ask them to volunteer some time. A brief discussion was held regarding what should be included on a card that the public attending the GALA can fill out expressing any interest they might have on helping or joining any of the Boards. She said that Advisory Board applications will be available, but she said it would be helpful to receive input, ideas and comments from residents. Ms. Girtman arrived. Ms. Green said that flyers can be prepared, and once the date for the Youth Expo is set, the information can be sent out for this program in November. -2- MINUTES ADVISORY BOARD ON CHILDREN AND YOUTH BOYNTON BEACH, FL FEBRUARY 26, 1998 Chairperson St. John asked Ms. Denahan to follow up with the person who had volunteered to put up a tent. Ms. Lengert advised the Board that a Leisureville artist would like to donate a large painting to the Children & Youth Board, and would like it to be displayed at the Youth Expo. Ms. Green said she would find out about protocol regarding accepting such a donation. Vice Chairperson Borovy said volunteers were needed for clean-up. Ms. Green said the city provides street cleaners for clean-up. Vice Chairperson Borovy said help might be needed on the outside area. B. Youth Volunteer Bank Ms. Lengert said she received donations from Terminex, two $125 cleanouts, and asked that a letter be sent thanking them for the donation. She also mentioned that Torchio’s will donate 10 lbs of potato salad and 10 lbs of cole slaw. Vice Chairman Borovy said he was at Santaluces and he spoke with Susan Hendricks who was not yet ready to submit the applications. He will go next week to see if they are ready. He also went to Calvert Cove, met with Yvonne Mercadi who said she is looking to possibly sign up 120 children. Ms. Girtman said she has five applications and will bring them to the next meeting. Chairperson St. John reminded the Board that cards, and an application and one card filled in with hours must be received by March 26, 1998 so she can see how many children are signed up in order to determine how much food is needed. If this information is not received by then, the children will not be included in the Banquet. Chairperson St. John said flyers are being printed for distribution to the children. She expected to have invitations ready to go out shortly. A brief discussion was held on approximating how many people might be attending as Ms. Lengert said Bud’s Chicken wanted to know the approximate head count as they will be donating chicken. Denny’s is donating three pies. Burger King will let us know. Ms. Lengert said some places do not donate food because of transportation issues. Vice Chairman Borovy got price quotes on pins. There is a $100 one-time-only charge for the die. The pins would be $4 each up to 400 and $2 each over 400. He said the type of pin could be downgraded to cut costs. Ms. Denahan suggested speaking with the trophy shop to see what might be available. -3- MINUTES ADVISORY BOARD ON CHILDREN AND YOUTH BOYNTON BEACH, FL FEBRUARY 26, 1998 Ms. Girtman asked if the city would underwrite any moneys for the pins. Ms. Green said it would probably be difficult as this year’s fiscal budget is already set, but would look into the possibility. She suggested that if a lot of food was donated, that some of the contribution money might be spent on pins instead. Ms. Girtman asked Ms. Green to see if the Recreation Department bought medals. Ms. Green said some items can be bought through the city. Vice Chairman Borovy suggested that various sponsors might be solicited to buy the pins. Ms. Girtman suggested sending a flyer to other board chairpersons before the next meeting asking for volunteers. C. Youth Council The Delray Beach Council is prepared to come to help as everything is being put together. We are sending the information to Virginia Farace. Mr. Davis will help her organize. D. Forum The Minutes were not ready at this time, but will be available for adoption at the next meeting. Vice Chairman Borovy said speakers should be limited to three or four minutes at the next Forum. Chairperson St. John said this will be mentioned. Chairperson St. John said this Board will not have an Open Forum until October. She also said that the other board minutes will be kept in a folder and asked that two extra copies of the Minutes from the Open Forum be sent to her. Ms. Green said she would take care of this. Chairperson St. John said she will check with the City Clerk’s office to see if she can find the artwork from the young man Ms. Miller had asked about. She said there was another art contest going on at the time. Ms. Lengert said the Congress Middle School is looking for mentors for reading on March 2 at 9:30 AM, and asked if anyone was interest in attending. -4- MINUTES ADVISORY BOARD ON CHILDREN AND YOUTH BOYNTON BEACH, FL FEBRUARY 26, 1998 Butterfly Garden - Vice Chairperson Borovy contacted the Garden Club and will attend one of the meetings. E. Youth Expo Chairperson St. John spoke with Sheila, but she did not know the date of Christmas in the Park. Sheila asked about Halloween, but Chairperson St. John said no. Chairperson St. John is waiting to hear from Sheila so the Board can start working on the letters. Theme - Chairperson St. John asked the Board to think about a theme phrase about volunteerism. MOTION made by Vice Chairperson Borovy and seconded by Mr. Davis to accept Motion carried unanimously “Make A Difference - Volunteer” as the theme. . A discussion was held about the various contests to be conducted. The following were selected: Art Contest No sculptures. Contestants will be asked to mount their artwork if possible. Photo Contest Will be limited to high school students, and they may use their own cameras, previously taken photos will be accepted. Only one photo from each contestant will be considered for judging. Creative Writing All entries for all contests must specifically relate to the theme - “Make A Difference - Volunteer” or it will be eliminated. Vice Chairperson Borovy suggested contacting the school counselors about the contests so the children can be informed. Youth Survey - Chairperson St. John read last year’s survey and asked the Board if anything should be added, deleted or changed. Ms. Green said the Survey will be distributed to 20,000 households in Boynton Beach and volunteers will be asked to attend some of the meetings. The Board agreed to keep the Survey the same as last year’s. Puppetry Arts Theater - Ms. Girtman spoke about a prior Youth Expo and asked if it was possible for the group to do a mime show. She also mentioned that they are looking for volunteers to help move them into their new theater. -5- MINUTES ADVISORY BOARD ON CHILDREN AND YOUTH BOYNTON BEACH, FL FEBRUARY 26, 1998 Entertainment - Chairperson St. John said she would like to get some of the city ballet clubs to perform. Ms. Green said she will look into this. F. Skate Park Vice Chairperson Borovy mentioned that Bruce Black is Chairman of the Ad Hoc Committee and is currently looking for a location. Ms. Green asked Ms. Girtman if she would be interested in helping with Afro American Scientist and Inventors for next year, and Ms. Girtman said yes, she would work with the Recreation Department on the Black Awareness Program. Vice Chairperson Borovy said the VFW is sponsoring an essay contest on “What Patriotism Means to Me,” for the 7th, 8th and 9th graders. He said the winner of the contest should probably be up on the Youth Expo. VIII. PUBLIC AUDIENCE - None IX.
