MINUTES OF THE ADVISORY BOARD ON CHILDREN AND YOUTH MEETING
HELD IN COMMISSION CHAMBERS, CITY HALL, BOYNTON BEACH, FLORIDA, ON
THURSDAY, FEBRUARY 27, 1997, AT 7:00 P.M.

CALL TO ORDER
Vice Chairperson Girtman called the meeting to order at 7:00 p.m.
MOMENT OF SILENT PRAYER
A moment of silent prayer was observed.
APPROVAL OF MINUTES
There was no agenda to follow. Approval of the minutes of the previous meeting was
tabled until the next meeting.
INTRODUCTION OF NEW MEMBER
Ms. Lengert introduced Jeffrey Davis, a new member of the board. Mr. Davis told the
board a little about himself.
YOUTH EXPO
Ms. Williams advised that a tentative date for the Youth Expo was scheduled for the
first weekend in November.

Ms. Lengert wondered if we should hold the Youth Expo every other year. She pointed
out that it is very difficult to get donations every year.
Motion
Ms. Lengert moved to hold the Youth Expo every other year. Ms. Miller seconded the
motion, which carried unanimously.
NEIGHBORHOOD REVITALIZATION PROGRAM
Ms. Williams advised that there is a person involved in the United Way in Lake Worth
who works with high school and middle school counselors. They have five projects a
year involving the teenagers in Lake Worth. This person will speak to the board at the
next meeting.
Ms. Lengert felt this program should be for high school students only and that they
should be accompanied by at least one adult. She did not think it was good for us to
take the responsibility of bringing a 12 year old into an area that they are not used to.
Ms. Williams felt everybody should be involved in this program, not just the youth.
Ms. Lengert pointed out that this board is trying to work with the youth in Boynton
Beach, not the elderly.
Vice Chairperson Girtman did not think this board should assume the responsibility of
taking on a youth group. She would like the board to coordinate youth volunteers, plan
one big day similar to “paint your heart out” day, and invite all the youth to participate.
She would like to start a youth volunteer network. She pointed out that some of the
high school students need to do community service to get scholarships, etc. In this
case, Ms. Lengert suggested that we look for our own high schools students if it would
help them get into a college.
Ms. Lengert volunteered to contact different agencies to find out if they have a
volunteer group and if they would be willing to join a volunteer network. She will also
contact the Recreation and Park Department to find out if they would like us to clean up
one of the parks or the beach. Ms. Lengert asked if we should contact the local high
schools as well. Vice Chairperson Girtman felt we should if this program starts before
the end of the school year.
PUPPETRY ARTS THEATER
Ms. Williams advised that the Puppetry Arts Theater would like to move into a
storefront in Boynton Beach or into a shopping center; however, it is a matter of money.

Vice Chairperson Girtman would like the Puppetry Arts Theater to make Boynton Beach
their home. She felt it would be wonderful for our young people and it would attract
people to Boynton Beach. She felt it would be a worthwhile project for the board to
lobby people and get donations to support this endeavor.
YOUTH ORCHESTRA
Ms. Lengert knows of a gentleman who volunteered to lead a youth orchestra. Vice
Chairperson Girtman will pick up the surveys from the last Youth Expo from
Chairperson St. John and find out how many people are interested in a youth
orchestra. She stated that we need to advertise the youth orchestra in the Boynton
Times and the Palm Beach Post. We also need a place for the youth to come and fill
out an application if they are interested. She would like to get this started by the
summer when the students are out of school and do not have band on a regular basis.
She will talk to Mayor Taylor and the Recreation Department and find out if they are
able to provide the space we need.
ADJOURNMENT
There being no further business to come before the board, the meeting was adjourned
at 7:20 p.m.
