I. CALL TO ORDER
Chairperson St. John called the meeting to order at 7:05 p.m. A quorum was declared
present.
II. MOMENT OF SILENT PRAYER
A moment of silent prayer was observed.
III. APPROVAL OF AGENDA
MOTION
Upon motion by Vice Chair Borovy and seconded by Ms. Lengert, the Agenda was
approved. Motion carried unanimously.
IV. APPROVAL OF MINUTES
MOTION
Vice Chair Borovy moved that the Minutes of March 26, 1998 meeting be approved.
Motion seconded by Ms Lengert. Motion carried unanimously.
Ms. Green, Recreation Superintendent, presented a revised Agenda for approval.

Vice Chair Borovy amended his previous vote to approve the Agenda to include the
amended revisions as presented to this meeting. Ms. Lengert seconded the motion for
approval of the revised agenda. Motion carried unanimously.
V. PRESENTATIONS, CORRESPONDENCE & ANNOUNCEMENTS
Chairperson St. John referred members to the latest Children’s Defense Fund update
for their review.
Chairperson St. John welcomed the new members to the Board. Charlie Fisher, Steve
Waldman and Jermane Ivery were introduced.
Charlie Fisher informed the Board that he has been working with youth in theatre in
North County and has two children. Mr. Fisher stated he is looking forward to working
with the Board.
Steve Waldman introduced himself and stated that he had been an educator for 36
years and retired from teaching in Long Island, New York. Mr. Waldman stated that he
has taught in middle school, high school and was a school principal. Mr. Waldman said
he is looking forward to being a member of this Board.
Jermane Ivery introduced himself and stated that he is a junior at Santa Luces High
School and is a member of the National Spanish Honor Society, varsity football team
and participates in weight lifting and track. He is in the top 3% of his class. Mr. Ivery
said that he was looking forward to being part of this Board so that he can be informed
of the happenings in the City as it pertains to the youth.

VI. NEW BUSINESS

VII. OLD BUSINESS
A. YOUTH VOLUNTEER BANK
Chairperson St. John stated that 78 youth have turned in their hours. There are
5,513 volunteer hours and 176.25 volunteer hours in neighborhood revitalization.
To date, there are 27 sponsors for the banquet and there is a total of $2,350 in
cash and approximately $2,880 in kind donations, which totals $5,230 in
sponsorships.
At last week’s Committee meeting, it was determined that the Chair would decide
how the savings bonds would be distributed. There are five youths with over 300
hours as follows:
One youth had 577 hours
One youth had 343 ½
One youth had 342
One youth had 339
One youth had 300
Each youth will receive a $300 savings bond that costs $150 each, for a total
cost of $750. Ten youths with over 100 hours will each receive a $100 savings
bond, the cost being $50.00 each, for a total expense of $500. Since the
program centered on neighborhood revitalization, one youth had 28 of her hours
in clean-ups and painting houses and a $50 savings bond would be appropriate
in this case. The total cost of purchasing the bonds will be $1,275.
Chairperson St. John asked Mr. Borovy for an update on the pins. Mr. Borovy
stated he will contact Doris Pastl to determine the final cost of the pins.
Chairperson St. John stated that each volunteer youth will receive a pin and a
certificate.

Discussion ensued regarding the sponsors for the banquet. Chairperson St.
John informed the Board that Pete Rose’s Ballpark Café has donated 133 kid’s
meals.
Bob Borovy received a $200 contribution from Millake Bingo. Also, Sam’s
Wholesale Club has donated $25. Lund’s Bakery will be donating the cake. Ms.
Lengert stated that she spoke with the Vice President of the Optimist’s Club and
they will be donating $100.
With regard to food at the banquet, Ms. Lengert spoke with Bud’s Chicken and
the cost will be $2.15 per person.
It was brought to the attention of the Board that Ms. Pastl had stated that the cost
of the pins was going to be an additional $90 because it was a “rush job”. The
initial cost of the pins will be approximately $800. That leaves only $275 in cash
to purchase food for the banquet.
Chairperson St. John inquired if the Board would like to donate and be included
in the sponsor list for the banquet. Discussion ensued regarding the cost of food
for the banquet. Chairperson St. John said that the only donations of food for the
banquet to date are the following:

Publix will be donating desserts; and

Lund’s will be donating the cake.
Hattie Miller generously donated $50.00 and will be named as a sponsor. Mr.
Borovy generously made a $50.00 donation and will become a sponsor also.
Chairperson St. John informed the Board that the invitations to the banquet were
sent out last week. Discussion ensued regarding how much food will be needed
and approximately how many people will be attending the banquet. It was also
noted that paper goods, plates and utensils will have to be purchased. Also,
discussion continued on various methods for food donations and how much food
will be consumed at the banquet.
Mr. Fisher inquired if there was a deadline for the RSVP’s to the banquet and

was informed that the date was Friday, April 24. It will probably be necessary to
call a lot of the volunteers and Chairperson St. John asked members if they could
each call some of the volunteers to determine who will be attending.

Ms. Green said that Recreation Department could supply the tickets for the door
prizes.
Amy DeVries has made two posters and will make more.
Chairperson St. John discussed the order of events for the banquet and also
informed the Board that Reverend Ackermann has been invited. It was
recommended that Revered Ackermann be asked to give the invocation.
Discussion continued on the order of the Agenda for the banquet and whether
notices should be sent to the local newspapers and if photographs should be
taken. Also it was discussed if the banquet should be videotaped. It was
agreed to contact Santa Luces and Atlantic High School to determine if they
could be of assistance in videotaping the banquet.
The next item discussed were decorations and centerpieces for the banquet. It
was suggested that balloons could be used. Chairperson St. John inquired when
the hall would be available so that it could be prepared and decorated for the
banquet. As soon as that is determined, Chairperson St. John would contact the
Board Members.
Discussion continued on the order of events and how the savings bonds will be
awarded, as well as distribution of the pins and certificates to each volunteer.
Mr. Borovy inquired where dinner would be served.
Ms. Green stated the buffet would be served in the East Room of the Civic
Center. Chairperson St. John stated that while the awards are being given out,
the food committee could be preparing the buffet in the East Room.
Also, Chairperson St. John stated that banners would be prepared and hung on
the walls naming the sponsors of the event.
Ms. Green stated that the Recreation Department would be supplying the art
paper for this purpose. It was agreed that members would meet on Saturday,
May 2nd at 10:00 at the Civic Center to work on the banners and signs.
Chairperson St. John asked if any Member had any other comments regarding
the banquet. Marie Lengert volunteered to be in charge of the food set up and
Bob Borovy volunteered to be in charge of breaking down the room at the
conclusion of the banquet. Bob Borovy also volunteered to make phone calls to
those volunteers who have not returned their RSVPs.

Chairman St. John asked if any members of the Board wished to contribute as a
group so that the Board could be listed as a sponsor, excluding Ms. Miller and

Mr. Borovy who have each contributed $50.00. After discussion, it was agreed
that each Member would contribute $10.00 for a total of $60.00.
B. BUTTERFLY GARDEN
Chairperson St. John stated that Ms. Green had informed her that the Recreation
Department has started to coordinate the Butterfly Garden with the Boynton
Beach Garden Club. Ms. Green stated that the Butterfly Garden would be placed
at the Art Center, next to the Library. Ms. Lengert asked what the status was of
the butterfly garden that someone wanted to donate. Ms. Green said that the
Recreation Department could coordinate that if it was decided to accept the gift
of a butterfly garden. Ms. Green stated that the Rotary Club donated $800 to
fund the cost of purchasing the items necessary for the Butterfly Garden.
Mr. Fisher inquired when the Butterfly Garden could be completed. Ms. Green
stated that she estimates it would take about two months. A letter has gone out
to the volunteer bank to determine how many youths would be interested. Bob
Borovy stated he had heard from five youths that are interested in the project.
Mr. Fisher inquired as to the ages of the volunteers and Chairperson St. John
stated it was open to all ages.
C. OPEN FORUM
Chairperson St. John inquired if any Board Member attended the Open Forum on
th
Saturday, April 18 at City Hall in the Mall. It was determined that no one from
the Board attended.
D. YOUTH EXPO
Chairperson St. John stated that as soon as the banquet is held, letters will be
sent out. The Youth Expo will be held during the first weekend in November and
will be located by J.C. Penny’s in the Mall.
Mr. Fisher asked what the Youth Expo was about. Chairperson St. John stated
that the Youth Expo is held to show case the talents of the youth of Boynton
Beach. Two years ago the Youth Expo featured an art contest, a drama contest,
and a creative writing contest. If a photography contest is to be held this time,
we will have to move on this as soon as possible. There will be continuous
entertainment on the stage for two days, featuring local dance troupes, story
telling, and a great assortment of entertainers. There will be informational tables
set up for children’s issues and all the tables are free. The Mall does not charge

for the Youth Expo. Usually there will be an awards ceremony for the youth that
win the contests at the next regular meeting of the Board, following the Youth
Expo. Every child receives a certificate. Chairperson St. John stated that the
Youth Expo was a great success and drew several thousand people to the Mall.
Because of the amount of work involved, it was decided to hold the Youth Expo
every two years.
Ms. Green stated that the dates of the Youth Expo are the weekend of November
7 and 8, 1998.
Because Ms. Green arrived late to the meeting and was not present when the Minutes
from the last meeting were approved, there were some changes and additions to the
minutes that she would like to present for approval, as follows.
Page 1, next to last paragraph change “Miss” to “Ms.”
Page 5, first sentence, first line change “her” to “City”
Page 6, first paragraph after the words “journal entries”, please add
“are posted only once each week by the finance
department and will be posted tomorrow”
Page 7, first paragraph second line after “donations” add
“,on behalf of Shanna St. John and Marie Lengert”.
Page 8, Paragraph G, SKATE PARK, first sentence, first line delete the words
“she has” and insert in place thereof the following words
“City Staff (John Wildner, Parks Superintendent)
has been…”
Motion
Mr. Borovy made a motion to amend his previous motion to approve the minutes of the
March 26, 1998 meeting to include the above changes and additions. Ms. Lengert
seconded the amended motion. Motion carried unanimously.
Chairperson St. John asked if Ms. Green has inquired if the Children and Youth
Advisory Board could be included in the 20/20 Visions City News. Ms. Green stated

she spoke with Wilfred Hawkins and was informed that it is not open for the Advisory
Boards.
Chairperson St. John stated that she would like to prepare a letter to the City
Commissioners and the City Staff stating that Advisory Boards should be included as
they are part of the City Government.
Ms. Green stated it would be appropriate to first approach City Staff because the City
Staff through the City Manager, as well as the Assistant City Manager and the Support
Services Manager, determines the day to day operations of the City. Chairperson St.
John should address her letter to Mr. Hawkins, Support Services Manager with copy to
the City Manager. Chairperson St. John felt the residents of the City should know what
the City Boards are doing and this is a good means to encourage better attendance at
meetings and to familiarize residents with the work that City Boards perform.
Ms. Green inquired if Chairperson St. John would like to be included in “Fun Fare”
which is published three times a year and goes to every household by direct mail.
Discussion ensued regarding inclusion in the Visions 20/20 News, not just for this Board
but for all City Boards. Mr. Fisher suggested that the press be invited to Board
meetings also.
Ms. Green stated she would speak with Virginia Farace, who has been responsible for
setting up the web site for the City to determine if there could be space for the Advisory
Boards updates. Mr. Fisher stated that any information that the Board would like to add
to the City’s Web site, he could format the page.
VIII. ADJOURNMENT
There being no further business to come before the Board, Ms. Lengert made a motion
to adjourn the meeting. Motion seconded by Denise Panton, which carried
unanimously.
The meeting adjourned at 8:20 p.m.
