MINUTES OF THE COMMUNITY RELATIONS BOARD MEETING
HELD IN COMMISSION CHAMBERS, CITY HALL, BOYNTON BEACH, FLORIDA
ON WEDNESDAY, SEPTEMBER 9, 1998 AT 7:00 P.M.

I. OPENING, PLEDGE, PRAYER
Chairman Washam called the meeting to order at 7:10 p.m. and asked Dr. Beil to lead
the members in the Pledge of Allegiance to the Flag, followed by a moment of silent
prayer.
II. ROLL CALL
The Recording Secretary called the roll and a quorum was declared present.
III. RECOGNITION OF VISITORS
Chairman Washam welcomed Charlie Fisher to the meeting and thanked Mr. Fisher for
his attendance at all the meetings for the S.T.A.R. Program.
IV. AGENDA APPROVAL
Ms. Williams moved that the Agenda be approved. Motion seconded by Vice Chair
Currier. Motion carried unanimously.

V. MINUTES APPROVAL – Regular meeting of August 12, 1998 and Workshop
meeting of August 26, 1998
Ms. Williams moved that the minutes of both meetings be approved. Motion seconded
by Vice Chair Currier. Motion carried unanimously.
VI. CORRESPONDENCE AND ANNOUNCEMENTS
Chairman Washam announced that there will be a workshop on America’s Promise

Saturday, September 12 at 9:00 a.m. at the Library. Mr. Fisher stated this is a
planning meeting for the summit and a representative from this Board would be
welcomed. Vice Chair Currier indicated she would attend on behalf of this Board.
Mr. Hawkins announced that the City of Boynton Beach will be applying for All-America
City in the year 2001/2002. Preparations are underway now, as this involves a
tremendous application process. A contingency of people from the City will be needed
to attend the competition wherever it is held to make the presentations. Mr. Hawkins
stated that one of the key components to winning the award is to demonstrate
community involvement and community participation, such as America’s Promise.
VII. PUBLIC AUDIENCE
Mr. Fisher asked if any Board member would like to volunteer to assist with the Children
and Youth Advisory Board’s Youth Expo, which is scheduled for November 7-8, 1998 at
the Boynton Beach Mall. There will be entertainment on two stages, as well as
competition, art, drama, creative writing and photography. Mr. Fisher stated that the
Sun-Sentinel was the corporate sponsor this year. Vice Chair Currier said she would
also like to assist with the Youth Expo.
Ms. Mingo-McCoy stated that the Juvenile Transition Center of Boynton Beach will be

taking approximately 30-35 students to Orlando on November 20--22 for an
educational fair. The children selected to go will be rewarded for their academic and
behavioral progress. Also, Ms. Mingo-McCoy stated that a computer lab has been
tentatively scheduled to be added to the Hester Center.
Ms. Girtman announced that the NAACP Banquet would be held Saturday, September

12 at the Catalina Holiday Inn at 7:00 p.m.

VII. OLD BUSINESS
A. Update on S.T.A.R. Program
Chairman Washam suggested that after he updates the Board Members on the
S.T.A.R. Program progress, the meeting could adjourn to Conference Room A for a
workshop meeting.
Chairman Washam stated that the School District has indicated they would assist in the
Program. Also Jeff Industries and their transition specialist will be assisting and will
participate in the mentoring. Local businesses are being approached for their
participation and a list of all businesses would be available next week. Vice
Chairperson Currier inquired as to the age group that will be participating in the
Program, and Chairman Washam stated it is for young adults, 16 and older. Chairman
Washam stated that the Holiday Inn and the Hampton Inn will be sending
representatives.
Chairman Washam stated that Charlie Fisher and his wife prepared a flyer, which will
be discussed. Also the method of distribution of the flyers will be explored. Chairman
Washam stated that it appears that participation will be greater than anticipated and the
program should be a success. Hopefully, it can be offered at the same time on a yearly
basis.
Chairman Washam thanked the Waldmans for their assistance and Charlie Fisher.
Also, United Cerebral Palsy will be participating as they have a youth job program.
Chairman Washam circulated the flyer for the Board’s review and comments.
Vice Chair Currier inquired if the representatives from the training program that is
offered at the Boynton Beach Mall would be participating, since they were to be invited
back to the Board to make another presentation, after their July presentation. Chairman
Washam requested that they be contacted for their participation.
Ms. Williams inquired if a registration form would be included on the flyer. Chairman
Washam stated this could be further discussed during the workshop portion of the
meeting.
Vice Chair Currier inquired if the Civic Center has been made available for the job fair.
Mr. Hawkins stated that an alternative site might have to be considered and that too will
be discussed at the workshop.

None.
X. ADJOURNMENT
The meeting properly adjourned at 7:30 p.m. and the members proceeded to the
workshop portion of the meeting to be continued in Conference Room A.
