Minutes 10-23-97 MINUTES OF THE ADVISORY BOARD ON CHILDREN & YOUTH MEETING HELD IN COMMISSION CHAMBERS, CITY HALL, BOYNTON BEACH, FLORIDA, ON THURSDAY, OCTOBER 23, 1997, AT 7:00 P.M. PRESENT Bob Borovy Angela Girtman Marie Lengert Hattie Miller Denise Panton ABSENT Shanna St. John, Chairwoman Angela Dencker, Alternate Harold Izard, Alternate Jeffrey Davis, Regular Voting Member Amy Williams, Non-Voting Member I. CALL TO ORDER Mr. Borovy called the meeting to order at 7:18 p.m. II. MOMENT OF SILENT PRAYER A moment of silent prayer was observed. III. APPROVAL OF AGENDA Ms. Girtman moved to approve the agenda as submitted. Ms. Lengert seconded the motion that carried 4-0. (Ms. Miller had not yet arrived for the meeting.) IV. APPROVAL OF MINUTES Ms. Lengert moved to approve the minutes as submitted. Ms. Girtman seconded the motion that carried 4-0. (Ms. Miller had not yet arrived for the meeting.) V. PRESENTATIONS, CORRESPONDENCE AND ANNOUNCEMENTS A. Welcome New Board Members This item was dispensed with since there were no new members present for the meeting. th B. Green Market – Saturday, October 25 from 8:00 a.m. until 2:00 p.m. Mr. Borovy made this announcement. Ms. Panton reported that she and Chairwoman St. John would be in attendance at the Green Market. She reminded the members that Amy Williams and Jeff Davis volunteered to hand out flyers during this event. Ms. Panton will contact Amy and Jeff to remind them to hand out the flyers and not leave them in stacks on tables. 1 MEETING MINUTES ADVISORY BOARD ON CHILDREN & YOUTH BOYNTON BEACH, FLORIDA OCTOBER 23, 1997 th C. “Dancing in the Streets” – Friday, October 24 from 5:00 p.m. until 12:00 midnight Mr. Borovy made this announcement. D. Letter from Kerry Willis Ms. Panton read City Manager Willis’ letter to Chairwoman St. John into the record. This letter advised that the City has not provided operating budgets for advisory boards. Some of the boards have collected donations and set up a special reserve account to record receipts and expenses. In addition, the City Commission has contributed funds as co-sponsors of special events. City boards are welcome to submit a request to the City Commission to be granted an operating budget; however, such requests have not been granted in the past. Ms. Girtman pointed out that the board has not yet officially asked the City to co-sponsor the Youth Bank. She recommended developing a letter requesting this co-sponsorship. Mr. Borovy read a letter from Chairwoman St. John suggesting that the board draft a request to the City Commission for funds to cover the board’s operating costs. Motion Ms. Lengert moved to send a letter to the City Commission requesting that we have a budget of $250 to cover the cost of supplies. Ms. Panton seconded the motion. Ms. Girtman said she would support this motion because she does not agree that this board should ask for an operating budget when the City does not provide this type of budget to any of the boards. The City Commission has Co-sponsored special events. When this board has a large project like the Volunteer Bank and the Youth Expo, the City should be asked to co- sponsor those events. Ms. Girtman feels this board should operate within the parameters the other boards operate under. Ms. Panton advised that although she seconded the motion, she recommended tabling this issue until Chairwoman St. John returns in order to get more detail regarding what this operating budget would be used for. Motion Ms. Lengert moved to table. Ms. Girtman seconded the motion that carried 4-0. VI. NEW BUSINESS Ms. Lengert advised that a high school would be built in Quantum Park. The School Board voted on a COPs issue and it passed with a 4-3 vote. Ms. Lengert said the ground breaking for the construction of the school would be in 1998. Mr. Borovy and Ms. Panton were skeptical that the construction of this school would begin in January. 2 MEETING MINUTES ADVISORY BOARD ON CHILDREN & YOUTH BOYNTON BEACH, FLORIDA OCTOBER 23, 1997 Ms. Miller arrived at 7:40 p.m. VII. OLD BUSINESS A. Skate Park Mr. Borovy advised that he has been in touch with Mr. Frederick and a request will be made to the City Commission for appointment of an ad hoc committee to study the skateboard park. Ms. Lengert advised that a lot of YMCAs are helping sponsor these parks. Ms. Girtman said she read comments in the newspaper that left her discouraged. It appeared from the article that the City Commission does not want to do this. Ms. Lengert said she would not support a skateboard park unless it is totally supervised. However, Mr. Borovy said he will provide a book that proves skateboarding is very safe. Ms. Panton agrees that if kept in a contained area, this activity will be safe. B. Community Boards Open Forum Mr. Borovy reported that advisory board members would have 15 minutes to go over the history of the projects of their boards. Each of the members of the Advisory Board on Children & Youth will provide a brief synopsis of the projects being undertaken by this board. They will talk about the Youth Expo, Youth Volunteer Bank, Youth Council, Youth Orchestra, and the Mentor Program. A table will be set up for flyers. Ms. Lengert requested that the board send a thank you letter to Pete Haggerty of the Village Square Publix (Woolbright Road and Military Trail) for their donation of all of the refreshments for the Advisory Board Forum on Saturday. A question was raised relative to whether or not childcare would be provided on Saturday during the Advisory Board Forum. Ms. Panton was of the opinion that the two DeVries girls would be providing supervision for the children C. Youth Volunteer Bank Mr. Borovy announced two new sponsors for the Youth Volunteer Bank. They are Main Street Car Wash and Expicare Nursing Agency, Inc. Ms. Lengert explained that it is difficult to get sponsors at this point since a date has not been set for the awards ceremony. Burger King is willing to cooperate, but needs a date. Mr. Borovy pointed out that at this point in time, it is more important to secure monetary donations. We can get in-kind donations at a later date. It is important to get sponsorships to build up the scholarships. Mr. Borovy said the board discussed a tentative date in May for this event. Ms. Panton explained that the issue of setting the date for this event was tabled because May is a very busy month with school events. Mr. Borovy suggested delaying a discussion about a date for this event until Chairwoman St. John and other members are present. Ms. Lengert advised that there is a community service project in Philadelphia whereby teens cleaned up the park area and supervised the play area. They earned credits for that service. Ms. Panton reported that 34 new volunteers signed up last Saturday at “Border to Border”. To date, 56 forms have been turned in. Beginning next week, Mr. Borovy and Ms. Panton will go back into the schools to explain the program. Mr. Borovy has distributed more than 200 forms. Santaluces will submit their forms and applications on a quarterly basis. Mr. Borovy believes there will be a bank of 1,000 volunteers. With regard to the Volunteer Banquet, Ms. Panton reminded the members that someone suggested using the Woman’s Club. That hall can accommodate 225 people; however, there is a fee of $800 plus the cost of a security officer. Ms. Panton pointed out that Hester Center would hold 500 people and Chief Gage would arrange for an off-duty officer to take care of security. Ms. Girtman recommended using the cafeteria at Poinciana School. Mr. Borovy suggested trying to arrange this event at either Poinciana School or Congress Middle School. In addition, Ms. Panton will check on the availability of the clubhouse at Sunny South Estates. After a brief discussion about a date for this banquet, Ms. Girtman recommended moving it up to the month of April since May is a very hectic month with many special events through the schools and local organizations. D. Youth Council Mr. Borovy reported that this board would like to present a resolution to the City Commission to create a Youth Council similar to the one in operation in Delray Beach. Motion Ms. Girtman moved to submit a resolution to the City Commission requesting that they establish a Youth Council. Ms. Panton seconded the motion that carried unanimously. Mr. Borovy and Chairwoman St. John will meet to draft the resolution for submission to the City Commission. Mr. Borovy suggested that Ms. Williams and Mr. Davis meet with the Youth Council in Delray Beach. Ms. Girtman suggested that two student members of the Education Advisory Board work with Ms. Williams and Mr. Davis on this project. Mr. Borovy said he spoke to Education Advisory Board Chairwoman Nellie Denahan about this project and she will support it. VIII. ADJOURNMENT Motion Ms. Panton moved to schedule the November meeting of the Advisory Board on Children & th Youth for Thursday, November 20. This meeting will be held in Commission Chambers.
