MINUTES OF THE COMMUNITY RELATIONS BOARD MEETING
HELD IN COMMISSION CHAMBERS, CITY HALL, BOYNTON BEACH, FLORIDA,
ON WEDNESDAY, DECEMBER 10, 1997, AT 7:30 P.M.

I. OPENING, PLEDGE, PRAYER
Chairman Washam called the meeting to order at 7:38 p.m. Ms. Girtman led the Pledge of
Allegiance to the Flag, after which a moment of silent prayer was observed.
II. ROLL CALL
The Recording Secretary called the roll.
III. RECOGNITION OF VISITORS
Chairman Washam introduced his friend, Laurie, who was sitting in the audience.
AGENDA APPROVAL

No additions, deletions, or corrections were made to the agenda.
Motion
Ms. Girtman moved to approve the agenda as submitted. Ms. Williams seconded the motion,
which carried unanimously.
V. MINUTES APPROVAL
No additions, deletions, or corrections were made to the minutes of the last meeting.
Motion
Ms. Girtman moved to approve the minutes of the November 12, 1997 meeting as submitted.
Ms. Williams seconded the motion, which carried unanimously.

VI. CORRESPONDENCE AND ANNOUNCEMENTS
Mr. Hawkins advised that last month, the Rolling Green Community planted two medians on

N.W. 17 Avenue. In addition, the County has fulfilled their promise to put pedestrian
th
signalization at the intersection of N.W. 17 Avenue and Seacrest Boulevard. They also
painted crosswalks at that intersection, as well as across Seacrest Boulevard to Hester Center.
The speed limit on Seacrest Boulevard has been lowered to 35 miles per hour and additional
signage has been erected to indicate the curves along Seacrest Boulevard and the pedestrian
crossing areas.
Chairman Washam will contact Joy Currier regarding the holiday program at Hester Center so
that the board can participate in it. He also advised that an angel tree has been put up in the
Cracker Barrel Restaurant for the benefit of about 50 families who need some help during the
holidays. Most of the children in these families are mentally handicapped. He also invited

everyone to the Royal Palm School holiday program on Tuesday, December 16.
Mr. Hawkins advised the board of a six-month pilot program. New garbage carts have been
placed in some areas along Seacrest Boulevard. The City will be surveying the people who
participate in this program to get their feedback. One of the Code Enforcement Officers has
been assigned to this area to make sure the residents understand the codes with regard to
getting rid of their trash and garbage, and to provide people with information regarding this
program. If this program is successful, it might be expanded citywide. This program could
provide the City with a lot of cost savings in its Public Works/Sanitation operations.
VII. PUBLIC AUDIENCE
Bob Brown had arrived and suggested implementing a block project and giving a nominal
award for the most improved block. Also, he noticed that there are a lot of cigarette butts and
bottles at the entrance and exit ramps of I-95 and suggested having the children pick up the
recyclable bottles and giving them 5 or 10 cents for every 100 cigarette butts they pick up.
Chairman Washam suggested getting a couple of the schools in the area involved in this
project.
At this time, Chairman Washam acknowledged the presence of Nellie Denahan, Chairperson
of the Education Advisory Board. With regard to Mr. Brown’s suggestion, Ms. Denahan
recommended working in conjunction with the Advisory Board on Children and Youth since
they have a Youth Volunteer Bank.
Ms. Williams stated that a private investigator parked on her property to surveil somebody.
However, he did not have the common courtesy to identify himself. In the future, she would
like the Police Department to notify the people who live there that an investigator will be using
their property. Mr. Hawkins advised that it is the responsibility of the private security firm to
contact the property owner. He pointed out that the Boynton Beach Police Department does
not always know when a private investigator is working in the area.
At Chairman Washam’s request, Ms. Girtman introduced her neighbor, the new member of the
board, Maynie Boles.

Chairman Washam stated that we need to fill the vacancies on the board in light of all the
upcoming projects that the board will be working on.

There being no further business to come before the board, Ms. Girtman moved to adjourn the
meeting at 8:00 p.m. Ms. Williams seconded the motion, which carried unanimously.
