Minutes 03-09-98 MINUTES OF THE SAFETY COMMITTEE MEETING HELD IN THE POLICE/FIRE TRAINING ROOM, CITY HALL, BOYNTON BEACH, FLORIDA, ON MONDAY, MARCH 9, 1998, AT 10:00 A.M. D. Henehan, Jr. - Library Wilfred Hawkins City Manager’s Office I.CALL TO ORDER Mike Rumpf, Chairman called the meeting to order at 10:05 a.m. ROLL CALL II. The Recording Secretary called the roll. III. ACCEPTANCE OF MINUTES No additions, deletions, or corrections were made to the minutes of the last meeting. 1 MINUTES SAFETY COMMITTEE MEETING BOYNTON BEACH, FLORIDA MARCH 9, 1998 Motion A motion was made and seconded to accept the minutes of the February 9, 1998 meeting as submitted and was carried unanimously. IV. SAFETY COMMITTEE EDUCATION AND TRAINING PROGRAM: Video – “Accident Investigation for Municipal Employees” (copy attached to original set of minutes) “ Mr. Magazine showed a video called Accident Investigation for Municipal Employees ”. This video is available from Mr. Magazine for other departments to borrow. Discussion ensued. Everyone was reminded to make sure their supervisors were notified as soon as possible after an accident and the proper paper work was filled out and the accident investigated. It was suggested that the film be borrowed by the committee members, to give to the supervisors in their departments. This video shows how imperative it is to follow through after an accident with a complete and proper investigation. V. OLD BUSINESS A. Fire Drills (copy attached to original set of minutes) Mr. Borden reported that there was nothing new to report at this time. He will start to schedule more fire drills, for the other facilities, in the near future. Some discussion ensued about fire drills in the Civic Center and Art Center. Mr. Borden reported that these buildings are being brought up to Code. Mr. Magazine suggested that fire drills be conducted there anyway and they could see what kind of reaction they get. Mr. Borden said he had recent documentation showing that the buildings needed to be brought up to Code and the National Safety Protection Association Life Safety Code requires places of assembly need emergency evacuation fire alarms. B. City Hall Parking Garage and Parking Lot (copy attached to original set of minutes) 1. Basement Lighting 2. Flooring (i.e. very slippery when wet) 3. Parking Lot Lighting Mr. Magazine received three different bids on the garage basement flooring in the amounts of $84,600, $162,000 and $103,899. Mr. Magazine reported that at the direction of this committee he sent a memo to the City Manager’s office advising them of the situation between the two items which are the garage basement flooring and parking lot lighting improvements which is about $2,000. He also checked with Finance to determine what was available and unallocated in the CIP budget. There is money available in this budget. He suggested to recommend to the City Manager that 2 MINUTES SAFETY COMMITTEE MEETING BOYNTON BEACH, FLORIDA MARCH 11, 1998 additional monies be allocated from the CIP budget to tack onto what has already been budgeted which is $40,000 to Facilities to take care of the garage flooring and $2,000 to take care of the outside parking lot lighting. After a lengthy discussion took place it was decided to send a memo to the City Manager requesting extra funds. Mr. Rumpf asked which is more important to do, the lighting or the garage flooring. Mr. Magazine said the lighting solution for the $2,000 is not in the garage but the parking lot lighting outside the Chambers. The lighting issue in the garage basement is a different issue completely. Mr. De Beck is looking into changing the fixtures in-house to solve the lighting problems in the garage basement. That is another issue completely. Mr. McCaffrey recommended that a memo be sent to the City Manager to get the extra funding to cover both the flooring and outside lighting by the Chambers. There was a concensus that this was the way to go. Mr. Magazine said he would send another memo to the City Manager and use this memo as an attachment along with the memo he got from Bill DeBeck, itemizing what the costs will be. If they need more money, Facilities can request it. C. Safety Newsletter Mr. Magazine is still looking for someone to take over for the column in the safety newsletter. He is always looking for input and articles from other departments. He regularly gets items from Vehicle Maintenance and ITS. Cartoons are welcome also. Mr. Rumpf suggested that some “real” facts also be included concerning safety issues. D. Office Security at City Hall Ofc. Egnor was not present and no report was given to Mr. Magazine. E. “Proud to be a Safe Worker Award” (copy attached to original set of minutes) Awards were given out to three people from Utilities, Messers. McCrief, Osborne and Smith for the work they did at the Pistol Range. They did a great job; protecting the area, the people and the equipment. These employees made sure everything was secured and the contractor said he didn’t think he could hire anybody to do a better job. Four people from the Golf Course for performing CPR were also given certificates at the last City Commission meeting. Mr. Borden received a call from the Golf Course concerning a possibility of purchasing an automatic defibrillator. Fire Administration thinks it is a great idea because the Golf Course personnel have dealt with CPR on several occasions. F. Inspections (copy attached to original set of minutes) Mr. Magazine reported that the forms and anything else you need is on the Shared Data Section in the Safety File on the City Hall computer network. Chairman Rumpf asked for 3 MINUTES SAFETY COMMITTEE MEETING BOYNTON BEACH, FLORIDA MARCH 11, 1998 a show of hands of who regularly conducts monthly safety inspections. Mr. Rumpf suggested they all take a better initiative to conduct these safety meetings. The Safety Coordinators are responsible to go through their areas and then report findings to him. Mr. Magazine said if equipment is not OSHA approved and are old and rickety they should be pulled and not used. Wayne Anderson, (State Division of Safety), comes around and he will take them out of use if we don’t. Mr. Lee reported that he felt inspections work real well and he picks a different Safety Representative from each division every month to do the inspections of offices, work areas etc. Mr. Lee gets different ideas every month from his representatives and he feels this works real well. G. Safe Driver Program 1. Defensive Driver Course 2. “A Safety First City” Stickers Mr. Magazine reported that already 138 people have taken the class and another 113 are scheduled. Two groups who have not signed up yet are Police and COP. Mr. Magazine feels that if the people in the COP program do not take this course they do not get a City vehicle. He is working on a solution to this problem. The stickers are just going to be generic bumper stickers, with no numbers. H. Parking at EWTP . (copy attached to original set of minutes) The employees from the EWTP were sent a memo, which is attached, to park in the designated parking areas at the ends of the site, rather than parking in the middle by the buildings. Parking is better than it was and more of the people are parking where they should. Mr. Hawkins, in his memo to the East Water Treatment Plant employees reminded them, they should understand that the City of Boynton Beach will not be generally responsible for damages sustained to personally-owned vehicles, while parked behind the Filter Gallery and Treatment Basin buildings, or other areas in the interior areas of the Water Treatment Plant site. Employees sustaining Vehicle damage caused by contractors or other parties should file claims against those parties directly. The City will not accept claims unless documented as being caused by City vehicles/equipment and/or City employees. Designated parking is available on both the northeast corner and south sides of the Plant.. . NEW BUSINESS A. Fire Station #3, Indoor Air Quality ) (copy attached to original set of minutes) Mr. Magazine has received reports from some people who have been sick or have allergy problems similar to those in City Hall. We have had one worker’s compensation claim, that came in and that person has been tested and found out he is allergic to 4 MINUTES SAFETY COMMITTEE MEETING BOYNTON BEACH, FLORIDA MARCH 11, 1998 various types of molds. Testing in Fire Station Number 3 will handled differently than City Hall. Mr. Magazine reported they are going to test Fire Station #3. If it comes back with any kind of molds that people could be susceptible to as an allergen, we will then only test any employee, who files a Workmen’s Comp claim. This test will be done for the molds that we have identified in that building. If the employee tests positive for that test and files a Workmen’s Comp claim, we will work with them on it. If they do not test positive for the molds found in that building, any claim will be denied. Mr. Magazine is waiting now to have the building tested. B. Respiratory Protection Medical Qualification – Utilities (copy attached to original set of minutes) Utilities has taken the lead in helping anyone who needs respirator training. Contact Mr. Bobich in Utilities and he will make sure you get the information and training you need. Mr. Magazine thanked Mark Bobich for helping out. ANNOUNCEMENTS A. Safety Council of Palm Beach County, Inc. (copy attached to original set of minutes) A flyer was passed out and is attached to this set of minutes identifying some classes being offered from the Safety Council. There is a supervisors development program by the National Safety Council. If anyone is interested in signing up for this program we could buy it for in-house. Mr. Magazine will investigate this further. He will make copies of the information he received and pass it on. Mr. Magazine will also request more information and will report back at the next meeting. Mr. Rumpf reminded everyone to keep thinking about newspaper or newsletter articles or ideas and pass them on and also conduct those safety checks. ADJOURNMENT There being no further business to come before this committee, Hugh McCaffrey made a motion to adjourn and Mark Bobich seconded the motion. The meeting adjourned at 11:05 a.m. IX.
