I. CALL TO ORDER
Ken Hall, Vice Chairman, called the meeting to order at 10:06 a.m.
II. ROLL CALL
The Recording Secretary called the roll. A quorum was declared present.
III. ACCEPTANCE OF MINUTES
No additions, deletions, or corrections were made to the minutes of the last meeting.

MOTION
Chuck Magazine moved that the minutes of the March 9, 1998 meeting be approved.
Motion seconded by Dave Egnor. Motion carried.
IV. SAFETY COMMITTEE EDUCATION AND TRAINING PROGRAM
Vice Chairman Hall stated that due to the change in meeting rooms, the video planned
for today’s meeting will not be shown. Chuck Magazine stated that the name of the
video was “Unsafe Acts-Human Behavior” and will be presented at the next meeting.
V. UNDER OLD BUSINESS
A. Fire Drills
Nothing to report
B. City Hall Parking Garage & Parking Lot
Chuck Magazine referred members to the information contained in their packets.
Mr. Magazine stated that he sent a memo to the City Manager with a
recommendation that some of the unallocated funds in the CIP be used to pay for
the flooring in the parking garage. There has been no response to date.

Also, Mr. Magazine stated that a second memo dated April 1 with regard to the
lighting in the parking garage being paid for with unallocated CIP funds was also
forwarded to the City Manager (copy attached to agenda). There has been no
response to date.
C. Safety Newsletter
Mr. Magazine stated that he continuously looks for submission of articles for the
newsletter.
Also, Mr. Magazine stated that the City has a web site established and, he will be
coordinating with the Library to have the safety newsletter appear on the City’s
web site for viewing.
Vice Chairman Hall inquired if the City has a web site and was informed that it
does.

D. Office Security at City Hall
Vice Chairman Hall referred members to a memo (included in their packet) from
Sgt. Egnor to Mr. Magazine regarding security at City Hall. Sgt. Egnor stated
that the memo presents just the basic needs at this time. Discussion ensued
regarding thefts occurring in the City Hall. Sgt. Egnor stated that most thefts like
the ones that occurred in City Hall were 70% internal. However, with all the open
access areas, more security is needed. Chuck Magazine stated that there have
been thefts in the City Clerk’s office and ITS. Because persons were chased out
of the building, this evidences that people are gaining access to the building from
the outside. The wearing of the badges will help to identify all personnel and
should assist somewhat in this area.
Chuck Magazine inquired if departmental meetings to advise personnel of
measures that can be used to address thefts might help. Sgt. Egnor will prepare
an article for the newsletter that will assist departments in making their work
areas more secure.
E. Proud to be a Safe Worker Award”
Mr. Magazine stated he has not received any recommendations at this time. The
members were informed that Bob Borden performed CPR on a citizen at the
G.A.L.A. on Sunday afternoon. Chuck Magazine stated he has not received
notice in this regard. It was requested that it be entered into the minutes and
that Bob Borden be presented with a Proud to be a Safe Worker Award Pin.
F. Departmental Inspections & Safety Meetings
Mr. Magazine stated that the inspections and safety meetings would be
incorporated into the agenda in order to make them part of the minutes of the
committee meeting. Mr. Magazine requested that each coordinator should
follow up on the inspections to insure everything has been completed and report
back to this committee if there are any problems. Continued non-compliance
issues need to be brought back to the attention of the Committee if the
department does not respond in a timely fashion.
G. Safe Driver Program

Mr. Magazine stated that 202 employees have completed the course and
another 95+ are scheduled. It is anticipated that approximately 500
employees will have completed the course by its end. Mr. Magazine
further stated that he was waiting for the police department to coordinate
this training with his office. Sgt. Egnor stated that he thought the
responsibility of coordinating the course has been referred to the City
Manager’s Office. Mr. Magazine indicated he would follow through on this
issue.
2. “A Safety First City” Stickers
Mr. Magazine stated he would order the stickers.
Ken Hall inquired if the phone number would be put on the
stickers? Mr. Magazine stated that he thought the Citizen’s Action
Center might be coming up with stickers of their own. He further
stated that he would discuss this issue with Susan Berman and
Wilfred Hawkins and report back his findings at the next meeting.
H. Parking at EWTP
Mark Bobich reported on this issue and stated there is still a problem with
parking due to the ongoing construction at the plant.
Mr. Magazine asked if the personnel were parking on the two lots? Mr.
Bobich stated that people were parking in other areas. The south end has
too much dust and people don’t like using the east end, because the
entranceway is being changed. Mr. Magazine inquired if parking would
still be available at the northeast entrance? Mr. Bobich stated it is taking a
long time to get the permits.
Mr. Magazine inquired if the fencing along the railroad track has been
started. Mr. Bobich stated that they are still working in the storm water
retention area and presented other parking issues.
With regard to the northwest corner, Mr. Bobich stated that it is intended
that this area be closed off.
Vice Chairman Hall asked when the contract for construction would begin.
Mr. Bobich stated that the contract should be going out to bid shortly.
Plans for demolition of the building were submitted by two architects and

are being reviewed. It is anticipated that demolition would be within six
months.
I. Fire Station #3, Indoor Air Quality
Vice Chairman Hall asked for an update on respiratory problems that were
experienced by some workers.
Mr. Magazine stated that one worker has filed a workmen’s compensation
claim. The City has received proposals from two different companies and
within the next two weeks, a company will be brought in to do an indoor air
quality check of the building.
J. Respiratory Protection Medical Qualification – Utilities Department
Vice Chairman Hall asked for an update on this matter. Mr. Bobich stated
that they have set the training program up. To date, two golf course
employees did come over for testing.
Mr. Magazine inquired if anyone from the Fire Department used the
program, or have they decided to use the Delray Beach facilities? With
regard to the pulmonary testing, this has to be done at the Delray Fire
Department Facilities. There is also a possibility that testing will be
offered on a countywide basis.
VI. NEW BUSINESS
A. Vice Chairman Hall asked Mr. Magazine about the review of the Safety
Manual.
Mr. Magazine stated that the Safety Manual has not been reviewed for
many years and is in need of updating. It is suggested that a section of
the Manual be reviewed on an individual basis with recommendations
being made at the next meeting, in order that the Manual can be
completely revised within two months.
Vice Chairman Hall suggested that everyone review the entire manual,
submit any changes they feel necessary, and have them available for the
next meeting.

Mr. Magazine felt that was an excellent idea and that the Manual should
be reviewed by everyone. However, to avoid duplication, it is suggested
that a specific section of the Manual be assigned to one person and that
person be responsible for reviewing his section. It was also suggested
that two people be assigned a section in order that two different
viewpoints can be obtained. It was also decided to make section
assignments at this meeting as follows:

Driving Requirements
It was decided not to include Fork Lifts at this time and Fork Lifts will be reviewed at a
future time.
Mr. Magazine requested that the changes be submitted to him by the end of the week for
his review and in any event, please have them available for the next meeting.
Vice Chairman Hall requested that everyone review the entire manual for further input.
Vice Chairman Hall also asked if the updating of the Safety Manual was in the By-laws.
Mr. Magazine stated he was not sure, but this is an issue that should be reviewed at
least every two years.

B. Mr. Magazine stated he had sent out a notice he received from an
insurance group with regard to disabling passenger side airbags, which
deals specifically with police vehicles. A copy has been forwarded to Stan
Cale and Bob Lee for their information and requested the memo be made
a part of the minutes.
The committee was informed that the new police vehicles are equipped
with the on/off switch for the passenger side airbags. Mr. Magazine stated
that a policy would have to be adopted as to when the switch can be
turned off and on. This cannot be determined solely by the operator of the
vehicle as to when the switch should be on or off. It was suggested that
the switch only be turned on when there is a passenger in the passenger
side of the vehicle. The use of a warning sticker was also suggested near
the switch.

Mr. Magazine referred to the Announcements from the Safety Council included in
their packets.
VIII. ADJOURNMENT
There being no further business to come before this Committee, Mark Lips made a
motion to adjourn and David Egnor seconded the motion. Meeting adjourned at 10:42
a.m.
